"Motovilikhinskiye Zavody": save or finish off?
In our country… yes, events are taking place in our country, which, from a legal point of view, raises questions for many today. What is CBO and so on, but in the context of our story, this does not make any sense, because we are talking about production weapons. Which is necessary both in NWO and in conventional warfare, and very necessary, because in war there are never enough weapons.
"Motovilikha". The most legendary weapons enterprise, the year of birth is considered to be 1736, when Vasily Tatishchev built a copper smelter, but the year of the formation of weapons production is 1864, when the steel cannon and iron cannon factories were built, which, having united in 1871, received the Perm cannon factory.
And from that moment it began story Motovilikha factories.
It had a long and glorious past. Every fourth gun of the Great Patriotic War was made in Perm.
Today PJSC "Motovilikhinskiye Zavody" combines metallurgical and machine-building production facilities. Motovilikha - Civil Engineering LLC produces metallurgical products, SKB CJSC produces military equipment, Grady, Hurricanes, Tornadoes, Nona, Tulips, Msta-B, Sani, " Vienna. Naturally, the latest "Tornado-G" and "Tornado-S".
On August 20, 2009, in accordance with the Decree of the Government of the Russian Federation, Motovilikhinskiye Zavody PJSC was included in the list of strategic organizations of the country. In 2011, a large block of shares was acquired by JSC Research and Production Corporation Uralvagonzavod, through which the company passed into the state corporation Rostec.
And then the crisis began. In 2013, Nikolai Bukhvalov, General Director of Motovilikhinskiye Zavody OJSC, turned to the Investigative Committee of the Russian Federation with a request to give a legal assessment of the actions of the former shareholder Marat Zagidullov. According to the applicant, while managing the enterprise from 2002 to 2009, Zagidullov, acting jointly with other persons, inflicted damage on the OJSC of more than 1,268 billion rubles. by issuing loans to a number of legal entities that were not subsequently repaid. A criminal case was initiated, which, however, was terminated "due to the lack of corpus delicti in the actions of the defendants" in November 2014.
That is, the withdrawn billion is not a crime.
It is probably not surprising that at the beginning of August 2017 the enterprise entered bankruptcy proceedings - the court of the Perm Territory introduced a monitoring procedure for the plant and appointed a crisis manager. And of course, preparations began for the sale of "everything superfluous" at the factories.

Sale of Motovilikha
Our acquaintances from RT-Capital are "in business" again, whose main task is to get rid of "toxic assets".
But the war began and it turned out that the army needed guns and MLRS. Strange, but there is no way without artillery in the war.
Guess the process of bankruptcy and sale was stopped? That's right, it wasn't. It is simply impossible not to sell the property of a bankrupt, but we have a rule of law state in which the law prevails ...
But it is clear that stopping the plant, transferring it to another owner, who will surely (if there are those who wish) start personnel changes is not the smartest idea. But nevertheless, PJSC "Motovilikhinskiye Zavody" (hereinafter "MZ"), continue to be considered in "Rostec" as an object of sale. We will talk about the transaction figures a little lower, at first we have figures of a different nature.
What's at the factory today
Today "Motovilikha" is in a fever, and very strongly. A number of industries are trying to work in three shifts, especially those who are engaged in the production of components and the final assembly of products. It turns out not everywhere, there are simply not enough workers and there is really nowhere to take them.
Many things are missing, especially the catastrophic situation with equipment for the production of components for early models of equipment. Here the cursed “optimization” affected God and people, as a result of which the equipment was simply eliminated as unnecessary. Now, when equipment 60-70 years old is entering the NWO zone, there are a lot of problems with it. Where to get the components for the "Hurricane" of the first releases, no one will undertake to say.
There is no equipment, no components, no workers with proper qualifications.
Hence, many employees of the plant, occupying senior positions, predict the failure of the state order in terms of overhaul of equipment that came from the NWO zone, which (especially) came from storage.
The situation with the overhaul of engines is very bad. The point here is the lack of technical documentation from CJSC SKB and the co-executor CJSC Tekhnotrans, which also repairs engines, and the lack of experience, but the main thing is that the equipment comes from the storage bases of the Ministry of Defense in a simply deplorable state. And this is also a very big problem that cannot be solved at the snap of a finger.
Billions at stake
Not everyone in our state has changed their conscience for a machine for counting money, there are people who are well aware that the army needs equipment, guns and mortars. We need working factories, both for production and for repair.
There has been information that the state intends to allocate 14 billion rubles for the renovation of Motovilikha Plants.
