Department of Defense: Operation Successor
The Armed Forces of the Russian Federation is headed by a civilian defense minister. This practice is quite widespread in democratic countries, and it actually boils down to the fact that the civilian minister is responsible for financing, and the direct control of the army is in the hands of a regular military officer - the chief of the general staff. Thus, the last position becomes a key one in the armed forces, since a civilian minister of defense, however good he may be, can only have a very general idea of what the army is.
Since 2008, the Chief of the General Staff has been General of the Army Nikolai Makarov. In the army, he serves the entire adult life - from 1967 year. He consistently passed all three steps of military education at the Moscow Higher Combined-Arms Command School named after the Supreme Soviet of the RSFSR, at the Frunze Military Academy and, finally, at the General Staff Military Academy, with all of them finished with a gold medal. The title of Major, Lieutenant Colonel and Colonel received early. A wonderful biography, only one moment draws attention to itself. The USSR, and then Russia, fought a great deal at this time, even if it was not officially called a war. Vietnam, Afghanistan, Chechnya - this is not a complete list of the places where Soviet and Russian officers fought. But Nikolay Makarov never had a chance to fight. His entire service took place in a peaceful atmosphere - well, of course, he took part in the exercises, and he always managed to show himself from the best side. Well, what he could be in a real combat situation, we can only guess.
Thus, he has grown to Deputy Minister of Armaments. Well, and here the military reform arrived, which was entrusted to the Minister of Defense Serdyukov. Makarov was the toughest of all the initiatives of the Minister - and as a result he was soon appointed Chief of the General Staff. And already in this capacity he took the most active part in these reforms - as the most faithful associate of a civil minister. How exactly?
Well, for example, before the Soviet, and then the Russian army was based on the divisional principle. On the initiative of Makarov, the divisions were replaced by brigades. What is the difference between the old division and the new brigade? It is difficult to say, funny or sad - but nothing. In addition to the name. But how beautiful it looks in the reports! However, it should be noted that in the "old" army divisions were of two types - regular and "constant combat readiness." The second type included, in particular, several divisions, their distinguishing feature was that they were fully staffed with contract soldiers and could at any time join the battle. Makarov’s aspirations (in the interests of economy, which found the full support of the Minister of Defense) began to be recruited them not only with contract soldiers, but also with conscripts. That is - every half a year almost half of new people who cannot do anything come up to the brigade, for which no less than 1-2 months are required for training and combat coordination. As a result of the 2-4 of the month of the year, these brigades are not negogotovy, moreover, given that the call is carried out at the same time, the indigents are simultaneously. Of course, it is possible to throw into the battle and sky-gang brigade, except that it is unlikely to win the battle, and the loss of personnel will definitely be much higher. And the combat mission in these cases can be solved only by the heroism and self-sacrifice of the soldiers. But it’s not for nothing that they say that the heroism of some is the result of the incompetence of others.
Meanwhile, Makarov convinces both the public and the President that the combat readiness of his brigades of constant readiness is 1 an hour. Everyone in the army is well aware that this is a flagrant lie. After all, his brigade is of a reduced strength, and in them nedokomplekt personnel - 40-60%. This happens after serious fights. And it is only on the most optimistic calculations that 2-3 days is needed to equip the brigades to the standard (knowingly forgetting about combat coordination). And before that the brigade is really not capable.
Realizing that he will not succeed in deceiving the President for a long time, Makarov is now urgent, “forgetting” about his previous steps, feverishly trying to staff these brigades with contract soldiers, refusing conscripts. He calls them "new contract servicemen", apparently believing that he would be able to mislead someone. The role of Makarov on the basis of the army of the Russian military-industrial complex is even more destructive. MIC is characterized by a long development cycle of weapons. An enterprise cannot create effective weapons samples if it does not know what the war for which the country is preparing will be. Therefore, the most important function of the Chief of the General Staff is to develop the concept of a possible war, the prospects for the use of the Armed Forces in this war and a clear formulation of what types of weapons will be needed in it. In this part, Makarov has a complete failure - there is simply no plan for the use of the Armed Forces in the "new" war.
Instead, Makarov tells the military-industrial complex that he will not give him a penny to develop weapons, and practically disperses military research institutes. And the fact that he periodically jumps as wishes for the military-industrial complex is definitely beyond the scope of modern technical achievements. He, in fact, wants a car that would fly at the same time, shoot, swam, carried a landing party and had great firepower. Apparently, something like a flying saucer with interplanetary rockets. And without R & D and for free.
All these well-known "achievements" of Makarov evoke a feeling in the military that is close to rage. They also weakly believe in some “closed” of his merits, for which this year he was awarded the title Hero of Russia by a closed decree, after which the military began to call him “Star of Russia”. In the army, very indecent rumors have crawled that in this way he ensures his immunity from criminal prosecution in the future. The scandal with the assignment of this highest award "it is not clear for what merits" has come to the State Duma, and its chairman Sergei Naryshkin even had to instruct the defense committee to "make inquiries" on this fact. However, in view of the secrecy regime of the public, it was not possible to recognize the “secret achievements” of Makarov.
