The 10 meeting of the Russian-Indian intergovernmental commission on military-technical cooperation was held in Delhi. During it, Russian Defense Minister Anatoly Serdyukov, who arrived in the Indian capital the day before with an official visit, discussed bilateral military and military-technical cooperation with representatives of the Indian Defense Ministry. In particular, the results of joint activities in this field over the past year were summed up and the priorities for the further development of cooperation were considered. According to the results of the meeting, Anatoly Serdyukov and his Indian counterpart Arakkaparambil Kurian Anthony signed a protocol, which defines the main directions of bilateral military-technical cooperation and specifies ways to implement current projects.



The next decade in the military-technical cooperation between Russia and India is associated with two joint projects - the creation of a multi-purpose transport aircraft and a fifth-generation fighter. This, according to ITAR-TASS, was announced by Russian Defense Minister Anatoly Serdyukov at a press conference at the end of the 10 meeting of the Russian-Indian intergovernmental commission on military-technical cooperation. “By implementing these projects, we will once again prove how our states can interact in matters of military-technical cooperation,” he stressed.

According to him, the draft contract for the development of the fifth-generation Russian-Indian fighter was handed over to the Indian side. "We are interested in cooperation with the Indian side in the development and production of a promising front-line aviation complex aviation- said Anatoly Serdyukov. - The tactical and technical task was approved, the cost of the project was determined, the draft contract was transferred to the Indian side. After signing the contract, we will begin practical work. Design will be conducted by the Russian company Sukhoi and the Indian company HAL.

In turn, Indian Minister of Defense Arakkaparambil Kurian Anthony noted that now this project is undergoing internal procedures, after which the Indian side will be ready to sign it. India intends to purchase 45 multi-purpose transport aircraft and 250-300 fifth-generation fighter planes of the joint Russian-Indian production.

The fighter, which the Sukhoi Company and the Indian state corporation Hindustan Aeronautics Limited (HAL) are working on, must make the first flight around the year of 2015. Partners plan to use a completely new platform, which gives a number of additional features, including the use of technology "stealth" - low radar visibility. The aircraft will combine super-maneuverability and supersonic speed, greater range and a high ability to withstand the existing and promising means of air defense. It is also planned to equip it with the latest communication systems, multifunctional equipment for intelligence and information gathering with optical, infrared, laser and radar sensors.

Speaking further about the military and military-technical cooperation of the two countries, Anatoly Serdyukov stressed that close cooperation was established between the ministries of defense. 15-25 October in India will be held joint exercises "Indra-2010". 280 troops of the 34 mountain brigade of the Southern Military District will take part in them from the Russian side. “We agreed today to hold regular joint exercises in 2011 on the territory of Russia,” the Russian Defense Minister also said. “In November, Chief of General Staff General of the Army Nikolai Makarov, who will bring all our proposals for the exercises, will arrive in India.”

Anatoly Serdyukov called the joint venture BrahMos, whose founders were NPO Mashinostroyenia on the Russian side and the Defense Research and Development Organization of the Indian Ministry of Defense, with India as the positive examples of the joint work of Russia and India in the field of military-technical cooperation.

“This company conducts large-scale production of cruise missiles for the Indian army,” the Russian Defense Minister recalled. “This experience will be further used in the implementation of joint projects to create fifth-generation fighter jets and a multi-purpose transport aircraft.”

Answering the question of an Indian journalist about the reasons for delays in the supply of certain Russian weapons to India, Anatoly Serdyukov noted that a large amount of military-technical cooperation between Russia and India sometimes affects and leads to technical delays in deliveries from both sides. “There are no big delays for today,” the Russian minister stressed.

In turn, Indian Minister of Defense Arakkaparambil Kurian Anthony said that Russia was, is and will be a reliable partner of his country in the military-technical sphere. At the same time, he noted that good cooperation has been established between our countries in the field of military-technical cooperation. Thus, in recent years, Russia and India have developed together a lot of military equipment and systems. In addition, Russia provided India with various modern military equipment.

According to the Indian minister, his country receives from Russia many systems and equipment for the ground forces, fleetAir Force. There is also cooperation in the design and development of new systems with the Organization for Defense Research and Development, in particular in the field of creating the BraMos rocket. "Given such a wide range of cooperation, there are areas that cause our concern. We discussed them not only today, but also during our previous meetings. Many issues have already been resolved. Only a few unresolved issues remain," Anthony added.

It should be noted that, in addition to the joint production of a multi-purpose transport aircraft and the creation of a fifth-generation fighter, the BrahMos cruise missile was created, which, in the course of testing in early September of this year, reached a supersonic flight speed and set a world record. She became the first cruise missile, almost three times the speed of sound. Deliveries, modernization, repair and joint design of promising military aircraft are underway. The contract signed in 2008 year provides for the modernization of the entire fleet of MiG-29 fighter jets, which are in service with the Indian Air Force. Its implementation will extend the life of the aircraft to 40 years.

In mid-September, a commission from the Ministry of Defense of India gave a positive assessment to the re-equipment and modernization of the aircraft carrier Vikramaditya (the former Russian heavy aircraft carrying cruiser Admiral of the Fleet of the Soviet Union Gorshkov), conducted at the Sevmash shipyard in Severodvinsk. Russia will also train the Indian crew of an aircraft carrier of about 1.500 people and create the infrastructure of the ship’s base in the Indian Ocean. “Vikramaditya”, according to Sevmash, will be ready for factory testing at sea next year. At the end of 2012, the aircraft carrier must be transferred to the Indian Navy. It is assumed that its service life will be 30 years.

In accordance with the Indian-Russian contract for a total amount of $ 795 million, signed in 2001, India received 310 tanks T-90S. Of these, 124 were delivered ready-made, and another 186 - in the form of car kits intended for subsequent assembly. In 2006, India signed a contract with Russia for the licensed production of 1.000 T-90S units. The program is designed until 2020. In general, the documents signed over the past 5 years envisage the purchase in Russia of almost 1.200 T-90S for a total of $ 1,2 billion, as well as the production of another 1.000-1.500 of these machines in India.
