Putin's decree published on changing the conditions of deferment for students with partial mobilization
In connection with the situation in the zone of the special military operation, Russians liable for military service are called up for service in the Armed Forces, but, according to the presidential decree of September 24 "On granting a deferment from conscription for military service for mobilization", some categories of citizens undergoing training were granted a deferral. Now, on October 5, Putin's decree has been published on changes to the conditions for deferment for students with partial mobilization.

It states that full-time, part-time, and evening students are eligible for a deferment if they are receiving this form of education for the first time. This opportunity can also be used by students studying in higher and secondary vocational education programs that have received state accreditation. This also applies to those who are graduate students or residents. Another decree applies to those who are doing postgraduate studies in the preparation of scientific and scientific-pedagogical personnel.
The deferral will also be granted to students on the territory of innovation centers and in educational institutions of a spiritual orientation that train ministers and staff for religious structures.
The decree is valid from the moment of publication. It concerns all legal relations at the time of September 21, when partial mobilization was announced in the country.
