Putin invited private capital to the defense industry

23
As part of the implementation of the state armament program until 2020, it is planned to allocate more than 2,6 trillion to equip the Ground Forces only. rubles. As a result, 10 brigade Iskander-M missile systems, over 2, should appear in the Russian ground forces tanks, about 2 self-propelled guns and guns, 000 brigade systems of the S-9B300 army air defense systems, more than 4 units of automotive equipment, as well as new control and communication systems, promising reconnaissance systems and individual equipment complexes for military personnel. In addition, 30 in the Russian fleet 51 modern surface ships, 8 strategic nuclear submarines, 16 multipurpose submarines should enter. About 1 new helicopters and 000 new aircraft should enter the country's air force.

Given such large volumes of planned deliveries, there are well-founded doubts about their fulfillment. It is worth noting that they are not groundless. Only in one year 2011 of the Russian Defense Ministry for violation of the terms of delivery of arms and military equipment and the marriage allowed in their manufacture issued to the enterprises of the Russian defense-industrial complex (DIC) fines totaling 24 billion rubles. In total, for the 2011 year, the Ministry of Defense of the Russian Federation prepared the 7119 reclamation document, which is 3% more than it was prepared in the 2010 year. At the same time, in 2010, more complaints were filed with 20% than in 2009.

Before 2020, it is planned to allocate more than 20 trillion to the implementation of the state armaments program. rubles. Compared with the previous program - an increase of almost 3 times. For Russia, this is very serious cash, very serious resources. These funds are diverted from other possible activities. At the same time, these investments in the conditions of threats of the modern world are fully justified. Moreover, investments in the defense industry are investments in high-tech areas of production. This means that the funds invested here, of course, will work, including in the civilian sector of the economy, in industry.
Putin invited private capital to the defense industry

In total, more than 2020 1 samples of weapons and equipment will be acquired under the existing state armaments program, calculated up to 300 of the year. It is planned that by the year 2020 the troops will be 70% of the most modern weapons, not just new models, namely, the most modern. At the same time, to create 220 of them, it will be necessary to open new or expand existing production, as well as to establish cooperation between military and civilian enterprises. That is, in order to radically upgrade the Armed Forces of the Russian Federation it is necessary to carry out a deep modernization of the domestic defense industry, it is necessary to attract advanced personnel (workers, engineers, managers), advanced technologies, modern production base to the defense industry. Only in this way will it be possible to be fed up with the fulfillment of the state defense order, the production of quality products exactly in the terms stipulated in the contracts and at the same time at an adequate, economically reasonable price.

Understanding the importance of the execution of the state defense order, Russian President Vladimir Putin turned his attention to this problem. 31 August 2012 was held a meeting of the Security Council of the Russian Federation on the development of the defense industry. At the meeting, Vladimir Putin noted that the last year's 3 state defense order was carried out with significant problems and pointed out the need to constantly monitor how the delivery and development times of certain types of weapons are respected. At the same time, he suggested paying special attention to the issues of product quality and compliance with all necessary technological standards. The President warned those present that most of the contracts were concluded, but attention could not be relaxed in this matter, as attention to the issue of rhythmic and clear financing of this work cannot be relaxed.

Private capital will come to the defense

Public-private partnership in the Russian defense industry may become the norm in the very near future, and the procedure for creating defense industries with the involvement of private capital will be simplified, the Russian president said. Vladimir Putin stressed that the mechanisms of public-private partnership in this industry will need to be improved. We will have to break some familiar stereotypes, according to which only special state institutions and structures can work on defense topics, the president noted. Putin also made a proposal to create a single data bank with information on the needs of the defense industry in attracting private capital. According to the president, complaints from private investors are often heard that they have no idea what will be in demand in the defense industry, and therefore cannot calculate whether the money invested by them will pay off.

At the same time, the president called for the pricing policy of military products to be regulated directly by the government of the country. Currently, when the Defense Ministry concludes contracts for the purchase of military products, the profitability of defense enterprises is limited to purchased components - 1%, and on their own costs 20%. According to the President of Russia, the issue of pricing in this industry has matured long ago. The rules and principles of pricing, calculation of profitability and cost should be approved by a government decree, while numerous often contradictory departmental instructions and methods must be abolished. Putin placed the closest attention on this issue and control over its implementation on the Prime Minister Dmitry Medvedev.

Russian quality and foreign quantity

At present, Russia is ready to use foreign defense technologies, but the format of assembly enterprises in the defense industry is inadmissible, the president said. According to him, it is necessary first of all to develop our own production. At the same time, where foreign partners agree to go with us, it is necessary to use it. In the application of foreign developments, knowledge and experience is nothing to be ashamed of. Along with this, it is unacceptable to create in Russia screwdriver productions for the production of analogues of foreign equipment and armaments based on imported assemblies, components and assemblies. The president called such a model a dead end and said that the entire cycle - from development to mass production and supply of components - must be deployed in Russia. Such a path is a guarantee of technological, defense and national security, Vladimir Putin noted.

