Poroshenko's company in Ukraine is accused of supplying low-quality armored boats for the Ukrainian Navy
Currently, the Ukrainian State Bureau of Investigation is conducting an investigation into criminal acts that caused damage to the state in the amount of half a billion hryvnia (1,35 billion rubles). Its employees have already conducted a number of searches of the defendants in the case, during which large sums of money were seized. There were also arrests of the director of the "Forge" Valery Shandra and two former high-ranking officials of the Ukrainian Ministry of Defense. There is also the question of the arrest of ex-deputy head of the military department Igor Pavlovsky.
What is the suspect charged with?
According to investigators of the RRB, officials of the Ministry of Defense concluded contracts with Kuznya na Rybalskoye, initially unfavorable for the state, for the purchase of obviously low-quality military equipment at inflated prices. We are talking about the supply of armored boats "Centaur" for the "Nezalezhnaya" Navy, which cannot be considered a worthy addition even for the "mosquito fleet", Which Kiev has been dreaming of lately.
According to experts, the "Centaur" consists of some drawbacks. It is so small in displacement that its troop compartment (originally intended to transport 32 Marines) is a "natural gas chamber", as the military themselves say. It barely accommodates the personnel, and it is no longer necessary to talk about an additional load, say, equipment.
The speed falls short of 20 knots. The military talk about the "disgusting draft", noting that the armored boat "sits" on the water as if it had collected water from its intake. Reservation is able to protect, at best, from hits from small arms weapons... It does not add vitality, but the rest of the performance characteristics are significantly reduced. The armament of the boat is a separate topic.
"Overshadowed" from an idea that was not clear where it was gleaned, the designers of the "Centaurs" came up with the idea of putting on them two aviation block BM-8 for firing 80-mm unguided rockets S-8. The range for these shells is 3 kilometers. It is practically unrealistic to hit them from a boat “dangling” on the sea waves on a small-sized target.
The crew is left to fire on the shore or large enemy ships. However, the problem is that the Centaur, who tried to approach such a target at a distance of effective fire, itself turns into an easy target for the enemy. In fact, the "Forge" turned out not to be a combat unit, but, as the Ukrainian sailors themselves say, a floating mass grave for the crew and the landing party.
There is nothing surprising here. When in 2016 a contract was concluded with the plant that belonged to the then President of Ukraine Petro Poroshenko, the local "craftsmen" did not have any boat project. They were going to "rivet" whatever came into their heads. Nevertheless, the contract was signed (moreover, on a non-alternative basis), and Kuznya immediately received an advance payment from the state budget in the amount of 80% of the order amount. The enterprise was supposed to complete it in 2017, but the first "Centaur" with great difficulties was launched only in the fall of 2018.
By the way, these boats cannot be considered fully adopted for service. Their factory tests were completed with grief in half in 2019, and the naval tests continue to this day, and it cannot be said that they were successful. Nevertheless, two of the three "Centaurs" planned for construction are already on the balance sheet of the Ukrainian Ministry of Defense - despite their obvious discrepancy with the initially declared parameters and performance characteristics. The money has been paid for them in full.
Petro Poroshenko, at the end of his presidential term, managed to get rid of the "toxic" asset, allegedly selling the "Forge" for $ 300 million to another Ukrainian oligarch - Sergei Tigipko. However, there is every reason to believe that this deal was fictitious, and the former head of state is still the true owner of the enterprise through which hundreds of millions were pumped out of the Ukrainian treasury.
In any case, the illegal actions that have now become the subject of investigation by the RRB were committed at a time when Poroshenko firmly held the reins of government in his hands both the country and the "Forge on Rybalsky". Will the increasingly hot scandal of the former head of state bring the former head of state to the dock? In truth, such a prospect seems unlikely. However, one should not forget that today's Ukraine is a country in which it is problematic to make predictions about events.
