The defeat of the Russian Empire in the Crimean War of 1853-1856 raised many questions for the state. Among others - the question of options for managing the Black Sea. Despite the fact that Russia, on the basis of the Paris Treaty, suffered relatively small territorial and geopolitical losses, resources were seriously depleted, especially in the southern direction. Crimea and many other Black Sea regions of the empire either lay in ruins, or reached, as today's economists would say, the production and economic bottom - these are the results of the military campaign in which the Ottomans, British, French and representatives of Sardinia and Prussia came out against Russia.

Economic growth in the devastated Black Sea region required a special program. And such a program was presented in a timely manner. This is a proposal addressed to the then Minister of Finance to create a private steamship company on the Black Sea. The main declared then goal was to ensure trade and postal communications of Russian ports with each other, as well as Russian ports with ports of foreign powers.

Ultimately, the Russian government supported the initiative, and 165 years ago, ROPiT, the Russian Society of Shipping and Trade, was created. The creation of such a society was supported by Emperor Alexander II. The experience of the Russian-American Company (established in 1799), which was quite successful, was taken as a basis.

As a result, after the Crimean War, the economy "began to move", and it was the Black Sea region that became its core in the south.

About ROPiT, his stories, activities, on the way to restore the Black Sea fleet, Sevastopol tells the project "17.83":

Private capital and enterprising people always pursue one goal - making a profit, i.e. personal enrichment. And the fact that at the same time, CONSIDERALLY, there is a benefit for the state, it's so simple - INCIDENTLY. The interests of the state and private capital in most cases do not coincide.

In a bourgeois state, the interests of the ruling class in it cannot but coincide with the interests of the state. And what was the ruling class in RI during the time of Alexander II? To some extent the nobility, but mostly the big bourgeoisie.

If you understand, then all aspects of cooperation / contradictions must be considered. In each case.

We also went to the lessons of political education ... but without deepening the vicissitudes of disputes about the exploitation of workers and harmful capitalists, it is worth recognizing that private capital can and did benefit the state as well. At the same time, not forgetting yourself.
