The successes and "failures" of the communist propagandists of the 80s ...

251

A still from the film "Emergency on a regional scale" (1988). Very realistic motion picture. Nomenclature on vacation!

“… And the rain fell, and the rivers overflowed, and the winds blew, and rushed on that house, and it did not fall, because it was founded on a stone. And everyone who hears these words of Mine and does not fulfill them will be like a foolish man who built his house on the sand; and the rain fell, and the rivers overflowed, and the winds blew, and beat on that house; and he fell, and there was a great fall. "
(Gospel of Matthew 7:27)

Memories of the recent past. So what are we writing about? We write about the achievements of party work with the masses, about the development of political education of the working people, about how the CPSU, sparing no expense and effort, trained agitators, propagandists, opened the universities of Marxism-Leninism, as professors and associate professors of universities in the Penza, Saratov and Kuibyshev regions read lectures, "round tables" were held, in a word, in every possible way they raised the information-conscious level of working fields, farms and industrial enterprises. Well, the district and regional committees of the Communist Party of the Soviet Union controlled this work and by all means increased its effectiveness!

The successes and "failures" of the communist propagandists of the 80s ...
And this is also "she". But only already at work!

True, it should be noted here, and, unfortunately, you cannot erase a word from the song, very often a significant amount of cases that could just interest the working masses went through secret office work and went under the heading "secret" and "top secret". That is, the "people" should have known that the United States was preparing "star wars", but it was impossible to know, for example, about "Serious shortcomings and perversions in the development of collective and gardening farms", reflected in the information of the OK of the CPSU of the Penza region of January 10, 1985 ... And there it was reported that there are 267 such partnerships in the region, but there are 1226 violations in them. Unauthorized seizures of land - 70 cases, violations in construction - 61, illegally built baths - 6, and garages - 4 [1].

It would seem that only people would be told about this, but then they would have to explain why nomenklatura workers could have a two-story dacha, but ordinary citizens could not!

Moreover, when the process of perestroika began in the country and in the region, the party bodies in Samara, for example, did not understand at all what was happening around them. In 1990, a resolution of the OK of the CPSU was issued, which stated:

"... confusion in the minds and panic moods are largely provoked by the imposition of an atmosphere of social distrust and suspicion in society ..." [2]

And the conclusion was this:

"Increasing the responsibility of journalists should become a barrier to one-sided views ... the introduction of representatives of the public (well, nonsense, absolutely obvious! - V.Sh.), party, Soviet and Komsomol activists into the editorial boards." [3]

As always, the Volga region party organizations from 1985 to 1991 paid a lot of attention to working with letters and appeals from citizens. And the secretaries of OK and RK received many personally! However, the deadlines for considering appeals and issuing responses to them were never met.

How many requests were there? Yes very many. For example, in 1988 in the Penza OK of the KPSS, 865 people were accepted and 2632 letters were considered. In the Samara region in 1985 - 4227 letters, and work with letters of citizens was discussed at 115 meetings of local executive committees, 188 sessions of village councils, 30 sessions of people's deputies. The XXVI Congress of the CPSU demanded that this work be improved. But ... a lot of letters were reviewed again. The citizens were not satisfied with the answers. Many of them applied repeatedly [4].

As a result, no matter how much they talked about improving the work with letters, it did not improve [5].

But, implementing the decisions of the XNUMXth Congress of the CPSU, the Penza Council of People's Deputies made the decision:

“To improve the service of the population with cultural and leisure activities ... to conduct persistent anti-alcohol propaganda in cinemas, to open a lecture hall for a sober lifestyle. Conduct conversations about morality: "About materialism" (well, yes, very important in 1986!), "Friendship is a serious thing", "Let's talk about humanity." [6]

In general, people were engaged in building a house on the sand with the stubbornness of idiots!

But what cases were considered at the sessions of the City Executive Committee: "On the state and measures to improve the work on the prevention of offenses among students of vocational school № 1" (08.04.85/1/15.09.87); "On measures to improve the fight against drunkenness and alcoholism and the eradication of moonshine at the brick factory No. 28.12.87" (7/XNUMX/XNUMX); "On the state of legal work at the Penza Brewery" (XNUMX) [XNUMX].

But the orders of voters sent to the Supreme Soviet of the RSFSR and the USSR were fulfilled 1988% in 100. There were ... three! While the district councils of Penza received 34 orders, and it was fulfilled ... 17 [8]!

Since the deputies did not have personal funds at that time, they were completely dependent on budget allocations and could not do anything outside the budget. The documents also indicated that the deputy could not fulfill his duties due to being on maternity leave or on parental leave. But the main thing, of course, is the deputies' lack of money. So, the deputy M. Gubenko, when reporting on his work at the VEM plant (April 1987), told his voters that he wanted to build an underground passage from the VTUZ plant to the VEM. He also conducted a reception of voters, built a playground on the street. Revolutionary, and ... that's it! Such was our effective “people's power” in the localities [9].

And then Gorbachev became famous for his statements: “There can be no pluralism of two opinions"And"Dialogue with the opposition is impossible" [10]. That is, there is no money to improve the situation "below", but there is nothing to talk to the opposition about. Let everything go on and on, as the "top" orders!

More than once I met in the comments on VO statements that it was necessary for university employees to conduct research. Inform "where to" about what is happening in society. Like, what did they do that they didn't?

And they ... just did! The ideological sector of the OK KPSS in the Saratov region conducted one of the first sociological surveys in the country. True, the report did not indicate the total number of respondents, but it was noted that 53% of Saratov women aged 29 to 49 took part in it. The result is a 29-page document full of very interesting information. In fact, this was a guide to action for the CPSU to deepen political, economic and other reforms, that is, the quintessence of what the people want. But ... this study did not find any specific application. Its results were not reported by the media, newspapers did not write. They just put him under the rug ... [11]

Curious events took place in the city of Chapaevsk. There, right within the city limits, they began to build a plant for the disposal of chemical weapons... And with the money of the Americans. They came to see what their money was spent on. Moreover, there were representatives of the US Congress and journalists. And opponents of the construction in August 1989 set up a whole tent city and walk around with posters in gas masks. The Americans arrived after these events, but, of course, they knew about everything. They ask, have you allocated money to work with public opinion? The answer to them is: “N-oo! What for? Our people and party are one! " Americans: "But what about those in gas masks?" “And this is the opposition. And dialogue with the opposition is impossible! " As a result, the Americans felt that the money had been spent inappropriately and did not finance a project that so many people did not approve of. As a result, the plant was never completed and put into operation [12].