At the same time, the Ministry of Defense of Russia is going to increase purchases of armored vehicles “Lynx” (Russian license of Italian-made Iveco LMV M4 armored vehicles), which are produced at a Russian-Italian joint venture located in Voronezh, using a significant number of imported components. In July this year, RIA News referring to a source in the military, reported that the RF Ministry of Defense sent a request to the government asking to increase the volume of purchases of Lynx armored vehicles from 2013 to 2015 from planned 727 to 3 000. The contract for the joint production of these armored vehicles in Voronezh was signed between Italy and Russia in December 2011. According to representatives of the Ministry of Defense, the characteristics of these machines are higher than those that are currently in service with the Russian army.

President Vladimir Putin proposed to consider the performance of defense enterprises not by the amount of invested funds, but by the quality and quantity of their products. We need real pieces, not figures on paper, mastered by the industry, the president said. The head of state also stressed that competitiveness of military products is important, as well as its compliance with the present and future needs of the Russian army and navy. According to him, in the shortest possible time it is necessary to carry out technological modernization and upgrade the production assets of the industry. Vladimir Putin reminded that almost 23 billion of funds from the Russian budget are being allocated to the program for the modernization and re-equipment of the military-industrial complex.

In addition, at the Friday meeting of the Security Council, the president stated that the Russian defense industry complex needed not only technical modernization, but also debugging of all existing economic mechanisms. Separately, he highlighted the need for a comprehensive audit of enterprises. According to the head of state, it is necessary to conduct a comprehensive audit and verification of the effectiveness of each defense enterprise and organization separately.

Cadres decide everything

One of the most iconic and notable personnel decisions in the defense industry was the replacement of the President of the United Shipbuilding Corporation (USC), which occurred in July 2012, when the former head of Sevmash Andrey Dyachkov replaced Roman Trotsenko. According to Putin, such landmark changes among the leaders of defense enterprises can be continued in the event of such a need. Personnel is a very important issue for the domestic defense industry. Unfortunately, today many of our enterprises are in the last century. At the same time, much has been done to update the managerial personnel in recent years, but if the measures taken are not enough, the work in this direction will continue. According to the president, only modern people are able to organize modern production.

The president also proposed to create a system of grants for workers of enterprises of the military-industrial complex. Encouraging employees working in key areas of the defense industry is necessary. There are a lot of talented, modern, young people who need to be encouraged.

The personnel problem in the Russian space industry was discussed separately. Over the past few years, a series of unsuccessful launches of spacecraft has been marked in Russia. For this reason, the interplanetary station and several satellites were lost. The last accident occurred on 7 August 2012, when, due to a malfunction of the Briz-M upper stage, the launch of the Proton-M launch vehicle, which placed Telkom-3 and Express-MDXNNXX communication satellites into orbit, was abnormally completed. ". On Friday, August 2, the Russian president instructed the Deputy Prime Minister for the defense industry, Dmitry Rogozin, as well as the head of Roscosmos, Vladimir Popovkin, to prepare proposals on personnel issues in the space industry, but only if they help solve existing problems.

At the meeting with Dmitry Rogozin and Vladimir Popovkin, Putin noted that further development of the space industry was to be discussed, as well as to talk about structural problems that may arise in this area. Including questions will concern and personnel decisions. The President of Russia recalled that a number of decisions in this area had already been taken, in particular at the Center to them. Khrunichev.

The task, as it were, was not to be mistaken and to take the right road in matters of re-equipping troops and modernizing the defense industry was set by Putin during. If only the officials in the defense industry complex and the short-sighted sometimes military men with their corruption would not have blabbed ...

Well, we talked again about the fact that the purchase of equipment from behind a hill is a dead end branch and what began to be done? And in what branches of the defense industry did they decide to launch private traders? Are they going to build submarines now? Another verbiage of those in power.

And let them build, only accept state acceptance! And if the bullshit was done, then the owner was a neighbor to Khodorkovsky! And if the state acceptor is sold, then how to draw up a betrayal of the homeland! The question is, who are the judges?

I agree. The article is good. Therefore, I rated it positively. Yes, and the topic of defense development is a very necessary topic.
It’s only a pity that the previous programs are inaccessible to the public. It’s a pity. It would be interesting to know how many and at least three previous programs have been completed and in which positions. Which of the items delivered to the troops are in demand and are used, and what is dead weight. Yes and most importantly, who and how was responsible for the failure of the programs ???

