The details of the organization of security at the airport, where the "Yom Kippur aircraft" was robbed, became known

The security of the airfield of the Taganrog Aviation Scientific and Technical Complex named after Beriev (TANTK), where the equipment was stolen from the plane of the Yom Kippur Il-80, was carried out by departmental security according to an agreement concluded this spring.

As follows from the data posted on the public procurement portal, TANTK im. Beriev spent 24,1 million rubles on organizing security. The agreement was concluded on April 1, 2020 for a period of one year until March 31, 2021. FSUE UVO of the Ministry of Transport of Russia was chosen as the supplier for "the provision of services for the protection of the transport infrastructure facility of the Taganrog (Yuzhny) aerodrome of PJSC TANTK Beriev", as the only one available on the basis of the decision of the Russian government of 2011.

The sole supplier of the Federal State Unitary Enterprise "UVO of the Ministry of Transport of Russia" was determined on the basis of the Decree of the Government of the Russian Federation No. 42 dated 01.02.2011

- says the documentation.

According to the documents, eight round-the-clock posts should be organized at the airport to guard the facility and prevent damage to the customer's property.

As previously reported, from the airfield TANTK im. Beriev of the Il-80 "Doomsday" aircraft, the attackers removed the radio equipment in the amount of 39 blocks of various communication equipment and five more boards from five of the same dismantled blocks. Presumably, the list of the abducted included radio transmitting and receiving devices, equipment for classifying speech information and encryption devices.

According to law enforcement officers, the so-called "metalworkers" who were somehow familiar with the specifics of work at this airport or who had previously worked at this facility could be involved in the theft. It is also possible that the stolen goods may lead to leakage of top secret information.

The contract itself with a diagram and a list of posts (pdf format) lies with the State Procurement:

How so. After all, here one "found out" that the fault is the low salary of "hard workers".

If it turns out that the hard workers and the guards receive 15-20 thousand rubles a month, then all questions about the quality of the guard will be removed.

It turns out the dough has been dumped a lot - 2 million rubles a month. wink

And there are such clingy guards - horror. Fidel Castro visited Sverdlovsk in the last millennium. I decided that since a beard suits him, I will also close up the beard. For a couple of days, perhaps a week, I walked through the familiar checkpoint, where they knew me. And once I went through the central one. The pass included my photo, of course without a beard. There it was not pleasant, they compared and detained me. The head guard came, brought a typewriter and told him to cut him. They took off their beard and saw that I am me. But in the shop on the site he had a tsuris. How dare you let go of your beard, you are a turner, and for safety reasons you had no right to do this.

Why did they stick to the guards? The plane remained and it was in place. Whatever on the plane does not interest them, they conduct external security. Even if the leader was stolen and led tied up through the post, they have no right to detain them to a guarded place, it has nothing in common. During his entire service, he was on guard once. At the same time, they received exhaustive instructions not to allow anyone to approach the aircraft and not allow anyone to enter the aircraft. Shoot but so as not to damage the equipment in the parking lot. This must be imagined, he was on the clock twice for two hours, but no scum approached until the guard was removed. Apparently worried that we would damage the equipment when we shoot and kill.

And how does salary affect the quality of work? The slogan "As you pay me, so I work" is the slogan of the lazy and mediocre. I dare say so, more than 40 years in production.
Give Pupkin a million, and he will overtake Schumacher? And Schumacher for 15 thousand wooden pillars will start knocking down at turns?
People do not work as they are paid, but as dad and mum brought up, and as they can. So it is not necessary to shift from a sick head to a healthy one. They screwed up.

To manage production when a dozen different machines are noisy in the shop behind the wall, is it to drive with your hands? You would call a technologist that way, so he certainly does not bother with iron himself, you know ours. laughing

In production, if you start making good money, then a technologist will immediately come, stand a shift with a stopwatch and cut the price. A person who can make 500 parts per shift for 2000 rubles will never make 700 parts, because he will still be paid the same 2000 rubles. If the employer is not interested in encouraging feats of labor, then there will be no feats.

I hope very much that the reptiles will have time to catch before the transfer of "OO importance" of blocks and fees for the hill. This is a state matter. Even if the hardware is outdated. There have already been examples with "friend or foe" blocks. Remember the captain Belenko? This is not a joke.