By the way, the Samara OK of the CPSU, just like the OK of Saratov, took care of researching the public opinion of the residents of the city and the region. Employees of the Kuibyshev State University interviewed the communists on the activities of the CPSU and perestroika. The result was a proposal to create an OPC - a social and political center to ensure a dialogue between the party and the masses, conduct consultations and forecast work [13]. And it was even created. It turned out to be something like a PR department of the fourth type of communications according to J. Grunig. But ... the train has already left!

And again, it is interesting that the regional committees of the CPSU demanded, and without fail, the following work with the masses:

- holding open letter days;
- information conferences;
- evenings of questions and answers;
- gatherings of citizens;
- regular consideration at meetings of the party bureau of letters from citizens.

But ... it was all in words and on paper. Neither the party organs themselves, nor the masses of the working people were ready for this. They are accustomed to an imperative manner of communication. Hence the extremely painful nature of the entry of Soviet people into a completely new economic, but also informational space, in which people simply could not find their bearings. They did not have the habit of looking for information themselves, selecting the one that is beneficial to them, and acting accordingly to the information received ... Find a common language with those who speak and think differently. There was also a crisis of social self-identity that gripped the majority of Russians [14]. The subsequent decades have only confirmed this. And even now, after so many years, we still do not observe an absolutely changed situation for the better. Although it would be high time ...

Under Khrushchev, closed party meetings were introduced, in which the people did not take any part. Under Stalin, the people did not have the right to vote at party meetings, but they could express their opinions and saw with their own eyes which of the communists said what and how they voted.

It was Khrushchev who tore the party away from the people.
Brezhnev defined it as: "the leading and guiding force of Soviet society."

Thus, the USSR was ruled by a party divorced from society. The result of this rule is well known. Any structure, including a party structure, strives for self-preservation, and its leader - for sole power over it, as a rule, contrary to the needs and aspirations of the people. That is why no one supported the GKChP - "With what greetings - with such an answer."

... That is why no one supported the Emergency Committee

The Emergency Committee was supported by a lot of people.
But the committee did not ask for anything, did not issue commands, did not call for anything. On TV Swan Lake, no one understood what was happening. Therefore, on the second day, the majority concluded that this was a setup. And they just waited to see how it would end. And then Yeltsin began to fuss.

The CPSU was in fact an ideological organization. An analogue of a church, and a complete one. During the civil war, it so happened that the governing bodies of the country were destroyed and new ones had to be built on the basis of the party. Stalin planned and gradually began to pursue a policy of separation of church and state. That is, the executive branch was separate, while the party had to keep its cadres and ideological work. However, the party nomenklatura did not like this, and immediately after Stalin's death, a coup took place. All these exposures of the personality cult, the murder of Beria, and so on were because of this, and not because of some kind of repression. The entire elite of that time took part in the repressions. This was just an excuse. Stalin was declared a heretic and began to build a theocratic state of a new type. Only they did not understand this, just as they did not understand that by pouring feces on Stalin, they killed the faith. There was no one in whom people would have believed more than in the one who led them to victory in the worst war in history. And now they are told that in fact he .... And people immediately have a question. Even if he is, then who are you? And religion without faith cannot last long. Therefore, already in the 70s, among the party elite began to say that it was time to end this communism and build a "normal state." The middle and lower ecclesiastical echelons of the communists still somehow held out, but the top was no longer interested in it. The result is the collapse of the USSR. At least one high-ranking communist who led the new countries began to build at least socialism? Aliyev, Kravchuk, Shushkevich, Yeltsin, Nazarbayev, Karimov, Akaev, Niyazov? This is the answer to why the union died. Theocracy cannot live without faith. The USSR was built on it - it was his bond. If there is no faith, there is no USSR. request

As far as I remember, even under Lenin and Stalin, it was planned to divert the party from economic management, after the completion of Industrialization, the CPSU was supposed to deal only with ideology ...
Khrushchev, most likely having acquired Power, did not want to let it out and move aside to build a peaceful society ... and he closed the artels, which were then so lacking in years of stagnation. In general, he was no longer a Communist, but a bureaucrat hiding behind party ideology ... (

I cannot answer for more, I was small in the 89s, but the injustice of the late USSR was noticed vividly and clearly. For example, in the last 5 years before the collapse of the Soviet Union, many families "at the top" changed their apartments like gloves. When ordinary people just dreamed of housing with amenities, hot and cold water.
In other respects, I also remember the protest moods of the late 80s. When the family of young teachers or doctors, had already forgotten who exactly, demanded a two-room apartment instead of the one-room one. The authorities then tried to make concessions by offering a two-room apartment in a house three years ago, but the "opposition" angrily rejected it. I put the bed in front of the new house and even once it seems we spent the night on it.
When the conflict could not be hushed up, the first secretary of the district committee came to the “young specialists” himself and said head-on to families with children and the elderly he would not touch. The rules are the same for everyone. If you want to give birth to two rooms, if you want to give birth to three, everything is in your hands again! There are no four-room apartments in the city and are not foreseen in principle. Aunt (for me, first-graders) it was so, shrilly declared that they would leave for Sysert. The first secretary said the costly tablecloth. The concert for the five-story building is over.
Otherwise, the illusion of blissful living was up to 92 years old. True, at the end of the 80s, every second family kept cattle, and every first family had a vegetable garden. In comparison, today there are 2 cows for the entire neighborhood, while at least 10 for 20 houses, plus young animals.
    Well, somewhere like that.
Thank you Vyacheslav for the essay, though I'm afraid his neutral tone will not be forgiven for you, however, like me - for my comment.

      Vladislav, good morning!
And what should be the tone - accusatory, enthusiastic, etc. such that reflects a state of inadequacy?
I believe that this article by Vyacheslav Olegovich is one of his most demanded articles. We must each rummage in our memory and remember the signs that should have said a lot to a person without intuition, but did not. Because he had no experience of evaluating such a phenomenon as a house sliding into a stormy stream on the sand. And a person with intuition was forced to shut up, spitefully and mockingly refuted by those who were supposed to be in the position, and by those who until you poke your nose into the obvious sign of the fall of the house, he will not believe you, but more often he will not believe his eyes. For it is scary to be sure.

