"These acts are not a crime": a new turn in the case of Czech military supplies to Azerbaijan
For the past four years, the Czech National Center for Combating Organized Crime (NCOZ) has been investigating the illegal export of ammunition materials to Azerbaijan.
But now, according to Aktuálně.cz, there is a new unexpected turn in the case of Czech military supplies to Azerbaijan. The prosecutor's office decided not to initiate criminal proceedings against the defendants and to stop prosecuting them.
According to NCOZ investigators, six people are involved in the illegal circulation of military products, including top managers. armory companies of the Czech Republic. Among them was the ex-general director of the state-owned enterprise Explosia Josef Tychy, as well as co-owners of CZ Hermex, Emil Markup and Jiri Vavra.
NCOZ accused them of overstepping the legal framework in fulfilling a contract with the Azerbaijani Defense Ministry to build a smokeless powder plant. At the same time, they had permission only to export technologies exclusively for civil purposes. They concealed from the Czech authorities the military nature of cooperation with Baku.
The publication believes that NCOZ was unable to collect sufficient evidence against the defendants in the case to confirm their guilt in court.

Because of the war between Armenia and Azerbaijan in Nagorno-Karabakh, the UN since 1992 has declared an embargo on the supply of weapons and military materials to Azerbaijan. The EU and OSCE soon joined the ban. And although the UN lifted the embargo in 2001, the OSCE and the EU continued to adhere to it. Thus, according to Czech law, the supply of military products and technologies to Azerbaijan is prohibited. But now, as follows from the situation, the Czech legal system is guided by the principle: "if you can't, but you really want to, then you can."