Yes, and here it is. The departmental security does not strain, they work a day / three. And 2 lamas is just the monthly salary of the team, if you include the chief and the deputy. By the way, the operatives in the team get more than the team leader, since there is a lot various allowances. And as if the guys work normally, so basically all the former retirees of the Ministry of Internal Affairs and the Ministry of Defense, as it were, the majority are quite young 35-45 years old, perfectly trained, and in fact have an income of 50+ per month (I judge by my region, since I myself am a military pensioner and work in the VOKhR, this is in fact a week of work per month.) There is more of a problem with powers, since according to the Law on Departmental Security and Government decrees, departmental security officers are not entitled to inspect persons who have permanent passes for the territory of the object, so the rat was inside the enterprise and used its official powers, and, accordingly, it was not a problem to cook up a transport pass to take out the property.

Dmitry Andreyanov, a former engineer for the technical operation of flying ships, says that the source who told reporters about the theft of 39 radio stations was most likely mistaken, and it is about electronic components. Andreyanov also notes that the phrase "opening the cargo hatch" is surprising for people familiar with the IL-80 device.
            - Such a hatch cannot be opened with a crowbar or crowbar - the maximum will be able to break the casing, then the so-called. "Power set" of the hatch, and through it there is no way to break through. To get inside, the hatch must be opened, and all its drives are electro-hydraulic. This means that the aircraft must be powered up, get into the cockpit, and find the corresponding toggle switches on the flight engineer's console. https://novayagazeta.ru/articles/2020/12/08/88276-vskrytie-sudnogo-dnya

These are typical private shops, although they have the word "state" in the name. At the helm are mainly retired military and police officers. And the workers really get 15-20 thousand rubles. Practice shows that the most effective security is your own enterprise. She has a lot of leverage by the management of the enterprise. So the incentive to guard well is fear. All security guards from the outside are afraid only of rare checks by their leadership, and not by the leadership of the protected object, to which they are not subordinate

It is written about the year 2000 ... Then there was a "nursery" at the VOKhR department. That year, or the next, it ended. There were ten aviaries left, and one warrant officer for the entire household. The dogs, of course, did not write a report. But the warrant officer tried. That's why he quit ...

Man, why do I need all this? I am a military man from a military family, where even my grandmother in the Kotovsky brigade was not an ordinary soldier. I know the structure of the KGB / FSB and special departments - earlier in detail, now superficially. At home, they were always treated negatively, but tolerantly. As for the police, approximately. When necessary, we helped them; when needed, they helped us. But they didn't love each other. Forced symbiosis, so to speak. All tasks in particular are different.

It's just that a person from the street will not be able to steal blocks from an airplane. You need to know which hatches to open, you need to be able to open these hatches, you need to be able to dismantle the blocks (where to unscrew which lamb, where to turn which locking screw, where to simply push the handles ...). Well, they didn't pick them out with a crowbar!

Break, crush will not work. Such an aircraft stands under an alarm against penetration inside, a radio channel is used, then to the security console. If you turn off the radio channel, then it will be immediately visible and it is clearly not "metalheads". It takes time to remove how many blocks. Maybe they were stolen earlier, not at one time, and then brought under an alleged gross theft.

Naryshkin recently touted how Russian spies were getting classified information around the world. And Mendeleev was among them, and Griboyedov. Not otherwise under the boss he boasted, serious people do not talk too much.

P.S. In the ancient 80s, as it was necessary from the railway station of Minsk to pick up the heels of the fighters who identified 2 goals of the disbat. And they were accompanied by one warrant officer. And we loaded them into a kung a prapor in our cabin. On a dumb question and type HOW? This will NOT run away for 2 years of disbat. How so without protection?
To which the story was told to us. In a nutshell, 5 future electronics engineers got into the ranks of the noble SA in the troops of the Strategic Missile Forces. There were such people in Balarus then. And the sieve figures found that idle blocks were lying around from the racks. And in them the rarest and most scarce mikruh diodes and transyuk are immeasurable. And this is a pure klondike. In Russia, they set up a business to dispose of these blocks in cash for a citizen.
The stump is clear. And the stump was clear to them they wanted to immediately sew on espionage from their homeland and start the sky in a strip from a dozen.
But then they reviewed and retrained. And they gave only 2 years of disbat.
And under investigation they have already served 21 months.

It all depends on the leadership.
I can only compare with the Irkutsk aircraft plant. There were also civilians on guard.
The entrance to the assembly shop is only by cards (early 80s, where did you see the Proximity card?), And there was a small red-haired girl on guard, nicknamed Katka Petlyura.

Extra proof that they did not take "non-ferrous metals", otherwise they would have grabbed more weighty things.
And the protection of a strategic object by VOKHRA looks especially good, that is, grandmothers with Nagant revolvers. We have not yet transferred the protection of the Strategic Missile Forces positions to the VOKHR? Otherwise, at this rate, only scraps of wires will remain in the mines.

