I got a job in the fire department when I was almost 29 years old. Before that, after serving in the army, I had to work in a lot of places, and there was a certain life experience. There was also a higher education (correspondence) with a degree in mechanical engineering. I got a job by chance, because it was tight with work in the city, and here, although it was a small salary, the schedule in three days allowed a lot. Job Title: Fireman. After several years of service - the head of the guard. But not about that. About the system, the view of a pensioner, a veteran of the fire department.
At the time of my employment in the fire department, this service was transferred from one power ministry to another micro-ministry (Ministry of Emergency Situations), which for many years was headed by the “most popular minister” and which immediately became very solid. Example for our region. Before we were transferred to the Ministry of Emergency Situations, there were about 300 people in it, about 8 of us were added. But, who do you think began to command this structure? No, not out of 000, but out of 8.
In addition, since the structure is equated to a power structure and wears epaulettes (most), former military men poured into it en masse. Why they were out of work in the army is an interesting question, but in our country they, in the vast majority of senior officers, began to command. Command, without understanding anything in the matter of extinguishing fires, and this is the main and incomparably difficult, hard and dangerous work of all types of work in the Ministry of Emergency Situations. Well, large-scale changes began in everything.
By that time, the electronic circulation of documents already existed, and before retiring, I rummaged through the general database of the main department (there was access to it from any computer connected to the electronic, there was no secrecy). What immediately caught my eye was the fact that our document flow increased many times over when we moved to the new ministry, many different competitions appeared, so many that it’s hard to believe. The question immediately arose - when should people work in the ministry, since they hold so many competitions? A lot of departments and even departments appeared.
When fuel problems started a few years later, I asked the senior driver how it was before? He answered me that there were no limits on fuel at all, they spent on the fact, the main thing is to report what they spent on. And the limits ... I won’t tell anyone, they are surprised what limits the fire department can have, where fires are not ordered! But we had, have and will have them, and every year they were cut!
Say, insanity, it can not be, and even in the largest oil-producing country. It got to the point that in one of the summer seasons (even a year or two before the “great drought”) we drained from all the equipment, since at that time everything was gasoline, but there were: 4 tankers (2 in the calculation, 2 in reserve) , a ladder and a water carrier, that is, 6 units, gasoline for a single tank, so that at least it could go to a possible fire.
In one of the guards, the guys chipped in for gasoline for their shift (after the shift, however, they poured it for their next shift so that others would not use up their gasoline, of course, if there was something left to drain). In the future, it was a little better, but ... a little.
Approximately 10 years after the described incident, over the summer, our boss borrowed fuel for almost 4 of his full salaries! True, at the end of the year the money was returned. But his predecessor, who paid several tens of thousands for the launch of the boiler house (we have heating from our boiler house), was never returned, they said - at the end of the year. At the end of the year, he called the department, but it turns out that they did not plan such expenses, maybe next year. But the following year, a good boss quit.
And the requirement to improve performance from year to year? They joked that in a few years we would put out the fires without leaving the unit. The statistics were shamelessly adjusted, both in the number of fires and in the prompt response. The adoption of new laws, orders, and other things like that, not only sometimes did not fit at all with those that continued to operate, but some were accepted for no clear reason.
Probably, when developing any normative document, one should first of all be guided by whether the required is feasible in principle? For example, one of the main documents regulating fire safety in the country requires our city to have several times more operational equipment than we have, of course, provided with personnel, buildings, and everything necessary. Yes, they did… 14 years ago, for whom? And nothing has changed.
Or the law on voluntary fire protection. To become a volunteer, you need to collect a bunch of documents for each person in the form of a person’s passport data, various consents, certificates, contracts, create a register, control and accounting records for each subdivision of the DPO (voluntary fire brigade) and much more. They issued a distribution order - 400 people, according to regulatory documents, they delimited the area so that the time of arrival of the first unit did not exceed the standard, and they hammered until these 400 people and the required number of units of the DPO were born.