Well, don't do that, Vyacheslav Olegovich! Let's be tolerant. Nature made us different. Otherwise, there would be no progress created by the struggles of opposing opinions.
But sometimes there are epochs when there is only one opinion and therefore a priori correct. Not so now, but the horror is that you can drown in diversity without seeing the general trend.

Gee ..., I was awarded with similar epithets back in 2014 and 2017 !!! In other matters, the limitedness of comrades (gentlemen) like you and other riffraffs proves that society is developing in a spiral! At the very least, it is necessary to rummage through the archives and I will not be surprised that you have tried to offend me with this thesis more than once or twice. Poor, primitive and predictable. When wondering if you and others like you will come up with something new? And then, as always, a mountain of insults, then a bite of minuses, and then ridiculous complaints to the site administrators.
Earlier I tried to highlight the seasonality of such exacerbations, the recurrence of statements, now I don't even get pleasure from scoffing. It's not even funny anymore!
However, your appearance was at least foreseen by 5 comrades besides me !!!
Okay, especially for you, once again, damn it, how many times I answer - if you remove everything, literally everything that Vyacheslav Olegovich Shpakovsky did to develop a real sandbox, all his works in the teaching field, revoke patents, burn books about weapons, armor and tanks, novels and children's books, black out articles in periodicals from the Tank-Master to the Technique of Youth, for me personally, He will remain a good owner of the beautiful cat Basya and I will greet him as the owner of Sonya's cat! This is enough for me personally, and for you?
How surprising is the spinelessness of those like you, if you are sick of the works of Vyacheslav Olegovich, why hell are you reading them !!!
If you want reciprocity in communication, write to the local police department, to the prosecutor's office, to the president! Specially trained people will explain to you, explain, along the way cursing federal law 58 !!!

What, nafig, successes of Soviet propaganda after Suslov became responsible for ideology ?! By himself, he is a good man, but a complete dogmatist. Ideology simply did not develop under him! Frozen at the level of the 50s. Accordingly, such propagandists were released. And this is impermissible - technologies have changed, the standard of living has significantly increased and, as a result, the attitude of people has grown. Propaganda had to adapt. And at that time it looked like that. Well, there was no evidence that this was Hitler's provocation. In addition, England and France immediately harnessed.
By the way, at that time, propaganda was quite flexible: from the post-revolutionary freemen, it quickly reoriented society to a healthy lifestyle, the Stakhanov movement, "the best friends of OSOAVIAKHIM", etc. Our propaganda of the Germans unambiguously outplayed the war. After the war, they worked well. And then everything froze. Inertia. But by inertia it is impossible to move forever. Even Gagarin's flight could not be properly promoted. So they froze at the level of the 50s.

And why should the propaganda be adjusted, how to improve and so on, when any criticism of it is prohibited on pain of criminal prosecution?
If you send any objection to the camps, then it is extremely simple and easy to live in your reality in which the people and the party are united in 1989 and everyone is happily marching together. And thus, no reforms, improvements and other things are required. It's great, though, against only a handful of the mentally ill who have not yet been imprisoned or simply put on a straitjacket.
And no polls and inquiries can be carried out in such an atmosphere. It's like a director whom everyone knows as a peeling one who kicks out for any objection or criticism. Suddenly he finds an insight to check if the whole team really adores him and I work in 7 sweats as the sycophants report. And he will never receive honest criticism and answers. Since everyone will be sure that the answer they will honestly get a kick in the ass.

Based on how much substance that never sinks, crammed into the governing structures of the CPSU by the 80s, they would repress, first of all, those who were still able to think and tried to do at least something.

Typing "Traitors in the KGB" in Yandex, I found a bunch of resources that told me that since the 30s of the last century, betrayal in the ranks of the top and middle level, mind you, the State Security Committee has been growing rapidly. But if in the 30s there were only a few traitors and their betrayal was understandable, after all, the possibility of comparing what was and what became (many of them met their youth even during the autocracy ), and some did not conclude in favor of what had become - then in the 70s and 80s these were already new generations who saw that the ideology froze in place. And what freezes does not necessarily turn into concrete, not crushed by time. And why not, in that case, monetize your selfish motives, since the Union is doomed. They monetized, there were already dozens of them. We know the names of some, others are smaller - no, and their betrayal contributed to the death of the USSR, accelerating it.
And did not the "substance", ascended to the heights of political and economic power, reason as you say? She reasoned the same way, this "substance", the same!
And she, this "substance", found a common language with the KGB. Those who disagreed with political weight were removed. The murder of Masherov still does not come out of my head. And the fact that it was precisely a murder was already clear to everyone who took the trouble to think. And the reasons were clear - he offered something, criticized someone, did not agree with something. But those thinking intuitively understood that they had to be silent. The murder of a man of such a large scale was a signal to everyone, they say, shut up. The KGB was really omnipotent.

        The dissidents were not silent.
But their monetized screams and shares were sickening. Many of us were deeply Soviet people. And in those days it never entered my head that the demonstrative massacres of dissidents were of a propagandistic nature and should rally the population around the CPSU and its line.
And now I generally think that everything was there by mutual agreement of the parties.

I completely agree that propaganda was then as stable as a bicycle. The only trouble is that a bicycle without movement stands stably leaning against anything, or stably in place lies a fallen one. And it was necessary to go on it after the changing generation and its interests. But Suslov, Lapin, Epishev did not move steadily anywhere and wanted the lower cyclists to be stable in exactly the same way. Well, there were always enough initiative idiots in the lower ranks. I remember, on the ship, a political officer of one of the warheads. So he specially wore shorter trousers so that everyone from a distance could see that he had statutory socks. He looked like a clown and so were his political studies. If only everyone could hear how he promotes achievements, how successfully and by what percentage the USSR overtook Tsarist Russia in 1913 during the late Brezhnev era. And try to argue with such that seventy years have already passed. I could report this to the special officer. And everyone was simply afraid of him, both officers and sailors. So there were such propagandists then too. It seems to be a stably lying bike, but it becomes somehow dangerous if you ask it a question - why don't you go ahead and forward ...

      Good morning, colleague North 2!
propaganda was then as stable as a bicycle. The only trouble is that a bicycle without movement stands stably leaning against anything, or stably in place lies a fallen one. And it was necessary to go on it after the changing generation and its interests.