We have already seen how private capital was invited to provide logistics support for the army. Now the boiler house that heats the missile division's facilities, handed over to a private office, buys fuel oil at a higher price (namely in St. Petersburg) and carries it across the country to Siberia. The expenses of the Armed Forces. The population of the military town is now demanding debt for utilities, which had formed overnight allegedly during the recalculation of fuel prices since December last year. Thus, an average of 25 thousand rubles is demanded from each family living in the military town. it is absolutely clear to me that this thief, called "private capital", will receive for kickbacks, and whose relatives will be at the management of these companies. In the 90s they destroyed the industry, sold unique machine-building equipment for scrap, arranged markets on the site of factories, and today they steal kickbacks from the budget under the guise of a loud slogan "attraction of private capital".

With a private trader in the defense industry, we find ourselves in a situation of 1913-1914, when there were not enough cartridges with rifles.

in one well-known country, in the military-industrial complex, private capital feels great and at the same time has a very good "exhaust" in the end (albeit with problems), but will we succeed? I doubt, I think there will be another feeder.

Weapons released for the state. the enterprise will almost always be cheaper than weapons released from a private owner. It is criminal to squander the treasury with "private" military orders. Unless Putin knows more than others. For example, that the war will begin in the coming years. Then the "extra" spending is justified. IMHO.

Oh, all this is not good! After all, bastards are stolen ....
My son now serves as a conscript, they have to be paid 2 thousand rubles every month (for soap, toothpaste, CIGARETTES) and for 3 months not a penny, and the guys who served for 8 months received only once in one month ... So soldiers run around like poverty shooting cigarettes through the streets. And this is "under the control" of the state, but if the watchmakers ....

It's just your son - a barracks deer, and his colleagues are taking money away from him. But admitting this is unpleasant - so he writes and talks about non-payment. And those who run around the streets begging for "cigarettes" are not begging for cigarettes at all, but they were given an operational task in the barracks to extract a certain amount from each snout. In case of failure to fulfill the assigned combat mission, a blow to the butt in the form of a bream is inevitable. These are our soldiers-defenders. They are not defenders, but a shame. If they had been put to guard Abramovich's yachts and Derepiska's factories, then these factories and yachts would have been hijacked on the same day along with the "defenders".

thatupac, do not judge everyone by your own standards, if you have such an urgent one, then do not think that you have learned everything and know everything. Nothing personal, but by definition, if a "personality" with a similar worldview appeared in the unit entrusted to me, then it would "live" 15-16 seconds maximum.

First, state capital flows into a private pocket.
Then, with these stolen funds, the defense again flips over.
And then the bandit openly dictates politics.
    All together is corruption.

The president promptly raised urgent issues, in particular the eradication of corruption in the military-industrial complex, and the training of personnel for industry. Issues of military-technical cooperation with our western tailors. Particularly pleased that the issue of armored vehicles .. Rys, in the period 2013 - 2015 from 723 will grow to 3000 pieces. A long time ago, the president had to take the military-industrial complex under his control. Now, by the year 20, the new technology in the best the volume will definitely go to the troops !!!

Yeah, a lousy idea. The private owner and the interests of the state are incompatible things. The NATO private trader showed his "effectiveness" in the confrontation with the USSR. The NATO members spent tens of times more money on armaments, without giving no one a sample comparable with the Soviet one in terms of performance characteristics and price. With whom do we take an example ?! Why don't they want to learn how to build roads from the west and does a normal state apparatus work?
Why do we only learn crap from them? We are learning their satanic culture from Hollywood films, we are taking juvenile justice from them, their educational program is called the "educational system", and now we are studying the Western military-industrial complex? Well, what good did they do there during the Cold War, what would we not have done? From whom do they take an example?

The NATO forces spent dozens of times more money on armaments, while not issuing a single sample comparable to the Soviet one in terms of performance characteristics and price. With whom do we take an example ?!

      Very arrogant statement.
it is worth recalling that it was precisely by catching up and opposing ourselves to the "backward NATO standards" that we nevertheless tore our navel.

without issuing a single sample comparable to the Soviet one according to the performance characteristics

Very good patriotic attitude, and it is good that our designers did not suffer from it, considering NATO weapons a strong competitor

Gentlemen, don’t worry. An armored woman in Russia is completely protically produced at private or joint-stock enterprises. At .. Gr Gas, Kamaz, BAZ, etc. ... everything is shorter. Do not let the participants in, to the products of the strategic horoscope! Not all but for the boob, some can sell all the secrets with giblets.

My opinion is that if it’s worth attracting private owners, then quality control should be at the highest level, everyone will want to cash in on it, but it is necessary to crush this desire in the bud. Money is not small, just to go where it is needed.
But leave new developments to the state. enterprise, and an appropriate level of secrecy to ensure

Verbiage can hardly be called a meeting. There, a decision was made on the possibility of introducing private capital.
There are likely to be restrictions on the dissemination of military secrets. Restricting access to weapons drawings. General information only. If they accept it, it will not be bad. And private traders arrive. And the money will work will work for them. But again, the capital of those in power is much more than ordinary people. It turns out that again they are crushing for themselves and the defense industry.