And now the most interesting thing, gentlemen, I once fought with this dirty trick, under the name of the UVO (Directorate of Non-Departmental Security) of the Ministry of Transport, fought long and hard, not letting them into the airport. The reason is outrageously banal. According to our expensive legislation, the protection of airports that do not have international status should be carried out only by the Ministry of Transport - UVO of the Ministry of Transport. ONLY! Unobtrusive services are pushed through the same transport prosecutor's office. They have horse price tags! At the same time, attention, the most important thing - they are not legally responsible for ensuring transport security! Absolutely! In the absolute! The owner of the airport (aerodrome) is responsible for it. Seriously, everything that would not happen with you - the non-departmental security department of the Ministry of Transport of Russia is not responsible for anything! And you, according to the contract that you are obliged to sign, also provide them with everything they need at your own expense.
Now these Mintransovskie ghouls, I really hope, will get a drink from the heart. I really hope so. Painfully, this state banditry drank a lot of aviation blood.

I believe that after this, the Ministry of Transport will be completely liquidated by the UVO, and the management will be put together with the gouging security guards and the management of the Taganrog airport is still worried about how these craftsmen, before removing the blocks from the IL 80, did not go through the same A 50 and the new A 100 that were earlier the airfield landed - and then Il 80 flew in and the secret workers decided to end their long special operation with a cherry on the cake, they removed 39 special communication units and dumped the border of Ukraine abroad with them.

THE MOST PRIMITIVE SECURITY SCHEME for a “doomsday” plane looks soooo...

    1. The plane is surrounded by a movable fence made of chain-link mesh blocks
    2. Two dogs are driven inside - a boy and a girl (so that I don’t get banned ;)) for example - Dobermans - pinschers = a well-coordinated pair and specially trained
    3. Their collars have a GPS sensor and a pulse sensor - with online transmission to the security post

ALL!!! Who the hell would just walk into a protected area!!! am If dogs, for example, are euthanized, security sensors will go off to tell them what’s wrong with the dogs!!!

If, for example, someone in the private security sector did not do this, he would be fired with a “wolf ticket” and he would never be allowed to work as a security guard again in his life!!! Perhaps as a security guard at a cemetery - and that’s not a fact!!! wassat

I think it’s still a special operation of the special services to compromise the nuclear control link and creep towards a dead hand. How could journalists find out about such a high-profile theft - thieves from the gnomes called themselves? (They don’t need it). The military leaked information to the media (the FSB and the authorities are even more inappropriate, it’s too resonant, they show zero information on TV, too resonant and too Seriously, let the authorities talk about this) It turns out that the real customers leaked the information to the media in order to send a political signal to the GDP, but we will find out the topic later - or it will be a deflection of the Russian Federation or something else but a major political statement. This happened with the stop signal in Mariupol already, after a short-term shutdown of Glonass (it was also written in the media, and after 3 days Obama called and stopped on Donbass)

and I say that this is a special stuffing, if they stole something important, they would remain silent and no one would ever know what was stolen, so our special services and the organizers of this action

It’s already clear how. The first department ran to the local police department with a complaint. The whole precinct laughed, making a list of homeless people and acceptances. From there the information leaked to Ren-TV. Well, and then all sorts of TASS and RIA contacted the police press service directly.

There is no information when the theft itself occurred, perhaps it was discovered a month after the theft.

The attackers removed radio equipment in the amount of 39 blocks of various communications equipment and five more boards from five of the same dismantled blocks.

I'll tell you a secret - these blocks were never there...
They simply stole the money that was previously allocated for this..))

They chose some strange method. The image damage significantly exceeds the “profit” from such actions. During the Soviet times, so disliked by our leadership, many people temporarily lost their positions. And this time many may suffer. Although... As the Supreme Commander said, “it’s not ’37 now.”

The chief of security, his deputy, the chief of the guard are on trial. It is necessary to bypass the checkpoints, send people on patrol, not one at a time and not every fixed 2 hours, but make the intervals of patrolling the territory chaotic, so that attackers cannot predict the appearance of a patrolling group.

Be that as it may, these kids, thieves, most likely already realized what they had done and simply threw all this stuff into some ditch. But in general, they will find it, when they really need to find it, they will pull it out from under the ground. Oh, come on))

and to be honest, I’m glad they whistled.
It seems to me that this withdrawal clearly shows the entire scheme of economic and financial relationships built over 20 years of Putinism.
    Just great.