In the most optimistic scenario for themselves, Makarov will be fired after 2, upon reaching the 65 age. Well aware that his destructive activities will be investigated by the successor as chief of the General Staff, and that with an unbiased investigation, she may well pull on treason (that is how the collapse of the army can be assessed), Makarov began the implementation of Operation Successor. The purpose of this operation is to ensure the appointment of the chief of the General Staff of "his" person, who will "cover" his unsightly activity in this post. Major General Nikolai Pereslegin was elected as such a man, claiming to be Makarov’s relative in the line of his wife. To implement this plan, Makarov developed a multi-way operation based on the algorithm of a well-known children's game, when there are one less chairs each time than the players, and one player leaves the next cycle. That’s how the structure and personal composition of the military elite looked before the start of the operation Makarov "Successor".
In this structure, which is a real military elite, there are also administrative-parquet posts, such as, for example, the posts of deputy chief of the General Staff, and intermediate posts, like the posts of commanders of combat arms, and real military posts, like the posts of commanders of military districts. Makarov started a completely senseless, at first glance, horizontal rotation of colonel generals in the military elite. Here is this:
This rotation is distinguished from ordinary rotations, apart from the obvious senselessness of moving people horizontally, another feature: it is not carried out through 3-4 of the year, as happened over many years, but 1,5 of the year after the rotating generals took office. This undoubtedly causes additional damage to the country's defense, since over the year a person of such a level just manages to understand the situation, and immediately finds himself in a new place.
However, this rotation is meaningless only at first glance. In fact, it is intended to disguise the transfer of Pereslegin to the post of district commander. The district is Western, as the business of Pereslegin, associated with the production of organic food, processing of nuts and honey, is located there (mainly in the Tver region), and not far from Moscow from St. Petersburg. But in order for Pereslegin to take over as commander of the Western District, it is necessary to remove Colonel-General Arkady Bakhin from this post. This is a talented military general, past the war and very respected in the army. He was offered offensive “parquet” posts for him, or even even posts of a “wedding general”: the position of deputy chief of the General Staff (instead of General Salyukov) —Bakhin refused. The post of the Chief of the Academy of the General Staff - Bakhin refused. The post of Assistant Minister - Bakhin refused.
And then the military general was offered to resign from the army. A man who has passed through war is not fit to be afraid. He personally addressed President Putin and spoke about this disgusting situation. Putin listened to him and said: "Serve!".
But less than two weeks later, Makarov suggested that Bakhin write a letter of resignation. To Bakhin’s argument “Putin said“ Serve! ”, - Makarov replied that the issue had already been resolved and a report should be written on the dismissal. I wonder if Putin knows that Makarov has already “resolved” the question? After all, the time Makarova strongly props up. Now Pereslegin serves as chief of staff in the Southern District, and as early as September major exercises are planned there, where the president should arrive. Makarov is well aware of Pereslegin’s “abilities” (everyone in the Armed Forces is well aware of them) and fears, not without reason, that Putin will personally observe the professional failure of his creature. Then the operation "Successor" will collapse, because the president will not appoint a person to a key position, whose fiasco he personally observed. That is why Makarov seeks to transfer Pereslegin to the Western District as soon as possible so that Putin does not see him in action. Well, what constitutes Pereslegin, the media have already written. And here are some of the new details of his "combat path." The first serious position he occupied, by the way, thanks to Makarov’s patronage, is the head of the military warehouse in Tver (in fact, the warehouse manager). And then - rapid career growth. The division commander is, moreover, “cropped” and, of course, in the peaceful Siberian military district, since in a war such a commander could have ruined all personnel, 5 deputy commander of the Army (in the Far East), deputy head of the GOU, and finally, the head headquarters of the Southern Military District (where Pereslegin and appeared in serious corruption scandals). Pereslegin stepped from tactical tasks immediately to strategic ones, passing the operational level of command, since he served neither as chief of staff of the army nor as commander of the army. And not ready for the strategic level - even in the current position, not to mention the post of Chief of the General Staff. And it is absolutely terrible to think that he is capable of fumbling such a "strategist" in the conditions of a belligerent army.
The situation is aggravated by the fact that the military elite understands that if Pereslegin is now appointed to the post of district commander, he will have the weakest “profile” of all who are there. And this in turn means that all the combat generals from the army elite will inevitably be “cleaned up” over the next 1,5-2 years. This situation impedes the normal planning of measures to ensure the country's defense. For the success of the operation “Successor”, Pereslegin should in two years become the best in the military elite of his personal data. At the expense of Pereslegin’s qualities, this is completely impossible - this can only be done by worsening the quality of the military elite. And the first steps in this direction have already been taken - the Commanders of the Air Force and Navy have already been replaced by weaker people.
Not so long ago, Dmitry Medvedev decided to gather at the festive event of military leaders who won the war with Georgia. What was his surprise when it turned out that none of them in the army anymore. But 4 years have not yet passed ... Generals Sergey Makarov, Anatoly Khrulev, Vladimir Boldyrev have been removed from the army. Fighting generals in the Russian army are less. They are replaced by parquet flooring and warehouse warehouses. Will such an army be able to ensure Russia's defense capability?
It remains to hope that the publicity of the plans of the Chief of General Staff Makarov will undermine the plan "Successor", and at the head of the General Staff will not be "an expert in organic food, nuts, fishing and a bath."