It was necessary to run ahead of the bicycle and offer something new, understandable to an entirely literate population, a significant part of which had a higher education.
And those who had already betrayed fled. But we couldn't see it from below. It was not visible where they were running. The dogmatism of the 50s was their cover. Like, you see, we are firm in intentions, like a rock under our house. And they lowered the house on the sand.
But for some reason it seems to me that the Russian Empire was already standing on the sand. Hiding behind dogmas, she did not turn sand into stone, but on the contrary - a stone foundation - into quicksand. The Bolsheviks were forced to use sand, but the sintering technology was never created.

Imagine, in a very early childhood I learned to read Pravda and Izvestia newspapers, in late preschool I started listening to Voices, and then there were no people around me who more accurately assess what was happening than I did. then to Cassandra?
To offer a way out of a tragic situation, to resolve an intolerable situation is given to few. There are even fewer people who have comprehended the method of a dignified way out of the impending tragedy and who have sufficient energy and state powers for this. The main thing here is not to slow down, not to be late with decisions when a danger is indicated by some Cassandra. This is if there is a task to keep the house from sliding down the sand into the raging stream of History.
But, you know, there are irresistible elements.

By the 1980s, no one believed in the Soviet press, much less propaganda. Those who wanted objective information turned on the HF receiver and listened to the "enemy voices". Of course they tried to jam it, but if you tried, you could always find an unblocked channel, not the Voice of America, but Deutsche Welle or Svoboda or someone else. About the same Chernobyl "voices" reported 3 days earlier and in greater detail than in the Soviet press.
And everyone's tape recorders were not at all what they played on Soviet radio. Solid ideologically alien rock or disco, or generally emigrants like Willie Tokarev. And if you believe the now deceased parents, then back in the 1950s, when there were no tape recorders, craftsmen cut discs on used X-rays, and not the Red Army choir, but any jazz that the official propaganda branded "fat music" and considered a harmful bourgeois influence. And to these self-made records they arranged "dances on the bones".

He also conducted a reception of voters, built a playground on the street. Revolutionary, and ... that's it! This is how we had effective "people's power" in the localities

As a result, the plant was never completed and put into operation [12].

I don’t know what is there according to party documents, but in reality the plant was built with the money of the USSR Ministry of Defense, the construction was supervised by the deputy chief engineer of the PrivOvO Colonel Andrey Pavlovich Linnichenko, the father of my school friend. The disposal of chemical munitions was carried out, the process was shown on TV several times.

Dear Sergey! I do not know either. But until at least 1992 the plant was closed. There are documents, there are ... everything is there. I myself, of course, was not there. But I was passing by on a train and saw its sad skeleton. Then in the 90s there were similar conflicts with a plant near Penza, but the plant was opened there. And the money, the MO gave something without a doubt, but the Americans also gave and came to check where they went. Moreover: in 2000 some year I was undergoing retraining at the Saratov University. I come to the Minister of Public Relations to agree on the practice of my students. And he tells me that Barack Obama's first visit abroad (after becoming a senator) was here, to them, and he came to see how our nuclear weapons are stored on their money. It is unlikely that the minister would begin to tell me stories in a serious conversation. And it is clear that the Ministry of Defense had money here too, but they gave it too. And they showed it on TV ... You don't remember exactly what and when. You and "Caligula" were attributed to me, although it was written about something else. Human memory is imperfect. The plant I am talking about was built and started up in the late 80s, I think, in Shikhany. Pavel Andreevich resigned in 1991, when the army was purged. And do not confuse a nuclear weapons storage warehouse with a plant for the elimination of obsolete chemical weapons. I don’t remember whether binary chemical munitions were included in the agreement or not.

I'm glad for such a memory. But it is not entirely clear why young specialists joined the bankrupt CPSU in 80 in the dismal USSR of the 1980s (I agree with this)? We also had such at that time, but they climbed there insofar as, due to their stupidity, they could not make either a scientific or an industrial career. And as for the documents - they are different, again, for some reason in the party papers it was found that the plant was not built, but it was built. And how, was he, or not? And what to do with such "documents"? As for Chapaevsk and Shikhanov, I did not confuse anything, Pavel Andreevich was building a plant in Shikhany. And he built it. And about the nuclear weapons warehouse - I was not the first to mention, I just asked not to confuse these structures.

Well, yes, Revolution Betrayed is a guide to action. When the Americans asked Konstantin Simonov if he had read Revolution Betrayed, and he answered in the affirmative, they asked about his opinion about the work. He replied with an analogy - "Imagine, after the boxers fight, the loser writes a book that, it turns out, he won this fight." The debility of Soviet propaganda was that, instead of analyzing opposition ideas, they were simply hidden in special depositories. So I read Bukharin's works in the mid-80s and was convinced that he fully deserved his bullet. So I didn’t find anything “interesting” in the heap of the opposition’s books that fell upon us in the second half of the 80s. And "1984" is generally nonsense, written with money from MI6. There would be no need here for a Marxist propagandist about fables. After all, you substitute yourself thoroughly. With money from MI6 it was in the mid-90s in the AIF, if you look at the opus itself - it is at the level of the Archipelago and other nonsense. Maybe the Archipelago is also the "cry of the soul" of a person striving for the truth? He strove all his life for an estate in Vermont. The archipelago is not MI6 money, it is the CIA. The gentlemen from abroad very diligently explained to us how badly we lived in the USSR, and the propagandists of the "middle link" with their stupid propaganda contributed to the increased assimilation of foreign reading material. By the way, what is your opinion of Bukharin? Is this an "innocent victim of Stalinist repression"?
And further. Back to the beginning, about Shikhany and Chapaevsk. The original note was about the fact that the Americans allocated funds for the disposal of chemical weapons, and a group of "environmentalists" disrupted the construction of the plant. So it was in the party documents unearthed in the archives. The city was not named. I replied that such a complex was built in Shikhany, and with the money of the USSR Ministry of Defense. Suddenly, Chapaevsk appeared, which I did not mention at all. What does he have to do with it? You can name a dozen more cities and ask me if they are the same thing or not.