This is a very significant amount, which can really solve many problems at factories. The whole question is where this money will go, because there are options, and not all of them look optimistic, given that the company is in bankruptcy proceedings.
Option 1. The money will go to the parent company. A very sad option, since in this case, almost all of them will go to settlements with creditors.
Option 2. The money will be at the disposal of the "daughters" of "MZ", which are now engaged in production and repair activities. CJSC "SKB" and LLC "MGM" could very well improve their situation and solve many production problems.
Option 3. The money will be at the disposal of the new owner, who will acquire the plants.
Let's look at the situations in more detail.
The first option should be considered through the prism of who is the owner of MZ in general and who is the creditor. The main shareholder is Rostec, he owns half of the shares of MZ.
The main creditor of the plant? Well, everyone will guess, of course, he is. Rostec. More precisely, the aforementioned daughters, the main of which, RT-Capital, is just engaged in funeral activities among military factories. Or former military factories.
The total amount of debts of "MZ" is 17,4 billion rubles, "Rostec" plants owe 10,5 billion, the rest is "little things" - to suppliers of components, taxes. Nearly seven billion more.
All the property of "MZ" is estimated at 9,4 billion rubles. The figure is decent, but do not forget that the factory is getting cheaper while working. Depreciation of the equipment goes on every day of its operation, and it's just great that the creditors did not demand a stoppage of work in order to maintain the balance sheet value of the enterprises. And then they could, we have a market ...
Here, in general, a very peculiar question arises: why is it for Rostec?
I'm not talking about bankruptcy and sale, because here it is clearly and clearly visible that with a debt of 10,5 billion rubles, RT-Capital will under no circumstances sell the plant even for 9 billion. And even if he sells, he will have nothing (almost) on this, because even if you sell the enterprise, you must first pay off current debts, which, as I was told, are almost three billion. And do not forget about other creditors, they also want to repay their debts.
Usually, the money received in the process of selling the assets of a bankrupt enterprise is divided among creditors proportionally. If so, Rostec is unlikely to receive more than 3-3,5 billion rubles.
And now it’s completely incomprehensible: they want to sell a plant that works (moreover, on the state defense order), worth 9 billion, it’s not clear to whom, in order to get three billion. And this despite the fact that the debt to Rostec is three times more, 10,5 billion.
The philistine brain somehow refuses to understand why more than 12 billion rubles will be thrown to the wind, and the prospect of dividing 5-6 billion into 17 creditors does not look reasonable either. Everyone will be at a loss.
I understand if we were talking about a factory that produced medical masks. Until the next pandemic, there will be no such massive interest in them. It is possible to close, re-profile, reduce production volumes in order to save jobs.
But in our case, the opposite is true: the plant is suffocating from the need to work more productively, people are needed, equipment is needed. I need products, and who will object to me that they are needed, like air?
But no, our behind-the-scenes games with bankruptcy continue. And this despite the fact that it is possible and necessary to bankrupt enterprises that produce something disgusting in quality and content, not in demand in a normal way. Like boots from Doninvest.
Our products are in demand, but no one is going to stop the bankruptcy procedure. Indeed, to whom is war ... After all, what is bankruptcy? This is a shutdown of the enterprise, the sale of property, the payment of wage arrears to staff, the payment of some part of accounts payable. You know, twice in my life I got into this with medical factories. Sale of premises and land to a new owner. So instead of a plant for the production of droppers, warehouses appeared, for example.
But here, let me remind you, the enterprise is on the list of strategic ones. Since 2009. And no one took him out.
Nevertheless, the process is underway, although there are forces. Who are trying to slow him down.
And in such a situation, the 14 billion that will be given by the state to support the Motovilikha Plants can simply be taken away by creditors, as I understand it. And here everything will suit everyone, because there is clearly enough money for everyone.
But what about the state order for equipment?
No way. As the plant worked, it will continue to work, on a half-life. Considering that it is managed by a certain Bersenev Andrey Alexandrovich, the bankruptcy trustee.
I have nothing against Andrei Anatolyevich, perhaps he is just a brilliant manager, but such a fact from his biography makes me think about the bad: Bersenev simultaneously manages several more enterprises, among which, in addition to PJSC Motovilikhinskiye Zavody (since 2022), there is also OAO "Bogorodsk Mechanical Plant" near Nizhny Novgorod and ... 172nd CARZ in Voronezh! Yes, yes, the same plant from the “List of Twelve”, which seems to have been defended so far.
A manager who is able to manage three (actually more, but the data is closed) plants located on an arc of one and a half thousand kilometers is probably an outstanding person. In general, such people should be used otherwise than to sell the property of bankrupts.
