"Highest Desire": the United States allowed the banks of Kazakhstan to operate transactions with "Mir" cards

Banks of Kazakhstan have obtained permission to conduct transactions with Mir payment cards from the US financial department. This was reported in the press service of the Agency for Regulation and Development of the Financial Market of Kazakhstan.
The Kazakh regulator received highest permission special letter from the Office of Foreign Assets Control of the US Department of the Treasury. It says that the US authorities will not oppose the use of cards of the Mir payment system by individuals.
We are talking about citizens of the Russian Federation who are on the territory of Kazakhstan. Operations should be aimed at ensuring their daily life. That is, it is assumed that companies will not be able to use this payment system.
But the decision on whether or not to connect to the Mir payment system will be made by the banks of Kazakhstan themselves.
The letter also noted that all transactions with Mir bank cards will be under special control in order to prevent the system from being used to circumvent the economic sanctions imposed against the Russian Federation. Now in Kazakhstan it will be possible to make payments and transfers using Mir cards, withdraw cash from them at ATMs, but, again, under the vigilant control of the hegemon...
Meanwhile, the very situation when a foreign state allows or does not allow banks of a sovereign country to accept bank cards issued in a third country is very indicative. It clearly demonstrates what model of sovereignty for all countries of the world the United States wants to approve, and has already partially approved.