    Good morning everyone!
An article about "the achievements of party work with the masses, about the development of the political education of the working people, about how the CPSU, sparing no expense and effort, trained agitators, propagandists, and opened the universities of Marxism-Leninism"
The author did not bother to explain to the generation that did not live at that time, and why this propaganda was needed at all.
And she was needed so that an ordinary person would think that everything around it was thanks to the Communist Party of the Soviet Union. Nobody believed in this utopia already in 70-80. Except for the gifted. The propagandists also did not believe (see the biography of the author).
Party leaders in the capital did take an active part in leading the country, but the farther from Moscow, the less the party bronzes could decide something.
All finances were concentrated in the hands of the executive branch. In the country of developed socialism, everything was strictly planned. And if some foolish deputy promised the electors an underground passage, then he had to understand that if his promise would come true, the construction of this facility should have been included in the five-year plan, and before that the construction project should be agreed with various authorities.
In the field, let's say at the factory the party secretary performed only the function of the "wedding general". He did not take part in the management of the enterprise. Those who lived at that time perfectly remember the paradox of socialism - the shelves in the stores are empty, and everyone's refrigerators are full.
People lined up in that system. There were also unwritten rules and if you followed them everyone was happy.
I do not know what conclusion everyone will draw for themselves, after reading the article, it is obvious to me that the author, as a former communist propagandist, wants to convey the idea that he and others like him did everything right, but once again he was out of luck with the people.

Of course, this is exactly how it was. Good is a thing! Who will refuse to do what is easy and get good for it? I hope you don’t consider me an idiot? And if the theory were correct, it would not fall apart. They knew, which means they went to conscious cooperation. Nyashek wanted more.
And now you are claiming that the theory is not correct.

Probably they turned out to be kings with the nickname "Rustic". Alexander Prostovaty - sounds. How do you want to bring a person under an understandable "nickname". Funny, but ... stupid. You need comments about the existing government ... Why? What will they change? Shake the air in vain? What for? The current government does not bother me. Why should I criticize her? For myself, I see some advantages. And to improve society ... I give people information that develops. This is the main thing! Is it available to you? Here is criticism, and the potential for change and improvement of society. This is called enlightenment.

That's right, Alexander. Not everyone! Not everyone should be artists, musicians, cooks ... But then who should judge the work of a musician or artist professionally, and not in a philistine way? Artist or musician. Knowing what's the matter. When a shoemaker judges a painting, the best thing he can say is whether he is poisoned or not. I wouldn’t say a word if you wrote “I don’t like the article”. Well, I don’t like it, and thank God. I don't like cabbage pies. But for some reason you climb into the biography, try to speculate where it is not necessary at all, and, moreover, without knowing elementary things. It turns out stupidity.

Mr. Shpakovsky, not so much a former propogan ..., as the people called such figures as a real provocateur. Normal people have the concept of moral consciousness, an inner conviction that is good and evil, the consciousness of moral responsibility for their behavior is always must be present. But Shpakovsky, on the contrary, exposes and discusses the shortcomings of Soviet power, while speaking, and I have nothing to do with it, so do you understand a fellow traveler. A vivid example of immorality and unprincipledness. He lectured us about communism with a clever air, and in his heart mocked those to whom he read, considering them nothing but plebeians who did not understand. And the fact that under the Soviet regime received an education does not count. The main thing is to keep your nose downwind. On the advice and under the strict guidance of parents, members of the CPSU, who also did not like the country in which they lived, not the people living in the country joined the CPSU. The work of a rural teacher is not in the suit, there is a lot of responsibility, and in the material is not very much. But the example of parents is before my eyes. Then go ahead with songs to the district committee, and up the career ladder. The main place is bread, and you cannot bear responsibility, go and talk your tongue. The uselessness of lecturers, with the development of television, was clear to everyone. They did not consider it necessary to speak and write to the higher party bodies explaining the uselessness and waste of funds on lecturers. In no case, they would lose their free income, there is nothing for that. So crowds of lecturers ran around the country, proving to everyone and all their necessity. To live your life without mistakes, and not good deeds is not possible. To live life, not to cross the field. If a person has a conscience, and just shame, he will not expose unseemly actions, for everyone to see, while saying, and what is there such. In my life I had to meet different people, including those who had been sitting several times. Somehow in the company, behind a pile, a conversation came about the offended, what they are. And they unanimously said, more insolently offended, there is no one in the world, so he will put himself, not knowing who he is, you can think anything. The author has the same style of storytelling.

Well, if an ordinary propagandist of the lower level Shpakovsky, a microcosm of the system, let's say you have a vivid example of unprincipledness, then what level of brightness will a comrade in the rank of KGB lieutenant colonel, a communist, who didn’t touch a finger to defend the country to which he took the oath, in which received an education and so on, and so on, and so on, who to this day, with shock work, develops what he promised to fight against without sparing his life?

Well, the party and Komsomol activists rushed to defend their own. Even to find an excuse, both for yourself and for your actions, so as not to look so unsightly they justified. And immediately with a finger at the current president, while saying, and he is the same, no better, if not worse, since the Chekist, etc. Yes, and he is also a shape-shifter, and also kept his nose to the wind. But there is one thing. Unlike Shpakovsky, he does not stick out his exploits and shoals. Maybe the shame remains, but there are things about which it is better to keep silent .. You want to go straight and without pathos, easily. The actions of Shpakovsky, and the manner of describing them, without hesitation, in a simple goat, and the whole tale.

The author has the same style of storytelling.

Sitting at the same table with ex-convicts, you discussed other people who appeased individuals of their sex, but nevertheless, were able to "pester themselves under the garment." Telling about this high-society event, you allowed yourself to compare the behavior of the author of the article with that of the representatives of the lower level of the prison hierarchy, on the basis of his, allegedly, personal responsibility for the lies that he stuffed the population of the USSR with. So you should know that according to the logic of those who have repeatedly sat down, the author who received nishtyaki and buns from hanging noodles on his ears is handsome, and those who hawked bullshit are suckers. What are you presenting to him now? That he was the swindler responsible for cheating the bulls? laughing It shouldn't have been that way, because you didn't scold recidivists over a stack of vacationers with you for crimes committed against property (public or private) and, possibly, the health of law-abiding citizens. And here two conclusions arise:
      1) You did not condemn them, because it was fraught with physical violence from drinking companions;
      2) You did not condemn them, because were in agreement with the actions they performed.
      Then I have two questions:
If the conclusion number one is correct - you immorally allow you to offend a person you do not know because of security, lack of responsibility for words posted on the Internet - no one will look for you, they will not beat you, etc.
If conclusion number two is correct, why are you better than Shpakovsky and why do you allow yourself to scold him?

Telling about this high-society event, you allowed yourself to compare the behavior of the author of the article with that of the representatives of the lower level of the prison hierarchy, on the basis of his, allegedly, personal responsibility for the lies that he stuffed the population of the USSR with. So you should know that, according to the logic of those who have been sitting repeatedly, the author who received nishtyaki and buns from hanging noodles on his ears is handsome, and those who hawked bullshit are suckers. What are you presenting to him now? That he was the swindler responsible for cheating the bulls?