As I understood from my conversations with the factory workers, Rostec is not interested in the factory at all, as such. "Toxic asset". And we will not say anything here about the need for "MZ" for the army, "Rostec" - Rostec, and the army - the Ministry of Defense. Different departments, anyway. And if not everything is perfect in our army, then what can we say about those for whom profit is more important than patriotism and all other absurdities.
The situation is strange: the plant is included by the state/authority in the list of strategic enterprises. It was introduced by the President by his decree. The plant is half owned by the state corporation. In general, it would be better if the controlling stake in general belonged to the state.
But then there is cognitive dissonance. The state corporation is doing its best to get rid of the working plant and sell it under the hammer to at least someone, at least for a little.
I will not specifically (for now) focus your attention on how and by whom the MZ bankruptcy procedure was started, there is still a detective there, it is necessary to clarify certain points, but the story is worthy of a separate story, by the way. How a plant that cost about 2018 billion in 10 began to go bankrupt due to a debt of ... 30 million! Rubles! Not dollars!
Nothing personal, but it's true. And at the same time - the cruel Russian reality. Business and market.
But if (well, all of a sudden) we lived in a great country, whose authorities care about the prosperity of the country and the power of the army, an army equipped with equipment that is not removed from storage warehouses aged 60 years and older, but the latest, this one, which does not have ...
Do I have the right to dream?
And if there were people in the leadership of the same Rostec who were deeply and sincerely concerned for Russian security, they would begin to act completely differently.
As the factory workers told me, Motovilikha Plants has a group of private founders. It is very difficult to say how important they are to the plant, but here, I think, it would be worth considering buying out part (and what part, everything must be taken away) from private owners in favor of the state.
And a completely different picture emerges: PJSC Motovilikha Plants begins to belong to the state, moreover, the stake figure can range from 80 to 100%. Full control not even over the enterprise - over a whole complex of enterprises, moreover, working for the defense industry! Well, what could be better?
14 billion rubles will not go somewhere far away and dissolve in it, but will really serve the cause of renovation of the plant that works for the army.
Today, when the factories are actually managed (or pretend to be managed) by one person, the bankruptcy trustee Bersenev, who simultaneously bankrupts the enterprises in Voronezh and Nizhny Novgorod. How he does it? No way, that's understandable. He does not know how to do this at all and was sent to the plant with a completely different mission - to take everything into account and sell it.
Yes, there are executive directors in the subsidiaries, SKB CJSC and MGM LLC, who are working on the state defense order, but these directors ... have been appointed bankruptcy trustees!
If this is not insanity, then I don’t know what to call it at all. There are no more words. Crisis managers (God, auctioneers-disposers) run defense enterprises. Well, in what other country can you see it?
And other tools to influence the situation, alas, are absent. On legal grounds, by the way. And don’t think that I’m “rolling a barrel” against Mr. Bersenev, no. Most likely, the Perm Arbitration Court appointed him by his decision, so in terms of legality, everything is definitely in full openwork there.
But the bankruptcy manager is good at the plant, which has worked out its own. The plant that works on the state defense order and the bankruptcy trustee are as compatible as water and oil. A completely different staff should work at the plant, from the director / board of directors to the shareholders' meeting, which is simply obliged to control the managers normally.
Today, Motovilikha is still (according to the reports) coping with the increased volume of work, but what will happen next is a question for three question marks.
Factories need to be saved. The controlling stake in the maximum amount should be with the state. Tax and credit amnesties are mandatory. In general, it looks stupider, a plant owned by the state has debts to the state and therefore the state squanders it and sells it cheaply.
No, that's not how it's supposed to be. It's just that the managers of Rostec clearly do not understand the depth of the situation and therefore work, not as they should, but as they can. Like Sharikov in “Heart of a Dog”: “What is there to think about! Take away and share!
There is an exit
Buying shares of factories by the state. Settlement agreements with creditors, exit from bankruptcy proceedings. No problem, the state plant basically owes the state, who sees the problem? An agreement with other creditors on a deferral (where will they go if the state / Rostec has a controlling stake?). And only then the introduction of 14 billion renovation money. Improving the material base of factories and work, work.
By the way, it’s quite a normal plan that will actually bring equipment to the army, and profit to the founders. But for this it is necessary to stop playing economic games with bankruptcies and sales and save Motovilikha from “effective management”.
Strategically important enterprises should be under the full control of the state. This, by the way, is the case with almost all of our opponents. And that's okay. And we have to be like this and nothing else.
