According to Russian Ambassador to the US Anatoly Antonov, Washington's strategic mistake was its confrontation on two fronts with two nuclear powers - China and Russia.

    - misunderstanding of the role of public opinion and the separation of powers in making foreign policy decisions. The Soviet authorities believed that if they agreed with the "chief boss", then the job was done. This is how it worked in Moscow, but not exactly in Washington.

    - unwillingness to perceive the international system as a whole. This is most evident in the example of regional conflicts, in which Soviet participation was viewed in the Kremlin as something separate from Soviet-American relations and disarmament issues, and in the White House, on the contrary, as an integral part of bilateral relations. Even after entering Afghanistan, Brezhnev did not understand for some time why this “operation” affected the ratification of the START-2 treaty in the United States.