Another defender has appeared, and with the natural impudence inherent in his people, he begins to argue about which he has no idea. With such reasoning, write scripts on TV, they love such a booby there.
    Quote: Krasnodar
You immorally allow you to offend a person you don't know because of security, lack of responsibility for the words posted on the Internet - no one will look for you, they will not beat you, etc.
If conclusion number two is correct, why are you better than Shpakovsky and why do you allow yourself to scold him?

Is it possible to insult Shpakovsky? Yes, from him, like water off a duck. Do you want to look for me? Let me know on VO, when you are in Bryansk, we will meet and discuss Shpakovsky, and any other questions. I'm better than Shpakovsky.

Krasnodar (Albert): So you should know that, according to the logic of those who have been sitting repeatedly, the author who received nishtyaki and buns from hanging noodles on his ears is handsome, and those who hawked bullshit are suckers.

stop Stop, stop, Albert - you lead the audience in the wrong direction.
The criminal classification of deceivers depends on many economic factors, human psychology, his ingenuity and is simplistically divided into two categories with different types and subspecies
    1. Selfish - "sharper-mannlicher" (thieves and pryatnennye)
1-a. "Katranschiki" - swindlers who breed citizens, in specially designated places
1-b. "Bugs" - scammers who breed citizens, in public places
1-c. "Puppeteers" - swindlers who breed citizens by substituting material values, or moral concepts
    1-d. "Suitors-accelerators" - fraudsters who commit fraud when buying and selling cars; selling counterfeit train and other tickets; selling fake precious metals or products from them, fake paintings, icons, antiques, etc .; committing deception under the guise of fortune-telling and sorcery; selling fake lottery tickets to win scarce goods;
1-d. "snowdrops (priblatnennye fraera)" - acting under the guise of a person conducting a search, etc .; “Working” on behalf of representatives of government agencies, incl. to raise funds for any charitable needs, provide housing, etc .; posing as heroes and war veterans, sacred ministers, etc.
    2. Selfless - "Jesus" (fuckers)
Persons - misleading and not receiving selfish and moral benefits; naive believers in their deception.

So before attributing Shpakovsky to any of these categories, you must first find out from Vyacheslav Olegovich himself whether he had any material benefit from his studies as a propagandist lecturer, or did it absolutely disinterestedly, t.s. at the call of the heart

      Hi Richard! hi
Plus or minus I know what kind of swindlers there are, and Shpakovsky wrote about what he had from being a commie and lecturing. The whole tsimes is different - if a person writes in the internet about his communication with good people, it means that they are chatting about it in Real, and if so, they can take him by the gills with clarifications, and since people are sociable and impressionable - they will sing. But the cops do not really need him - they will merge him with the same former prisoners for the sake of "establishing trusting relationships" wink
Although, once again - a normal person will not bother anyone that he communicated with repeat offenders. yes

Propaganda is the more effective, the more processed or untreated masses of the people can decide - in a constructive or destructive sense. Strictly speaking, this is the "issue price".
In the USSR, it was possible to create a rather rigid structure that deprived a person of many opportunities for expressing discontent - economic, political, informational and propaganda. The rigidity of this structure was supported by the host of bureaucracy, the planned market, the fight against unemployment, the state's monopoly on the media and the means of production, and, finally, propaganda.
With the development of the USSR, the ability of an individual person to somehow influence the system as a whole faded more and more, accordingly, the potential value from improving his processing by propaganda also decreased - the state was interested in the average temperature in the hospital and the ability to rivet tanks in principle, and not in the search for some separate keys to the hearts of small disaffected groups. In the event that the state refused from the strategy of combating unemployment, perhaps there would be motivation to look for such keys - but so, these people still (as a rule) brought benefit, and in place of their talents in other places there was always someone more loyal.
Everything changed when economic stagnation came hand in hand with a desire to improve (something existing, but more specifically a political structure) - it turned out that the speaker had forgotten how to speak with his mouth not with faceless "masses" floundering in a rigid structure, but with conventional passionaries of all sorts. For a breakthrough somewhere these people were needed, but propaganda has lost the golden key to them since the 60s.
Naively believing that by giving them the opportunity to "let the park down" it will be possible to attract them to the constructive side - they were given freedom of speech, well, as a result, they began to sing with ardor each about their own, here the fairy tale is over - and hello Gamsakhurdia and the company.

Conclusion - propaganda is a more or less point weapon, and not mustard gas from the fields of the First World War. In the USSR, propaganda worked for the most inert representatives of society, it is not clear why, because they were, like working bees, involved in key movements of the state. For the least inert part of society, propaganda was ineffective and ridiculous, provoking a backlash that stimulated their protest views. The understanding of the combination of propaganda with power and stimulating tools, as the USSR evolved, was completely lost.

In the USSR, propaganda worked for the most inert representatives of society, it is not clear why, because they were already, like working bees, involved in key movements of the state

      Knell, it's very clear why.
These inert, as you say, but huge, constituting the most significant part of the population, the masses of people are most successfully involved or not involved in historical processes. The propagandists' task was to keep these masses on the sidelines and not get confused under the feet of traitors who were breaking the state. So that they could not be organized into a resisting mass by some authoritative military leader. Or a reputable civilian.

Here I am a propagandist from the district committee. I came to you to pursue the party line, which means the CPSU is alive and still as alive! She led you for 70 years and will lead you further. Trust! Trust her! The party knows what it is doing. Yes, there are temporary difficulties, you know them, we all know them, the party knows. There are "some shortcomings", new things are not easy. Get involved in the eradication and overcoming, the party will support you!

This is how propagandists in the RSFSR, often not knowing the consequences of their actions themselves, conjured up a golden dream. And each of the non-passionate thought, they say, let the neighbor eradicate and overcome, because he is quick, but I do not mind, nodding my head. Hundreds of non-passionate people hoped for one passionary person, and he, realizing where everything was going, was already looking out for a place for himself in the future capitalist paradise. So in a dream we drove into the 90s.
I cannot reproach non-passionate people. At any time, these people reproduce the size of the nation and endure the burden of difficult times for the country on their resigned shoulders. This is their task, given to them by nature.

But I cannot reproach the propagandists either. Yes, most of them understood that they were "rubbing their glasses" on the population. But I am absolutely convinced that none of them expected the Bialowieza Agreement. These people turned out to be betrayed by the authorities, like all of us. Most of them have become unclaimed. Few settled successfully. Just as few of those who were not propagandists successfully settled down.

