A series of important statements made by the Minister of Defense Anatoly Serdyukov
Problems were from the very beginning
On Friday, Russian Defense Minister Anatoly Serdyukov said that the implementation of the next stage of Bulava tests on Borey nuclear submarines was hampered by problems in the software of the launch control system, Interfax reports.
According to the minister, the problems in the software do not yet allow to name the exact date of the next launch.
“There are technical problems with the software, the automatic control system is being debugged. We hope that by the end of the year we will be able to launch the Bulava intercontinental ballistic missile from the Alexander Nevsky nuclear submarine, ”said Serdyukov.
In addition, he stated that the USC could not yet hand over the first submarine nuclear cruiser of the 955 “Borey” project “Yury Dolgoruky” to the Russian military department. The date of transfer of this ship to the Russian Navy has been repeatedly postponed. “When they (USC) eliminate all the shortcomings, I can’t say until they succeed,” the defense minister said.
Earlier it was reported that the Bulava missile system and its staff carrier, the Yuri Dolgoruky submarine missile carrier, will be put into service with the Russian Navy after two test rocket launches that will take place in October.
“State running tests of“ Yuri Dolgoruky ”will be completed by the end of October. Until that time, we plan to hold at least two test launches of the Bulava: one at the beginning, the other at the extreme days of the month, ”the Interfax source in the defense industry said.
According to him, the possibility of launching a Bulava from Yury Dolgoruky and Alexander Nevsky is being studied.
Captain of the first rank of the reserve, submariner Mikhail Volzhensky noted that the problem, which the Minister of Defense stated, made itself felt even during the first launches. “By and large, any software problem depends on the number of programmers who participate in its resolution, and consequently, on the money that is allocated. It is much easier than building a new product, so the ministry will correct the existing problem, ”said Volzhensky’s VIEW to the newspaper.
“To declare that with the Bulava we have completed all the work, it makes no sense, because there is a complex of issues related to the management system, which has not yet been resolved. Most importantly, the "Bulava" flies. And how quickly and well it will be managed is a software issue, ”said the submariner.
Submarines of the 955 project of the Borey class of the 4 generation are designed in the St. Petersburg Central Design Bureau of the Rubin marine technology. Each submarine can carry X-NUMX P-16 “Bulava” missiles with a range of more than 30 thousand km, equipped with multiple heads of individual guidance.
In May of this year, the Ministry of Defense and defense enterprises signed three contracts for upgraded strategic submarine missile carriers of the new Borey-class 955A project with enhanced nuclear missile weapons - each of five such submarines will carry the Bulava 20. Thus, within the framework of the state armament program up to 2020, eight strategic-purpose submarine-launched missile cruisers will be built and transferred to the Navy - three 955 projects (Borey cipher) with the fourth-generation Bulava 16 and five 955А projects (Borey-A cipher ) with the 20 MBA "Mace" of the fifth generation.
Three thousand "Rysya"
The head of the military department also announced the conclusion of an agreement with OJSC Motovilikhinskiye Zavody about the supply of multiple launch rocket systems (MLRS) Tornado-G to the 36 troops. “We have already concluded the contract for the party from 36 MLRS Tornado-G this year, we are not planning anymore,” said Anatoly Serdyukov.
Speaking about the needs of the Russian Land Forces in armored vehicles "Lynx", he noted that the army needs more than three thousand such vehicles. “The need is not even in the three thousand“ Lynx ”armored vehicles, but more, because for us the priority is the safety of the personnel. Armored vehicles are a very important area for us, and in the next three years we must localize the production of “Ryysya” to 70 percent, and this is far from a screwdriver assembly, ”the Defense Minister said.
Bombers in Kyrgyzstan
According to Serdyukov, the airfield of the Russian military base in Kyrgyzstan will be able to receive strategic bombers in six months. “Technically, we will complete the reconstruction of the runway of the Kant airdrome in six months. That is, in theory, in half a year the airfield will be able to take our strategic Aviation, but any real landing of such equipment is a kind of application that needs to be carefully weighed, ”the head of the military department said.
He noted that organizational-staff measures related to the creation of a joint base in Kyrgyzstan are already underway and will be completed in the near future. “A unified command and control system will be created, and a senior military commander will be appointed. This is spelled out in the agreement, ”the Minister noted.
Russian underwater test base located in Kyrgyzstan weapons in Karakol, the military communications center in Kara-Balta, the radio seismic laboratory in Maily-Suu, and the CSTO air base in Kant. Russia intends to unite these four objects into one base under the general command.
Commenting on the agreement on the timing of the deployment of the joint Russian military base in Kyrgyzstan, which was concluded the day before in Bishkek, Anatoly Serdyukov clarified that prior to the signing of this document there were many issues related to investments. “We need to build a hospital, for example. For the sake of what, in four years to get out of there? ”He explained.
According to the minister, Russia needed to clearly understand the length of stay in this country, “in order to fully develop, build, modernize the base, and deliver the equipment.” “We are, in fact,“ sitting ”on armament, which we rent from them, and it does not suit us either by technical condition, or by age, or by characteristics. Naturally, we would like to replace it, but spend a lot of money on delivery and then take it all back in three years? ”Serdyukov noted.
He recalled that the military and military-political leadership of Kyrgyzstan has repeatedly stated its interest in finding a Russian military base on the territory of this country.
“Literally over the past three months, this issue has received quite a good development. We all signed, and I, frankly, very pleased, ”summed up the head of the Russian Ministry of Defense.
Supply remains military
The Russian Federal Agency for the supply of weapons, military, special equipment and material resources (Rosoboronpostavka), which is entrusted with the functions of a state customer in the framework of the state defense order, will remain subordinate to the Russian Defense Ministry, said Defense Minister Anatoly Serdyukov.
Russian President Vladimir Putin 7 May ordered the preparation of proposals for the withdrawal from subordination of the Russian Defense Ministry federal agencies responsible for placing the state defense order and control of its execution - Rosoboronzakaz and Rosoboronpostavki. Rosoboronzakaz was transferred from the Ministry of Defense to the 21 government in May by a decree on the structure of the government.
“Rosoboronpostavka will not be transferred anywhere, it will remain under the jurisdiction of the Ministry of Defense. This is, in fact, an analogue of our state order department, which holds all the auctions, ”the minister said.
According to him, more than 80% of orders that pass through Rosoboronpostavka are directly related to the Ministry of Defense. “It would be strange if the Ministry of Defense took the functions of the state customer of defense products. Take any army of the world, there is no such anywhere, ”Serdyukov added.
At the same time, he clarified that the Department of State Order of the Ministry of Defense, which had previously performed functions similar to Rosoboronpostavka, will not be disbanded. “It will simply be reformed and will purchase products outside the framework of the defense order,” noted Serdyukov.
