The case of the generals: corruption in the Ministry of Defense

According to the precepts of Serdyukov

The most high-profile corruption scandals began when Minister Anatoly Serdyukov was still in office, who, according to law enforcement services, was not himself involved in illegal actions.

Time very peculiarly disposed of the fate of those involved.

Found guilty of stealing 6 billion rubles, Evgenia Vasilyeva is now an honorary academician of the Russian Academy of Arts, and her former boss Serdyukov is the industrial director of Rostec.

It is likely that such a loyal attitude towards embezzlers inspires dishonest military leaders.

But times seem to be changing.

Stories With the detention of generals suspected of corruption, they appear more and more often. At the same time, the case concerns not just the theft of budgetary funds, but the adoption of complexes that do not meet the specified parameters.

From the latter - the arrest of the chief of the radio engineering troops of the Aerospace Forces of the Russian Federation, Major General Andrei Koban, suspected of receiving a bribe. The article is difficult - taking a bribe on an especially large scale.

According to the investigation, Koban received 5 million rubles from the general director of the Nizhny Novgorod Research Institute of Radio Engineering - JSC FNPTs NNIIRT, which is part of the Almaz-Antey Air Defense Concern.

Why would the head of a defense institute bribe a general?

For example, in the case when a person in uniform extorts her. According to investigators, Koban demanded money from Grigory Yegorochkin, General Director of NNIIRT, for disrupting work on the Flickering project. The chief of the radio-technical troops promised to put in a good word in the highest echelons of power and extend the terms of work.

The general director could also give a bribe in order to quickly pass military acceptance in a special loyal mode and put equipment in the army. It is not for you to build a road to the dacha of relatives, as in the days of Serdyukov, here strategic security issues are involved.

The fact is that NNIIRT produces at least ten types of radar, one of which is the 59N6-E "Opponent-GE" radar. The technique has recently begun to appear in the troops and, according to the assurances of the developers, is capable of tracking hypersonic weapon.

However, according to the publication Life, during the exercises, the novelty did not fully confirm its characteristics. The story was not openly advertised, but in November last year, the general director of NNIIRT, Grigory Yegorochkin, was fired "not of his own free will."

Obviously, a couple worked according to a similar scheme, consisting of reserve lieutenant colonel Anatoly Zalivin, head of military acceptance in the Novosibirsk region, and Amir Alyamov, managing director of the local Institute of Electronic Devices JSC NIIEP.

As established by the Investigative Committee, since 2013, the director has overestimated the cost of defense products for at least 4 years, and Zalivin, realizing this, signed the documents.

As a result, the state recovered almost 60 million rubles from accomplices and sentenced in January 2022 the already former lieutenant colonel to 5 years of strict regime, and Alyamov to 6 years of the same severity. By the way, the director of NIIEP was once awarded the Order of Merit for the Fatherland.

Where it is thin, there it is torn

A special structure has been created in the Ministry of Defense to deal with the placement of state orders, as well as control and accounting for its implementation.

It is called DOGOZ or the Department for the provision of the state defense order. If you believe the website of the Ministry of Defense, money passes through this department for "development, supply, maintenance, modernization, repair according to the fixed range of weapons, military, special equipment and materiel."

Under the conditions of the implementation of the military budget, for obvious reasons, there can be no talk of any publicity of expenditures, and therefore the temptation to warm one's hands is very great.

Here is the leading adviser to DOGOZ, Alexander Lopatin, according to the main military investigative department, received a bribe in the amount of 2,2 million rubles.

Simultaneously with this case - in December last year - criminal proceedings were initiated against the person of the director of the UAC department, Sergei Komasko.

Military investigators have completed the criminal case against Alexander Khan, the former head of the Directorate of the Customer for Capital Construction of the Ministry of Defense of the Russian Federation, who was sentenced to 8 years in prison in Khabarovsk at the end of last year. The military official received at least 2,2 million rubles from the contractor for poor-quality work, this was taken into account in court and a fine of 4,4 million rubles was added to the term.

In the Western Military District, Yuri Domolazov, the former head of the Regional Directorate of the customer for the capital construction of the district, was sentenced to 3,5 years. In addition to the term, the former official received a fine of 58,5 million rubles as compensation for the damage caused.

The fraud was as follows - during the reconstruction of the St. Petersburg Rocket and Artillery Cadet Corps, he signed documents on the acceptance of work for 186 million rubles, while they cost no more than 35 million.

The scale is certainly impressive.

And again military acceptance, and again scammers from the Ministry of Defense.

If you look at the statistics of the last five or six years, then there will be an increase in corruption cases against military officials.

On the one hand, this is a sad trend, indicating that a lot of superfluous people have settled in the higher echelons of the ministry.