The system, for all its strength, was unviable, because it was operating more and more with abstractions - its failures were accustomed to carefully masking in various ways, its successes were glorified beyond measure. All this we got from the USSR flesh of flesh, and now we essentially exist in the second round, only without communism, in an even more sophisticated form. I think the result will be the same - and after that there will probably be a third round.

Numerous books and fundamental scientific works should be devoted to Soviet propaganda; in a series of articles, all the problems and features of this activity should not be covered.
However, here colleagues quite clearly and competently noted that the main (one of the main) reason for the defeat of Soviet propaganda was its inertia, dogmatism, its obsolescence and inconsistency with the realities of our time.
And, unfortunately, these same features were present in one form or another in all branches of state activity during that period, which, in my opinion, was quite rightly and aptly called "stagnation." One gets the impression that, anticipating the onset of the "five-year funeral", the Soviet leadership tried to stop time with a collective volitional effort.
I consider Suslov's personality one of the most sinister in the history of the USSR. It was his activity, in my opinion, that predetermined the collapse of this country. Due to what qualities he managed to acquire such a great influence in the country's leadership, I do not know. Whether he was a great intellectual, whether he possessed an unbending will or inexhaustible energy, the gift of persuasion, or simply enormous charisma - I do not know. But the fact that he, probably a convinced Marxist, was able to put ideology above all spheres of the country's life and, most important and terrible, above the economy, which contradicts the most basic principles of Marxism, distorts them, in the end turned out to be a deadly poison for the USSR. If we use Marxist terminology, then there was an attempt to replace the basis with superstructures and the resulting system immediately collapsed, and the state that created this system collapsed along with it.
Propaganda is simply the tip of the iceberg, that which lies on the surface and is available for research using relatively simple methods.
Thanks to the author, for once, Vyacheslav Olegovich, I am ready to agree with your "political" article in general in full. Although the thesis that the film "Regional Emergency" was filmed "very realistically" seems dubious to me. All the same, there is enough chernukha, grotesque and exaggeration in it. But this does not make the article worse.

Specific and objective data on the economy, for example, or data from opinion polls, reports and information provided by certain bodies, enterprises, organizations to the relevant ministries and departments, we do not see what these ministries represent to the country's top leadership. We do not see orders, instructions, guidelines and orders of the governing bodies. This is all - the underwater part of the "iceberg".
By and large, we can judge what is happening in the country (both in our own and in someone else's) either through the prism of state propaganda (ours or someone else's), or by our own impressions, which are always very narrow and subjective.

And yes, people perceive and analyze information in different ways. I don't know a lot of people who are able to simultaneously hold in their head significant volumes of completely different information, structure it, generalize and draw informed conclusions. You can call them "chosen", although they are "chosen" exclusively by nature, which has endowed them with certain abilities, and constant mental practice.
Most people do not have such talents, and specially selected and properly presented information (propaganda) affects them much more effectively. Perhaps these people subconsciously feel the danger in information flows, but they cannot discern it, experiencing an irrational dislike for these flows, akin to a phobia. Therefore, they are afraid of the word "propaganda", and the word "propagandist" is abusive for them. I do not know.
For me, the word "propaganda" is absolutely neutral and acquires some kind of qualitative attribute such as "good" or "bad" only in relation to a specific type of propaganda. Promotion of the value of scientific knowledge is good and useful. The propaganda of pseudoscience is bad and harmful.

There is nothing to cover in fundamental works. Due to the fact that there was no alternative to the state monopoly on any media in the USSR, its propaganda degraded rather quickly, preferring expansive methods of influence over extensive ones (as, incidentally, the USSR itself preferred to act).
Often, strong images were endless chewing of pre-war-war agitprop, gradually fading and losing power / relevance.
Soviet propaganda represented a truly modern impact in the 20s and 30s, but it was a relatively short period, after which a large-scale military remission became a revival - after that, it was not necessary to talk about Soviet propaganda as something "fresh and effective". Here, in the comments, they mentioned the coverage of our space successes - for comparison, it is worth looking at how similar successes were covered by the same Americans, which fashion show with gloss, high-quality photos and epic Hollywood products spat out their agitprop as they were catching up and distilling, as they say. And what did we spit on it. The people responsible for this ALREADY DIDN'T UNDERSTAND how to impress and charge people, they were hopelessly lagging behind their overseas colleagues, which was eventually demonstrated by the Western cultural expansion a little later.

Yes, there is something. It cannot be said that Soviet propaganda was absolutely useless throughout the entire existence of the Soviet state. Somewhere it acted successfully, somewhere it failed.
I don’t know how anyone, but personally, on the basis of the books I read, the films I watched (if we pay attention to the dates of writing books and the release of films), I got the impression that the actual "stagnation" began, probably, from the second half of the seventies or a little later. ... Books became insipid and boring, films - gray, as if from an incubator, the freshness and sharpness of themes was lost, the characters of the heroes became again, like under Stalin, cheap and flat, verified from an ideological point of view and therefore empty, but art is of great importance for advocacy work.
This, I think, could be written about.

An old anecdote comes to mind. I don't remember if I published it here, but repetition is the mother of learning.
A young writer brings the play to the editor.
The content of the play is as follows: a young man meets a girl, they spend the whole day together, and in the evening they make love at his house.
Editor: It won't. Where is the leading role of the Communist Party? Redo.
The next day the writer brings the play, everything is the same, but the heroes make love on the sofa, over which there are portraits of Marx, Lenin and Brezhnev.
Editor: Okay, the leading role of the Communist Party is visible, but where is the leading role of the working class?
The next day the play is redone. Everything is the same, love, portraits, but everything happens in a working hostel, and in the next room at this time two young workers forge iron, setting the rhythm of the lovers.
Editor: Great! The leading role of the working class is there. But where is the perspective?
The next day, the play comes in the following form: everything is the same, love, portraits, young workers forge iron and one of them, wiping the sweat from his forehead, says to the other: “Listen, Ivan, well, he’s on ..., he’s sick of it! Tomorrow let's do it! "

The successes and "failures" of the communist propagandists of the 80s ...

