New plans for the development of the Russian armed forces
The Ministry of Defense has revealed new plans to improve and modernize the armed forces. It is proposed to increase the size of the army, adjust the rules of conscription, and improve the organizational structure of the troops. All these measures will improve the overall combat effectiveness of the armed forces, as well as ensure the ability to respond to newly emerging threats and challenges.
New reform
On December 21, an expanded meeting of the Collegium of the Ministry of Defense was held at the National Defense Control Center under the leadership of the President and the Supreme Commander-in-Chief. As part of this event, we summed up the results of the outgoing year, and also revealed some plans for the near future.
Defense Minister Sergei Shoigu delivered a lengthy report at the meeting. According to him, the armed forces continue to carry out common tasks, carry out preparations and conduct military construction. Plans of various kinds for 2022 have been generally fulfilled. At the same time, the army is conducting a special operation to protect Donbass.
At the same time, new threats and challenges are emerging that require an appropriate response. In connection with the change in the military-political situation in the world, the Minister of Defense proposed a number of measures aimed at increasing the defense capability. It is planned to strengthen the defense as a whole and strengthen individual strategic areas.
The need for reforms is primarily related to the strengthening of NATO's military potential near the Russian borders. The organization is building up its forces in Eastern Europe, and also plans to take Finland and Sweden into its membership. All this creates additional threats in the strategic western direction. In addition, it is necessary to ensure the protection of the newly annexed regions.
In this regard, it is proposed to increase the size of the armed forces and change approaches to recruitment. In addition, in accordance with the new circumstances, the organizational structure will change. Such changes will be present at different levels, from operational-tactical to strategic.
Number and staffing
Not so long ago, at the end of August, the president signed a decree on changing the size of the army. In accordance with this document, from January 1, 2023, the total number of armed forces should exceed 2 million people. The number of military personnel is brought to 1,15 million people. - 137 thousand more than now.
Now a new increase in numbers is being proposed. According to the Minister of Defense, 1,5 million military personnel are needed to ensure the guaranteed solution of security tasks. The existing system of conscription and contract service should be maintained. At the same time, the number of contractors must be increased to 695 thousand people. – almost double compared to the current values.
The Ministry of Defense also proposes to adjust the principles of conscription and recruitment. Thus, the age of conscription should increase to 21 years with a limit of 30 years. In this case, the personnel will be able to conclude a contract from the very beginning of the service.
The system of military registration and enlistment offices will continue to be improved. It is planned to complete the transition to digital document management, as well as make other changes. Precise plans for the improvement of these bodies will be drawn up taking into account the experience of the recent partial mobilization. During this event, various problems have arisen, and their causes must be dealt with.
Organizational and staff structure
The most serious changes in the structure of troops are planned at all levels, starting from strategic territorial associations. Thus, the Moscow and Leningrad military districts will be formed. Apparently, they will be separated from the existing Western Military District. At the same time, the territory of the new districts and the composition of the troops have not yet been specified.
New connections will be formed. During this process, a new army corps will appear in Karelia. Two combined-arms divisions will be created in the Kherson and Zaporozhye regions. The airborne troops will be reinforced by two new airborne assault divisions. Five artillery divisions and high-capacity artillery brigades will be formed in all military districts in strategic axes.
New units and formations will also appear in the aerospace forces. It will be three controls aviation divisions, eight bomber regiments and one fighter regiment. Army aviation will be expanded with six new regiments.
A number of existing connections will be reformatted to scale up. So, seven motorized rifle brigades from the Western Military District, Central Military District, Eastern Military District and Northern fleet expanded to full-fledged divisions. Similar transformations will take place in the coastal troops of the Navy, as a result of which five divisions will appear instead of marine brigades.
Measures aimed at strengthening the interaction of the military branches are proposed. To support combined arms and tank VKS armies will contain one mixed air division and an army aviation brigade.
Supply and operation
The Ministry of Defense pays the necessary attention to the development of production and the production of the necessary military products. The necessary supervision over the implementation of the state order is carried out, and new contracts are issued. In addition, the work schedule is being adjusted: the delivery dates for some of the most popular samples have been shifted to the left, to 2023.
Due to timely production, the needs of the troops for new materiel are closed, incl. taking into account the conduct of the Special Operation. In addition, the industry will have to provide weapons and equipment to newly formed or expanded formations.
The Ministry of Defense will continue to recreate its own repair and restoration bodies, which were abandoned during the previous reform. Next year, three new repair plants will be created and military units of a similar purpose will be strengthened. The process of building repair facilities will not stop there.
Directions of development
Thus, the Ministry of Defense is actually planning a new reform of the armed forces and related areas. In the foreseeable future, the announced plans will be implemented in the form of real documents, orders and laws, according to which the necessary military construction will be carried out in the future. Due to such measures, it is planned to both improve individual aspects and strengthen the defense as a whole.
It is easy to see that the new plans pay special attention to quantitative issues. An increase in the total strength of the army is envisaged, with a simultaneous increase in the number of formations. In addition, the existing brigades will increase their performance and turn into divisions.
It is noteworthy that the number of personnel will be increased mainly by doubling the number of contract soldiers and increasing their share in the army. At the same time, interesting solutions are proposed in the field of conscription. At the same time, the duration of military service, despite recent rumors, will not change.
The modernization of the army will continue through rearmament and re-equipment. However, new challenges are expected in this area - the industry will have to meet the needs of newly created or increased connections. In addition, operations continue in Syria and Ukraine, presenting their demands.
Enterprises are generally coping with the current workload and preparing for more complex challenges. Production is modernized and expanded. It can be expected that the work of industry will be simplified to some extent due to the transfer of part of the orders to the restored repair plants of the Ministry of Defense.
Quantity and quality of
The Ministry of Defense continues to develop the armed forces and is again preparing a large set of measures aimed at improving all key indicators. Based on the results of such reinforcement, the army will be able to effectively counter all potential adversaries in all strategic directions, both existing and expected ones.
Such results are planned to be obtained through a simultaneous increase in quantitative and qualitative indicators. The size of the armed forces will grow, the number of formations and units will increase, and they will be equipped with the most modern weapons and equipment. How long it will take to achieve all the goals set has not yet been reported. But the positive results of these measures are already clear.
