Putin invited private capital to the defense industry

Only in this way will it be possible to be fed up with the fulfillment of the state defense order, the production of quality products exactly in the terms stipulated in the contracts and at the same time at an adequate, economically reasonable price.
Understanding the importance of the execution of the state defense order, Russian President Vladimir Putin turned his attention to this problem. 31 August 2012 was held a meeting of the Security Council of the Russian Federation on the development of the defense industry. At the meeting, Vladimir Putin noted that the last year's 3 state defense order was carried out with significant problems and pointed out the need to constantly monitor how the delivery and development times of certain types of weapons are respected. Private capital will come to the defense
Public-private partnership in the Russian defense industry may become the norm in the very near future, and the procedure for creating defense industries with the involvement of private capital will be simplified, the Russian president said. Vladimir Putin stressed that the mechanisms of public-private partnership in this industry will need to be improved. We will have to break some familiar stereotypes, according to which only special state institutions and structures can work on defense topics, the president noted. Putin also made a proposal to create a single data bank with information on the needs of the defense industry in attracting private capital. According to the president, complaints from private investors are often heard that they have no idea what will be in demand in the defense industry, and therefore cannot calculate whether the money invested by them will pay off.
At the same time, the president called for the pricing policy of military products to be regulated directly by the government of the country. Currently, when the Defense Ministry concludes contracts for the purchase of military products, the profitability of defense enterprises is limited to purchased components - 1%, and on their own costs 20%. According to the President of Russia, the issue of pricing in this industry has matured long ago. The rules and principles of pricing, calculation of profitability and cost should be approved by a government decree, while numerous often contradictory departmental instructions and methods must be abolished. Putin placed the closest attention on this issue and control over its implementation on the Prime Minister Dmitry Medvedev.
Russian quality and foreign quantity
At present, Russia is ready to use foreign defense technologies, but the format of assembly enterprises in the defense industry is inadmissible, the president said. According to him, it is necessary first of all to develop our own production. At the same time, where foreign partners agree to go with us, it is necessary to use it. In the application of foreign developments, knowledge and experience is nothing to be ashamed of. Along with this, it is unacceptable to create in Russia screwdriver productions for the production of analogues of foreign equipment and armaments based on imported assemblies, components and assemblies. The president called such a model a dead end and said that the entire cycle - from development to mass production and supply of components - must be deployed in Russia. Such a path is a guarantee of technological, defense and national security, Vladimir Putin noted.
At the same time, the Ministry of Defense of Russia is going to increase purchases of armored vehicles “Lynx” (Russian license of Italian-made Iveco LMV M4 armored vehicles), which are produced at a Russian-Italian joint venture located in Voronezh, using a significant number of imported components. In July this year, RIA News referring to a source in the military, reported that the RF Ministry of Defense sent a request to the government asking to increase the volume of purchases of Lynx armored vehicles from 2013 to 2015 from planned 727 to 3 000. The contract for the joint production of these armored vehicles in Voronezh was signed between Italy and Russia in December 2011. According to representatives of the Ministry of Defense, the characteristics of these machines are higher than those that are currently in service with the Russian army.
President Vladimir Putin proposed to consider the performance of defense enterprises not by the amount of invested funds, but by the quality and quantity of their products. We need real pieces, not figures on paper, mastered by the industry, the president said. The head of state also stressed that competitiveness of military products is important, as well as its compliance with the present and future needs of the Russian army and navy. According to him, in the shortest possible time it is necessary to carry out technological modernization and upgrade the production assets of the industry. Vladimir Putin reminded that almost 23 billion of funds from the Russian budget are being allocated to the program for the modernization and re-equipment of the military-industrial complex.
In addition, at the Friday meeting of the Security Council, the president stated that the Russian defense industry complex needed not only technical modernization, but also debugging of all existing economic mechanisms. Separately, he highlighted the need for a comprehensive audit of enterprises. Cadres decide everything
One of the most iconic and notable personnel decisions in the defense industry was the replacement of the President of the United Shipbuilding Corporation (USC), which occurred in July 2012, when the former head of Sevmash Andrey Dyachkov replaced Roman Trotsenko. According to Putin, such landmark changes among the leaders of defense enterprises can be continued in the event of such a need. Personnel is a very important issue for the domestic defense industry. Unfortunately, today many of our enterprises are in the last century. At the same time, much has been done to update the managerial personnel in recent years, but if the measures taken are not enough, the work in this direction will continue. The president also proposed to create a system of grants for workers of enterprises of the military-industrial complex. Encouraging employees working in key areas of the defense industry is necessary. There are a lot of talented, modern, young people who need to be encouraged.
The personnel problem in the Russian space industry was discussed separately. Over the past few years, a series of unsuccessful launches of spacecraft has been marked in Russia. For this reason, the interplanetary station and several satellites were lost. The last accident occurred on 7 August 2012, when, due to a malfunction of the Briz-M upper stage, the launch of the Proton-M launch vehicle, which placed Telkom-3 and Express-MDXNNXX communication satellites into orbit, was abnormally completed. On Friday, August 2, the Russian president instructed the Deputy Prime Minister for the defense industry, Dmitry Rogozin, as well as the head of Roscosmos, Vladimir Popovkin, to prepare proposals on personnel issues in the space industry, but only if they help solve existing problems.
