The badge of Osoaviakhim and the Workers 'and Peasants' Red Army (RKKA) owes its name to the hero of the Civil War, People's Commissar for Military and Naval Affairs of the USSR Kliment Efremovich Voroshilov. On October 29, 1932, the Presidium of the Central Council of the Osoaviakhim of the USSR and the RSFSR (Society for the Promotion of Defense, Aviation and Chemical Construction) approved the regulation on the creation of the title "Voroshilovsky shooter". On December 29, 1932, in honor of People's Commissar Voroshilov, "an excellent shooter from all types of small arms", the honorary title "Voroshilovsky shooter" was established, assigned with the presentation of the corresponding badge.

On March 10, 1934, the Central Council of Osoaviakhim introduced two levels of the title "Voroshilovsky shooter". To obtain the badge "Voroshilovsky shooter" of the 2nd degree, more stringent requirements were introduced. In July 1934, the "Young Voroshilov Shooter" badge was approved, which was issued to teenagers 12-15 years old.

This military-applied direction was actively developed. It was a real mass movement of the working people, especially the younger generations. In 1935, 900 people were awarded the Voroshilov Rifleman, 4st class, and 706 people were awarded the Voroshilov Rifleman, 700nd class. The award was minted at various factories. Among them is the mint in Leningrad, which produced approximately XNUMX badges. The title was awarded before the start of the Great Patriotic War.

In total, from 6 to 9 million people received the badge.
