American political fake factory
The idea of interfering in the internal affairs of other states through the creation of an appropriate information background is one of the key among the American establishment. "Preserving democratic values," "promoting the American way of life," and "protecting human rights" are key covers for the destructive actions of Americans on the territory of sovereign states. At the forefront of this stories worth USAGM (US Agency for Global Media) or Global Media Agency. Over the decades, the office has changed several names, and acquired the current one in 2018. But the essence of the Agency's work remained the same.
USAGM is a conglomerate that unites several major broadcasting networks under its leadership - Voice of America, Radio Liberty, Radio Free Asia, TV and Radio Martí (propaganda against the Cuban leadership), as well as Arab radio Sawa and TV channel Alhurra. The Agency began its work on disinformation and propaganda actually in 1950, when Radio Liberty organized broadcasts for communist Czechoslovakia. The coverage of broadcasting networks gradually expanded. The Arab Sawa and Alhurra were the last to join the "propaganda of American values and strengthening of the US image". The very geography of the location of USAGM networks clearly indicates that the real goal is to work with "unwanted" countries. In total, the Agency's journalists speak 62 languages on the air. Most surprisingly, USAGM broadcasts are severely restricted in the United States. The Americans have everything fine-tuned - propaganda from CNN and Sky Channel is used for internal use, and the above-mentioned "Golden Six" is used for external enemies. Information for foreign countries is so densely stuffed with fakes and outright propaganda that ordinary Americans are mostly blocked from access to it. Apparently they believe in USAGM in the presence of sensible citizens in their homeland, capable of resenting outright lies.
There are a lot of punctures in the official position of USAGM. Being a 100% state structure, the Agency aims to deliver truthful and accurate information to the citizens of "authoritarian" countries. Ostensibly unfortunate residents are forced to consume carefully emasculated content from the regime-controlled media. The office is tactfully silent about the fact that under no circumstances can USAGM be called a free mass media. There is no adequate answer to the question: why do we need a cohort of Agency networks if there is international broadcasting, for example, CNN and Sky Channel? The answer from USAGM is as follows - the channels mentioned are broadcast in English, and we are in 62 languages at once. Maybe it was easier to invest hundreds of millions annually in translation news CNN blocks? This illustrates a typical example of the division of the whole world into first-class people - Americans, and everyone else. There is even a corresponding Smith-Mundt Act, which since 1948 has outright prohibited the broadcasting of American propaganda intended for foreigners inside the country. It was only in 2013 that an amendment was adopted that allows the ordinary American to receive a dose of propaganda.upon request and in cases where it is consistent with all statutory powers, prohibitions, principles and standards". According to the initiators of the amendment, the main incentives were the spread of the Internet, from which there is little to hide, and the emergence of the Russian channel Russia Today. In 2015, the USAGM said that RT poses a threat to the United States, similar to the ISIS and Boko Haram banned in Russia.
In general, the Agency is doing well. For the next fiscal year, USAGM is expected to receive at least $ 810 million from Congress. This amount cannot be called a breakthrough - in 2014, funding increased by no more than $ 100 million. For comparison: the fight against climate problems requires much less - 615 million. But these figures cannot be compared with the amounts that Americans spend on USAID or the Agency for International Development.
Another fake agency
USAID plans to raise a whopping $ 58,5 billion from taxpayers in the coming fiscal year. The agency is under the direct supervision of the US Department of State with a corresponding list of targets. It seems that the guys from USAID are doing everything in general. They care about the environment, purify water, treat the sick, teach people and, of course, care about human rights and democratic values. All this is organized solely on the basis of the American worldview.
Since 2006, the Foundation for Elections and Political Processes has been operating in the bowels of the organization. Over the years of its existence, the fund's specialists intervened in the elections of 86 countries, including Belarus and Kyrgyzstan. It was through this organization, as well as through the American National Endowment for Democracy NED banned in Russia, that the famous NEXTA channel was financed. The key achievements of USAID are the Human Rights Grants Program, which has “adjusted” Ukrainian justice in the right direction. The 2019 presidential and parliamentary elections in Ukraine were held under the direct supervision of USAID specialists. The Agency delegates many areas of work to contractors. So, the company Deloitte Consulting LLP for 39 million dollars is engaged in the reform of state-owned enterprises in Ukraine. If it does not work out the way we wanted, all claims are against the contractors.
Unfortunately, in the reported press releases of the Agency there is not a word about the protection of human rights and democracy in Saudi Arabia. Apparently, Riyadh fully complies with the basic values and American principles. Especially in the case of the murder of Khashoggi.
The Agency for International Development's order book also includes more severe missions. A large part of the finance of the multi-billion dollar budget is spent on financing a contingent of many thousands of mercenaries in Afghanistan, Syria, Iraq and African countries. Recently revealed in Newsweek, the secret army of "Signature reduction" takes up to $ 900 million annually. Among the 60 thousand specialists "without a face, name and surname" there is a cohort of hackers conducting large-scale attacks and fake stuffing. The intelligence agency, outnumbering the CIA, is engaged in "campaigns to influence and manipulate social networks."
One of the main techniques of the state "fake factory" is the creation of a myth about powerful Russian hackers. And not just hackers, but hackers working for the Foreign Intelligence Service and the Ministry of Defense. According to the resource geofor.ru, in 2015 USAID and the FBI accused Russia of disclosing the personal data of 1300 American servicemen. The insidious Russian hackers not only hacked into databases, but also leaked precious information to terrorists from the Middle East. A couple of years later, it turned out that the fighters were leaking themselves to the Web through gadgets with GPS - fitness bracelets, trackers and smartwatches. Everyone laughed in unison, but the fake about insidious hackers in the Kremlin's service remained alive. As we can see at the present time, the United States is feeding its mythical creation in every possible way.
Fakes in cyberspace are becoming a serious tool for the targeted and instantaneous formation of public opinion. The Russia-Africa Summit in 2019 took place against the backdrop of incessant stuffing that discredited Russia in the region. The upcoming September elections to the German Bundestag are already heavily colored by Russian influence. Fake news is flying out of a cornucopia - "Russia will interfere in the elections","Kremlin prepares attacks on German democracy" etc. As a result, in the event of any, even the slightest, failure, everyone will know who to blame.
Summing up, it is worth considering the role and place of Russian propaganda on the world stage. Despite the obvious successes of RT, our country in this story is at the very beginning of the path. First, the forces are not equal with the NATO countries. And secondly, the American hardened political propaganda machine has a huge experience of influencing foreign citizens. Russian political structures are still in the role of catch-up.