On the other hand, the growth in the number of detainees is a clear sign of the high efficiency of the work of the main military investigation department, the FSB and the military prosecutor's office.

Most importantly, investigators now have real mechanisms for tracking financial flows from the customer to the contractor.

Military expert Dmitry Drozdenko, in an interview with Vzglyad, commented on the work of the DOGOZ mentioned above:

“In fact, a special transparent, controlled financial system has been created to fulfill the state defense order - with its own banks, schemes, special accounts, and so on. Its creation took many years."

Detentions, arrests and convictions are unlikely to run out in the near future - the state continues to spend billions of rubles on defense, and this cannot but affect the appetites of corrupt officials.

At the same time, it cannot be said that bribery in the army is an exclusively Russian story.

In all countries, spending on defense is one of the most corrupt articles.

First of all, this is due to the closeness of the institute itself, where few people are admitted at all.

In addition, monopolists often participate in tenders, capable of multiplying the cost of services and products.

Theft is especially acute in various theaters of military operations - according to the principle "war will write off everything."

The most belligerent power in the world is the United States, and the amounts that have seeped into the sand in the last military operation in Afghanistan are simply amazing.

In 2019, the Americans let auditors into military spending, who accumulated several billion in unearmarked spending, and hundreds of millions were simply plundered. Of course, with the most direct participation of military acceptance officials, more precisely, the Pentagon's logistics department.

The concept of an external audit of defense spending (at least part of it) would be a very useful precedent for the Russian military department as well. Publication of the results of such inspections would allow, firstly, law enforcement officers to work more efficiently, and secondly, it would put pressure on dishonest people.

In the end, when the number of responsible persons with whom you have to share in case of emergency increases many times over, then the desire to take / give a bribe will decrease. At least that's the case in theory, but in practice it's worth a try and see.

          Hello Vladimir!
Write off something write off ... But how?

In Afghanistan, less than a year after the introduction of OKSV, the act of write-off was endorsed by a special officer. Those wishing to write off anything-or-gotcha sharply diminished.
But during the withdrawal (and this, in fact, is already a different era), individual military leaders made up for lost time, and not only on decommissioning ...

You look at the photo ... How much anger and hatred in the eyes of this "stuffed animal"! If he is acquitted, he will pulverize everyone who, at least, looked badly in his direction ... What care is there for the country, for its defense capability ?! Does he care about the common cause? And I also don’t like clowns with embroidered stars, also of huge size ... There are especially many such monkeys among the colonels ...
Our course was attended by the grandson of an ordinary colonel in Moscow, who headed the central logistics department of the Air Force schools! It is not difficult to guess how this miracle passed the exams and passed the selection with zero preparation of an inveterate loser at school. They quietly gave him triples, quietly without prying eyes and witnesses ... Even the head of the school did not dare to expel him. It’s better to endure, but to have an advanced technical support base ... But we cadets expelled him from the Komsomol and he automatically flew out of the school ... I remember how the head of the faculty asked not to be expelled from the Komsomol, but he himself smiled with his eyes and spoke to himself, well done....

So what?! Under capitalism, there is a complete interpenetration of the criminal world and bureaucracy. Nothing surprising. And about the "creative" environment, as about the dead.

There are other options. For example, they clear "warm places" for their own. Or an order from competitors for the development of budgetary funds. Or they didn’t share it with anyone and the punishment came to them so that it would be disrespectful to others. Lots of options.

Capitalism is different in some capitalist countries; tax evasion is a terrible crime with huge fines and terms in other "national" sports. In general, of course, in Russia, for some reason, punishments for financial crimes are too lenient, even here in the article terms of five and six years appear.

It seems that with Koban (commander of the RTV air defense of the Russian Aerospace Forces), this is exactly the case - he spoke with former colleagues. A few months before the arrest, they told the mind "write a report yourself and leave," he replied, "I have a couple of years left, let me at least serve up to retirement" ...
None of the colleagues (at the former place of service) believe in the accusation, they called each other on the phone. My friend served with him and was friends for a long time, from the majors, and I believe the opinion of a friend.
Those who were called bribe-givers failed to meet the deadlines for the entrusted development, and they were awaited by a court and a fine. Big fine. They write that Koban promised to help extend the development period ... maybe so ... or maybe a trap to free up space. But in the opinion of people who knew him, he was rooting for RTV and would not have let hack into service.
But this opinion is based on the words of his long-time colleague and friend, who has long been retired.