How were they hammered? It's simple, if it's not done as the management needs, then the conclusion is that the leader is in the wrong place, since he cannot organize the work. And until now, there are many divisions of the DPO only on paper, they do not go to fires, that is, they go out ... on paper, but they actually went, the feds go and will go, that is, we.

When they gave us a hand-made GASI (hydraulic rescue tool), with raw (not hardened) cutting edges, inefficient in work, for the price of a new car, and at that time we had our own accounting department, and it was not possible to find out the purchase prices work, I was indignant, what a price for this ... To which the deputy chief answered me that I had not yet seen a measuring bucket for 700.
Of course, I was very interested in this bucket, which I immediately notified the authorities. Yes, an ordinary bucket with liter marks, which costs 30 rubles on the market. They issued a thermal imager, began to learn how to work with it, helped in certain cases not bad, two years of warranty, about the price ... Well, you know, our brand, the insides are from one actively developing country, in which you can buy several of these for this money. A few months later, he was out of order. Reported to the ministry, where the answer came from, to organize repairs at the enterprises of the city! The device is under warranty, and even at its own expense repair.
To my indignation, the boss showed me this paper. True, when our unit was attached to the detachment, the repair was organized, but the chief, you see, was so brainwashed that this device was permanently stuck in his office so that it would not be broken again. Portable radio stations, group lights - batteries, light bulbs - eternal?! Well, you understand.
Of course, they restored almost everything with their own money. For example, knowing how to cook, I digested a tank truck (for six months they restored the whole guard), a boiler in a boiler room, occasionally a heating system, and much more. They chipped in from the premium and replaced all the pipes of the heating system with polypropylene ones, bought an air conditioner, a TV, a satellite dish, computers, a scanner, printers and much more. Everything was enthusiastic, everyone tried, only for this reason the life in the unit was organized at a high level.
The guys bought uniforms, shoes, individual lights for helmets, combat jackets (BOP - firefighter combat clothing), which are supposed to be changed every two years, but you can carry them for 6 or more years, and after all, when they are used in the city, they begin to leak in less than year.
I had a rule: during the day (if there are no trips) I work with people (subordinates, my guard), at night - papers. But in recent years, the night has become not enough, which means that a choice has arisen: either not devote the necessary time to classes with people during the day, or carry it home if the deadlines allow.
I recalled Andrey Shlyakhov's story "Dr. Danilov in the morgue", where, when changing duty, you need to fill out 19 magazines. It is very important for us too.
Many leaders have appeared who live by the principle: "I am the boss, you are a fool." I remember the case when one of the leaders of the main department, after the death of a man in a fire in one of the districts, drove out all the personnel to the door-to-door tour of the entire residential sector with a photo of each house and the fireman who conducted the round.

Yes, this can only be the case when the leadership ceases to "live on earth", and it is absolutely not interested in the real situation. For them, the main thing is to show the work, but whether it was or not is not important.
Why is this bureaucracy, this horrendous reporting and window dressing so bred?
I asked this question for many years and I was sure that without multiple simplification of the existing reporting, the priority of common sense, and not the requirements written by someone, nothing can be changed in a positive direction, but another thought came up. Isn't all this rot deliberately inflated on an unimaginable scale? But how convenient, any statesman can find a lot of imperfections. They sent me, who knows the service, to any part with a check, even the most exemplary one, I will find a lot of comments.
What does it mean? Yes, the fact that any person disloyal to the leadership can be legally fired. First of all, this concerns managers, and the higher the level, the more precarious their position. And this vertical goes to the very top, where the priority is not professionalism, but personal devotion, and the people can have noodles ...
Lots of examples. These are furniture makers, you know where, and economists in other areas. And these people are building a vertical down in their own image. When the choice is between professionalism, adherence to principles, love for the Motherland and loyalty to the leadership, loyalty to the leadership is chosen.
It would be possible to continue to live the same way for many more years, loudly extolling "successes", if not for the test for the country, which showed who is who. Who is a hero, and who is worse than an enemy, has done and is doing harm to the country and the great people. The question is why? By personal stupidity, arrogance and swagger?
