At the same time, there has been a "flow" of foreign orders to the post-Soviet countries, including Russia, which have managed to preserve and, in some cases, raise their respective capacities and competencies to a new level of development. At the same time, the loss of sources of "real money" turned out to be unacceptable for the management of the Ukrainian military-industrial complex. Under these conditions, he switched to aggressive tactics, trying to squeeze out competitors through explicit dumping.



For example, in 2006, the Pakistani Air Force purchased four Il-78MP air tankers in Ukraine. They were handed over to the customer. And when the time came to restore the resource of machines, Islamabad turned to Russia, where in 2017-2018, at the facilities of the 360th ARZ in Ryazan, one Il-78MP was repaired and modernized.

However, in June 2020 and 2021, Pakistan ordered the repair of the next two aircraft from Ukraine.

Kiev sharply dropped prices, which allowed it to get ahead of Russian competitors and, thus, win the last two tenders (each worth $ 30 million)
