According to the FSB, the members of the cell "purposefully" spread their ideology among the inhabitants of the peninsula and recruited young people, mostly of the Muslim faith, into their ranks. The main recruitment was carried out among the Crimean Tatars.

As a result of coordinated actions by the FSB of Russia in the cities of Dzhankoy, Yalta, a conspiratorial cell of a terrorist organization, consisting of six citizens of Russia, was neutralized