Although the topic should have been designated:
"Failures and failures of the communist propagandists of the 80s"
Dear author. I gave you a "+" for your efforts. I just remember how difficult it can be to find the right words in the answers and give convincing arguments.
You have started a breakdown of the 80s period. But, tendencies and inclinations, as well as obvious ridicule of communist propaganda and imposed ideology, appeared much earlier. Yes, yes, yes ... From those familiar anecdotes "about Petka and Vasily Ivanovich" and anecdotes about the fact that communism will come:
“Here are my sandals. Here are your sandals. When Brezhnev's sandals stand between them, then communism will come. "
People began to doubt when they went on tour packages to socialist countries and saw with their own eyes how and how socialism in Germany, Poland, Bulgaria differs from socialism in the USSR (in the RSFSR in particular). And whatever our party leaders would say, it all collapsed about inconsistencies and obvious contradictions in the provision of citizens of these countries. What is there, a sin to conceal, if the Baltic countries claimed to be the stronghold of Western civilization. Even in the early seventies, disregard for those who live outside the Moscow Ring Road began to be observed among Moscow residents.
In addition, the 1957 film "Communist" was perceived in a completely different way from "State of emergency on a regional scale" from 1988. BUT!!! Is it possible to judge the real things in our life only from films? You can compare the methods of work of the criminal investigation department from the movie "The meeting place cannot be changed" in 1979 and "An hour before dawn" from 2021.
As for all these "creepers" and "nuthatches" from the nomenclature of different abbreviations, they lacked legal funds for complete "happiness" and "demonstration of their true face". It was with the emergence of the cooperative movement in the mid-80s, and in essence the legitimization of speculation, that the USSR began to collapse before our eyes. There was no need to invent anything right there. Some signed orders, others bought goods in warehouses at state prices, and others successfully sold them with a “cooperative margin”, dividing the profit between “the right people” and pushing ordinary citizens to coupons and empty shelves.
Then only the dead did not speak about the "marked" one.
It was in the artificially created economic mess that separatist tendencies arose. And some especially zealous managed to drive into their heads that the republics can do without the Union, that the RSFSR will continue to supply products at state prices ..
    And the hell came out!

Yes, the law on cooperation destroyed the economy of the USSR. But even under Stalin there were cooperatives and artisans. And they only had a positive effect on the economy.
Is the law in the form in which it was signed by Gorbachev stupidity or on purpose?

There was no artificial mess - but it was the most natural for the planned distribution economy and the policy pursued at that time, it all began in the 60s when the civil sector was pushed into the background by the same Ustinov, who put in the first place the military-industrial complex the same bulk on the maintenance of the USSR 120 rogue countries, here it is scattering all the resources and funds that hit the economy, in addition to this, the budget was also planted on foreign currency to cover the deficit in the country - we will import everything that we cannot produce ourselves or in the required volumes, and more and more enterprises and factories began to appear inside the country economically unprofitable producing products simply to the warehouse and to the sosalovo from the budget at the expense of other enterprises that this budget was replenished - in 1986 the lof ended oil prices fell by 50% in the same year according to the budget of the USSR the accident at the Chernobyl nuclear power plant was blasted by Thoran the country did not have a single stash for a rainy day as well as an action plan that and how to do it - in fact, the whole country only spent spending on everything without receiving returns, and the planned implementation was reduced to constant postscripts everywhere and it came to everything that up to 70% were attributed everywhere there were their own party economic mafias, and the nomenclature and so lived better than everyone else "Complete" happiness "And" demonstration of the true face "they did not have enough legal funds" everything they had was fine and they did not need anything, and the services of speculators and tsekhoviks were excellently used by the population until the mid-80s, but they are not the reason that the Soviet economy since the 64th began to slow down the growth rate and in the 70s reached 1.6% of GDP per year, just in the 80s the country began to turn into bankrupt because of all of the above - the very marked actions of which became accelerators of the process, even if he did nothing and stared blankly at the ceiling in his office from collapse The USSR would not have saved in any way, either economically or politically - an economic crisis is always followed by a political one and an economic one back in 85o. m was impossible to prevent.

It is easier to look for the culprit on the side in your problems than to admit your inadequacy, inability and unwillingness to solve your problems.

As a result, no matter how much they talked about improving the work with letters, it did not improve.

You might think it is now well established. Yes, under no government work with letters was not carried out. Not under the tsar, not under the USSR, not under democracy.

As a result, the plant was never completed and put into operation [12].

The plant was built (which is logical - it was built on the basis of an existing plant, and not from scratch):
01.08.1989/XNUMX/XNUMX: completion of the main construction and commissioning works. The beginning of mass protests of the population of the Kuibysh region against the construction of the plant.

05.09.1989/1564/XNUMX: The Central Committee of the CPSU adopted a Resolution on the conversion of the plant for the destruction of chemical weapons into a training center, enshrined in the Order of the USSR Council of Ministers No. XNUMXr, signed by N. Ryzhkov.

And even managed to work, but was abandoned - the mortality rate among the population of the city went off scale all conceivable limits:

The territory of the former SVZH is one of the main environmental problems of Chapaevsk. In 2011-2012, the State Research Institute of Organic Chemistry and Technology carried out engineering and environmental surveys on the premises of the former plant. Studies have shown that there are toxins throughout the territory of the SVZH that require deep utilization.

As you all understand correctly. This is exactly what happened. And people nodded their heads with understanding. And I nodded when the "senior comrades" said this to me. You just have a wonderful understanding of the realities of life. Not like some who clearly live in the thirtieth kingdom.

Well, that's about propaganda. Right now I am watching some kind of musical party in the Patriot Park on Zvezda (I didn’t have time to switch it - “17 Moments of Spring” had just ended). So what's the catch: the action takes place near the central church of the park. What the presenters said: "The temple was built in the name of the victory of the SOVIET PEOPLE in the war and the revival of the destroyed economy of the state." So once again - THE OBJECT OF RELIGIOUS CULT was built in honor of the military and economic successes of the ATHEIST STATE. Do I have one roof going? Is it necessary to arrange dances on bones?
In the USSR, there were unnecessary things on the right topics: the ballet "The Dawns Here Are Quiet", the opera "The Story of a Real Man". What now?

A very interesting beginning, I will wait for the continuation! About the Saratov region mentioned in the article and Saratov in particular: in 1989 I moved there with my parents, for the first three years we lived in the Zavodskoy district (16th quarter and further, to the villages). So there already at that time on the street was, at least, "Chicago of the 30s", if not worse! What could the propagandists tell people who every day saw "actively nascent capital" and its "side" in the form of showdowns, stabbing, shootings through the window? )
