Corruption of big stars

Recently, the scandals in which large official figures of the Russian army appear. Yesterday, the press service of the Main Military Investigation Department (GVSU) of the Investigative Committee of the Russian Federation informed NG about the initiation of a criminal case against the Chief of Staff - First Deputy Commander of the Southern Military District (SKR) Lieutenant General Nikolai Pereslegin. He is suspected of committing a crime under Part 1 Art. 285 of the Criminal Code (abuse of power). The maximum sentence lines for such an act are imprisonment for up to four years, a large fine and a ban on holding commanding positions for five years.

The Chief Military Prosecutor Sergey Fridinsky added work

Meanwhile, last week there were rumors that Pereslegin, who has family relations with the Chief of General Staff General of the Army Nikolai Makarov, planned to appoint Commander of the Western Military District instead of Colonel General Arkady Bakhin. They say that it was thanks to the protection of Makarov Pereslegin achieved career heights in military service. However, the GVSU, on the application of one of the former subordinates of Pereslegin, incriminated the latter with a fake certification, in which he “indicated negative and untrue information about the job preparation” of the officer. As a result, this officer was illegally dismissed from military service. He is seeking justice, so that the initiation of criminal proceedings against Pereslegin looks quite logical and fair. As informed "NG" informed sources in the military justice, the garrison court of Rostov-on-Don has already confirmed the fact of handwriting Pereslegin fake certification.

In the post-Soviet stories This is the first case in the Russian army when the chief of staff of the military district can be punished for abuse of power. Although major criminal cases against the generals, unfortunately, are not uncommon. Last week, the trial was completed in the case of the former head of the Main Military Medical Directorate (GVMU) Alexander Belevitin, who received a bribe of 180 thousand euros when purchasing tomographs. Until some time, Belevitin, like Pereslegin, was considered an elite general of the Ministry of Defense. There were also rumors around him that the protection was supposedly created by President Vladimir Putin himself, whose wife Belevitin operated on. However, rumors soon dissipated. Belevitin received the longest sentence for generals in the post-Soviet criminal history of the Armed Forces - eight years in prison. In March last year, Major General Anatoly Bashlakov, the former head of the Main Directorate of Educational Work of the RF Armed Forces, was convicted. That is, a person who must teach morality to the foundations of the army and fleet, turned out to be an elementary crook. The general was sentenced to seven years in prison for receiving a bribe in the amount of 700 thousand rubles. In 2000, the chief financier of the Ministry of Defense, Colonel General Georgy Oleinik, was sent to jail for the case of scandalous offsets with Ukraine.

As it turns out, the punishment of generals is only the tip of the iceberg. According to the military justice authorities, the army and navy were overwhelmed by misconduct, theft and bribery. The GVSU notes that over the five months of 2012 of the year, military investigators registered over 4,1 thousands of crimes. Almost half of them (more than 1,8 thousand) accounted for military crimes, in which a significant proportion is associated with corruption.

Army investigators record an increase in crimes related to official forgery and abuse.

In February, the 2012 of the Year, the Main Military Prosecutor's Office, noted that every third criminal act committed by the military in 2011 was connected with corruption. Almost half of them are fraud and official forgery, more than a third is bribery, abuse and abuse of power. According to the Deputy Prosecutor General of the Russian Federation, Chief Military Prosecutor Sergey Fridinsky, in 2011, 144, commander of military units, was convicted of “various corruption offenses against military property and budget funds”. At the request of military prosecutors, over 248 thousand violations of the law were eliminated, more than 11 thousand illegal legal acts were abolished, about 40 thousand violators were brought to various types of responsibility for various violations. Restored rights over 600 thousand military and other citizens, almost 4 billion rubles returned to the state treasury.

Yesterday, it also became known that Rear-Admiral Sergei Kozlov, head of the military topographical department of the General Staff, became involved in a criminal case on the unlawful distribution of nautical charts. According to GVSU of the RF IC, “a criminal case was initiated against Kozlov under art. 286 of the Criminal Code of the Russian Federation (abuse of authority causing serious consequences). ” The chief topographer of the General Staff ordered the conclusion of licensing agreements with commercial firms for the publication of navigation maps. That, according to the investigation, caused damage to the state amounting to more than 9,5 million rubles.
Thus, while in the bottoms they are trying to give the army (as instructed from above) a new look, certain generals and admirals discredit the Armed Forces in full, as they say, to the program.

It seems that they are trying to give a signal "the time of theft is over, change your mind or you will find yourself in their place," I sincerely want to believe that this is so. The "crazy time of acquisitiveness", when everything and everyone was sold, without any risk at all levels of government could not pass with impunity, without changing the psyche, you need a systematic renewal of the "top" spotless in tenders, deliveries of people's property to the troops, only the most important question: where to find such in the required quantities? smile

And what can you expect from these shots that surfaced under Yeltsin? Then a decent officer simply did not have any chances for a significant promotion, so we now have a set of generals who "took off" to the "stars" in the dashing nineties ...

