A bill was passed to the State Duma prohibiting draft payers from serving in the army to hold posts in the civil serviceThe government of the Russian Federation submitted to the State Duma a bill providing for measures to increase the prestige and appeal of military service by conscription. Information about this is available in the electronic database of the lower house of parliament. In addition, as reported by ITAR-TASS today in the relevant Duma defense committee, "in accordance with the document, draft dodgers will not be able to hold positions in the civil service."
