Strategic Missile Deterrence: Vietnamese Army Reveals Military Reform Plans
The publication of the Central Military Committee of the Ministry of Defense of Vietnam published an article on a phased plan for the modernization of troops, revealing the basic principles of reforming the armed forces.
As Lieutenant General Tran Tai Binh points out in it, despite certain changes, "in general, the army is still slow to innovate, it continues to look like an organization in the period of the struggle against the United States and national salvation." In the ground forces, he proposes to retain the divisions, which should be ready to deploy into army corps. In this case, two types of connections are offered. Heavy divisions, consisting of motorized infantry regiments, will receive reinforced armored groups, artillery and anti-aircraft units. The light division is organized according to the type of the current divisions and is intended mainly for operations in mountainous terrain.
Armies should be made up of heavy divisions and conscript brigades. After 2030, when the troops are saturated with weapons and equipment, it is proposed to reformat the brigades formed from conscripts into infantry brigades from professional fighters.

As noted in the VietDefense publication, the 490th artillery brigade is now the only combination of the "strategic deterrent forces", designed to fight only one target "in the north". It is equipped with Soviet SCUD tactical ballistic missiles and North Korean Hwasong missiles.