The higher the post, the more the toad smothers and the less conscience remains in the corrupt soul. In words, they go like a nightingale, they sing how good they are, and with their breasts stand guard over the homeland and conscience, and the soul rotted from temptations. There they are dear. One would like to recall Joseph V. in which even though the punishments had an effect and now they are not afraid of anything, the mutual responsibility of the same rotten souls

I completely agree, God forbid, these pseudo-generals will command the military in case of warriors. Will think about villas and bank accounts in Switzerland

And it is weak for Fridinsky to institute proceedings against Serdyuk — or he has immunity from the military prosecutor’s office — he’s a civilian

I would like to. The operas are right, and what can we say about the generals, almost all of them are products of the era of controlled democracy, apparently they have already been stolen from nowhere. And he cannot investigate cases against Marshal Fridinsky, only in his gang there will be some kind of military man.

When you say something, you shouldn't use rumors. Fridinsky cannot initiate a criminal case not only against Serdyukov, but even against a soldier who gave another soldier in the face, because this right is only given to the body of inquiry or the military-investigative committee. VSK, however, may well initiate a case. for Taburetkin commits crimes in connection with the performance of his official duties. But if he, being on vacation, knocks the mother-in-law with a frying pan in the heat of the discussion, then (depending on the consequences, either the penta or the regional SK will do this). To Fridinsky's "honor" it will be said that in these times, when he had the right to initiate and investigate, God forbid him, he would never have done this. He's not Ilyukhin and not even Skuratov.

Well this is a direct betrayal. As in the minds everything should be corrupted in order to think of trading military cards.

Well, finally, we took the top. All the same, the Russian man is right, who came up with the saying that the fish rots from the head! It was a long time ago to start chopping off heads. But how many crimes are committed by higher-ranking bosses with the hands of their subordinates, while they themselves are not "in business"!

I served with Pereslegin when he was the chief of staff of the brigade, and I served with a green leyitehoy "jacket" after the Polytechnic. I can say with confidence that this person is very competent in military affairs, a campaigner to the bone. but for communication this is a very difficult person - cruel, harsh, straightforward, stubborn.

Undercover fun has always been a double-edged sword, remember Rokosovsky and others. Undeservedly crouched during the purges of the late 30s ...
God marks the assault, but we will not see the mark right away, but sooner or later.

It is time for officials to divide into ranks. An official of the first rank for a bribe of $ 1000 is two years. An official of the tenth rank for $ 1000 - 20 years of a REAL term.

It is incredible that the process has begun

Why be surprised: look around, which country is such and the Army, such are its people ... They don’t fly from the moon .... THE SYSTEM grows its own kind, unfortunately, others in it simply do not stay for a long time ...

It served under the USSR for an IDEA, right now they openly serve for money ...... and the further, the more - only for them ....

That's right. All those who had the honor and conscience were forced to leave. The SYSTEM generated by the current deceitful leadership of the Russian Defense Ministry simply squeezed them out.

Corruption among generals was before. And they planted it too. When I was serving, they planted 2 generals - my senior commanders. Moreover, one changed the other, that is, they put the first one, they appointed the second, then they put him too. After all, the general is not a rank, but this is happiness !! And they all think that everything will go unpunished! But stools need to be planted !!!!

The military prosecutor of the Strategic Missile Forces, based on the results of a study of the materials of the criminal case against the chief of staff - first deputy commander of the Southern Military District, Lieutenant General Nikolai Pereslegin on the grounds of a crime under Article 1 (285) of the Criminal Code (abuse of power), was canceled Resolution of the investigator of the military investigative department of the IC of Russia on the Missile Forces on the initiation of this criminal case.

The prosecutor concluded that Pereslegin acted within his official duties. The decision to dismiss a subordinate whose rights, in the opinion of the investigation, were violated, was not taken by Pereslegin, including taking into account documents not drawn up by him.

Pereslegin did not cause significant harm to the interests of the military man, therefore, the composition of the criminal offense is not in his actions.

After reading the article, one analogy came to mind.

I started an aquarium not so long ago. Well, I got the very first problem that most beginners face. Seaweed. Algae are the simplest unicellular organisms, they "eat" the remains of higher plants, they only bring harm. Blah blah blah skip. I fought with them for a long time, unsuccessfully, until I read on the internet - algae do not tolerate being disturbed. If they are constantly "disturbed", they disappear by themselves. Began to quietly "bother" them, and they disappeared fellow .

God grant that these "unicellular" species disappear from our army and country.

    Here is such an analogy.
