Washington says Russia may stage an incident to justify military intervention in Ukraine. And the Russian draft agreement with America on security guarantees is considered there as a cunning maneuver by the Kremlin.
As reported by "Voice of America" (the media is recognized as a foreign agent in Russia), US Secretary of State Anthony Blinken spoke about this.
No one will be surprised if Russia arranges a provocation or incident and then tries to use it to justify military intervention.

Blinken calls the draft Russian-American agreement on security guarantees part of the same scheme. Allegedly, the Kremlin put forward deliberately unacceptable demands so that Washington would refuse to accept them. And then, the official says, Moscow will have a reason to attack Ukraine.
At the same time, Blinken does not deny that the dialogue between the United States and the Russian Federation can lead to the strengthening of the security of both powers.
In December, Russian President Vladimir Putin announced that Moscow is demanding that the West immediately consider its demands. At the same time, the Russian side is not inclined to "bargain", but expects the signing of the document in the form in which it proposed it.