Everything begins with them. Workers receive a salary for their work and performance of their functional duties. You begin to accustom them to additional encouragement they have not earned. Oh is it? The notorious Vasilyeva managed a slight fright for the simple reason that she was some kind of relative of a certain D.A. Medvedev, who is a corefan locum tenens himself knows whom. She did not sit down for a long time neither then, nor would she sit down now. And those who are imprisoned - with a probability of 99,99%, simply did not share with anyone. And there is no need to produce entities beyond what is necessary, as old Occam used to say.
By the way. A situation similar to military orders is now unfolding with vaccines. A person who looks like an imitator (I won’t say what, otherwise they will be banned) with the speaking surname Gunzburg, he is also the main talking head of Sputnik (V, Light and nasal-powder - hello to the guarantor) openly admits in an interview with the main political publication Rossiyskaya Gazeta, that the developers of vaccines have become rich during the time of voluntary-compulsory vaccination. And then he calls for further vaccination and revaccination. More and more. Again and again. "To whom is war, and to whom is mother dear." As long as the state continues to cultivate conditions for the theft of public money on an industrial scale, it, this very theft, will flourish. Isolated cases of imprisonment "for a bribe" do not change anything in the overall picture - the rest of the generals and "generals" as they grew rich at a fabulous pace, will continue to grow rich. Unless, of course, they will not forget to share with whom it is necessary.

And how is the military commissar financed in general? I read that funding does not go directly and through the placement of funds on the accounts of certain funds. And according to the law, the fund can only spend up to 40% of the fund's funds on itself. Theft of funds may thus not be theft if certain persons become either members of these funds or "consultants". A completely legal enrichment scheme, and then we wonder why a small corvette built by us is equal in price to a large destroyer built, for example, in China.

A little different - a civil servant can use the subsidy for the purchase of housing 1 time if he has legally there is no and never was their own housing. Very little money is allocated for this, the amounts are lower than market ones. According to my regional department, for example, 9 subsidies were issued over 7 years.

Theft in the army was always and everywhere, not that it didn’t interfere with the fight, but they managed somehow. Much more frightening are reports that almost all military personnel in many units are extorted by local crime, being unable to protect either themselves or their families. This is what happens? Here such a unit is involved in hostilities, representatives of the enemy come to command and put an ultimatum: if military equipment is not handed over to them, then everyone will be buried, and "Cossacks" will be sent to the point of permanent deployment to deal with their families. And, it turns out, the commanders will obediently write off the allegedly destroyed armored vehicles, let the adversary through their battle formations, and I will sit and tremble, as they did in their garrison, humiliated and robbed by "brothers". It doesn't matter here whether they steal or not, the question is - does Russia even have an army? Or one gallant general Shoigu - a specialist in the construction of temples and amusement parks?

The fact is that then for theft in the highest echelons of power, these figures were put up against the wall. Or they went to fell the forest far and for a long time. And now, sitting under house arrest, they arrange exhibitions of paintings and shoot music videos. And others generally avoid responsibility, they are awarded and transferred to another position.

So then, in general, they put everyone against the wall - take a list of the Politburo of the 20s and 30s, the highest command staff, civil heroes, Stalin's people's commissars - most of them were either shot or imprisoned. It is strange that it never occurred to anyone that only a clear enemy of the people could recruit such personnel, which means that it is necessary to shoot first of all the one who appointed them to positions. By the way, those who imprisoned and shot were then also shot.

If this is so, then who then fought and commanded in the Great Patriotic War, who evacuated factories and set up production in Siberia, who restored the country after the war? Probably some kind of aliens from outer space helped. Or, as it is fashionable to say, the people themselves decided everything. On the echo of Moscow, a woman said that every day they shot 500 billion.

Corruption in the Armed Forces is a very poor indicator of the real combat readiness of the army and navy. It is clear that the commanders of regiments and ships, and indeed many officers in units and on ships, know much more about this than TV news reports about facts of corruption to the public. In this case, where does the confidence of the regiment commander or the commander of the ship come from that the one whom the officers speak of as a bribe-taker will not sell himself to the enemy for a bribe during the war.
Just do not la la, that if there is a war, then the corrupt official will defend Russia. Unfortunately, theft is not isolated cases, but a form of existence of our army. In many civil institutions the situation is better. But the army has not ceased to live like this since perestroika times. We, just like in the West, have 2 types of theft in the army - "patriotic" (not threatening the country's defense capability) and parasitic (reducing the defense capability). So most of the methods of combating corruption are aimed at "patriotic" theft. Since it is easier to fix according to documents and means of objective control. Parasitic theft - requires expert judgment. Those. some expert must first accuse the general of stealing in one way or another, and then (perhaps) the investigators will deal with this, or the general will deal with the expert. That's where the difficulty lies.

Do not think that "everything is changing for the better." For the better, everything starts to change not when a stick is put into a bucket and they begin to stir it sluggishly, but when the system itself is rebuilt to a form that prevents theft at different stages. It's like that saying "cleanly not where they clean it, but where they don't litter".
