Corruption in GLONASS: where are the perpetrators?
One of the most mysterious corruption scandals of recent weeks is the scandal around Russian Space Systems OJSC associated with the GLONASS project. The fact is that if the suspects and perpetrators of the plundering of state property from the Ministry of Defense and the Ministry of Regional Development were called to the country, then in the case of the RCC everything looks far less clear. But, judging by the latest statements by law enforcement officials, the sums that appear in the case of corruption in the implementation of the GLONASS project look just astronomical - 6,5 billion rubles. This amount, by the way, is equal to one third of what was needed to be spent on the creation of the GLONASS satellite constellation, which has already taken its place in near-Earth space. The extent of the embezzlement has been named, schemes for the withdrawal of budget funds have been drawn, even information has been received that the investigation has been working in this direction for about 2,5 years, but so far, at least at the time of preparing the publication, not a single suspect has been named. is named. No one embezzlement on such a large scale is incriminated. Strange ...
However, news agencies have replicated information that, by the order of Deputy Prime Minister Dmitry Rogozin, such person as Yury Urlichich was removed from his post as general designer of OJSC RCS and the GLONASS project. He was appointed General Designer for the GLONASS project in 2006. However, the very removal of Urlichich from the post of the general designer of the outraged department and project is unlikely to fit in directly with the corruption scandal. After all, Yuriy Matevich Urlichich was deprived of the post of general designer, but he retained the post of general director of the company. It turns out that no special complaints about the management of Urlichich have yet arisen, which means that either he does not belong to the main persons involved in the case, or, as they say, it’s just not over yet ...
It should also be noted that the resignation of Yuri Urlichich from the post of general designer of the Russian Space Systems OJSC, judging by the comments of representatives of the Russian Government, was planned. It turns out that the head of Roscosmos, Vladimir Popovkin, specifically on this occasion, addressed Dmitry Rogozin, explaining that the positions of the manager and chief creative officer at OJSC RCS should be separated in order for the work to be carried out more efficiently. In addition, there is information that the same Vladimir Popovkin, but already in conjunction with Anatoly Serdyukov (at that time still the Minister of Defense) in his letter explained to Dmitry Medvedev that there should be two general designers in GLONASS: one - responsible for the military component, and the other, respectively, for the civilian version of the use of the global positioning system.
After that, it turned out that the Ministry of Communications and Communications will be responsible for the civilian component, and the military cluster will be supervised by Nikolai Testoedov, who is the general designer (and director, by the way, too) of Information Satellite Systems. It turns out that Urlichich will manage both directions in the work of GLONASS.
But these are all matters, let's say, organizational, but what about corruption and embezzlement? So far, high-ranking Russian politicians have time to speak out on this topic, without mentioning any names, passwords or turnout. In particular, the head of the presidential administration, Sergey Ivanov, in one of his interviews recently announced that he was aware of the theft during the implementation of the GLONASS project as early as 2009-2010. According to Sergey Ivanov, it was at that time that the quotation: “at the level of sensations, suspicions began to arise that something was wrong ...” Then Ivanov, again, according to his own words, decided to hold a closed meeting with representatives of the investigating authorities, at which The schemes of withdrawal of funds from the environment for the direct implementation of the GLONASS project were provided. Ivanov himself asked the investigators to step up work.
On the one hand, it seems, everything is correct - a high-ranking government official gives the installation to law enforcement officers to take up investigations into the corruption case. But at the same time, the question arises: why did it take more than two years to wait to declare that the funds were being stolen ... Looking ahead of such claims, Sergey Ivanov himself explains that he simply tried, let's say, not to frighten the "big bird", which sang sweet grains coming from the state budget. Recall that the GLONASS project is estimated at 326 billion rubles, and in the stolen 6,5 billion are the classic 2% by now ...
If the “big bird” was tried not to be frightened, then all this becomes even more strange. story. Indeed, for many months the competent structures have been following the withdrawal of funds from the GLONASS budget, summed up the level of damage, however, even when the scandal became public knowledge, no criminal cases were brought ... Somehow, everything is not quite intelligible. If the same bird that allowed itself to peck too much, is now, then it knows for sure that the threads of the investigation will lead to its nest, and if it does, it can fly away in an unknown direction. Was it worth it to wait for 2,5 of the year and see how other people's wallets were full, and the satellites suspiciously often did not go into the proper orbit? The situation would be quite different in nature if the name of at least one person involved in the case were called out loudly, because to say that the investigation has not yet decided on the suspects is very, very strange.
In the meantime, the only “victims” in the department responsible for the implementation of the GLONASS project turned out to be far from the most important person in the RKS - press secretary Zubakhin. This is the same gentleman who charged all law enforcement officers with regard to the RKS about plundering funds from the GLONASS budget, said that “soon the police and police officers will make statements on the RKS and GLONASS”, and added to the law enforcement authorities ... , Mr. Zubakhin did not expect from himself, and therefore, after pulling out the press secretary from the Kremlin, the (secretary) had to write a statement on his own.
And during the establishment of a corruption scandal in the RCS, in which they still cannot find suspects, information comes from the RCS itself that there was no embezzlement of funds at all. It turns out that RKS allocated this money to its own employees, who were attached to other firms (such outsourcing) and simply agreed to work overtime. Why tax authorities didn’t know about this is still not clear ...
The data on the absolute purity of transactions came from lawyers of the RCC, who reported that claims to the work of the department regarding the use of funds had been made before, but only the Arbitration Court managed to make a dozen decisions that such claims were deprived of any basis. It turns out that the very one-day firms through which billions of companies went through were companies that were used exclusively to increase the productivity of OJSC RKS without hiring new employees ... It only remains to be clarified whether, with such intensive implementation of the project, ordinary employees of RKS even there would be lunch breaks (there is no speech at all on weekends and vacations). And in that case it is impossible to talk with any of the employees - everything is secret ...
