OCD returns

OCD returnsWe always have this: first we will do something, then, without special needs, we will eliminate it. As it turns out that without this bad, we do it again. How many times have it already been ... And, apparently, more than once it will be so. The question of what to think before you break something is not on the agenda.

As Izvestia writes, the Ministry of Internal Affairs started thinking about reviving the Directorate for Combating Organized Crime (OCD). For some reason, in the 2008 year, the UBOPs seemed to someone superfluous and were disbanded. Still, the criminals were then completely defeated. How else to explain the then decision?

A special commission of the Ministry of Internal Affairs is already discussing in what form and how fighters with organized crime will work, the newspaper writes. Experts believe that the need to recreate the UBOP is long overdue - in some regions the level of organized crime and crime remains consistently high. Well, wow ...

It is reported that several sources confirmed the newspaper at once: information about the upcoming revival of the UBOP is not a “duck”. “A special group is already working on this issue in the Ministry of Internal Affairs, which clarifies the parameters of the new structure,” a source in the Ministry of Internal Affairs told the newspaper. “I can say that the staffing of the unit is almost ready.”

This information was confirmed to Izvestia by State Duma deputy Alexander Khinshtein. He explained: the re-creation of the RUBOP is almost an issue. “The divisions for combating organized crime will be revived as soon as possible,” said the deputy. - In the top leadership of the Ministry of Internal Affairs there are no opponents of the reconstruction of the RUBOP. Kolokoltsov himself also once headed the regional OCD.

Apparently, it was necessary to remove the lover of waltzes and yoga and appoint Kolokoltsev to the post of head of the Ministry of Internal Affairs in order to take up organized crime again.

“Organized crime in Russia has not disappeared anywhere, the difficult situation is still observed in the North Caucasus and the Far East; thieves in the law and raiders have become more active, which is why it was necessary to revive special units,” one of the staff members of the central office of the Interior Ministry . According to him, after the dismantling of the UBOP in 2008, the majority of specialists in the fight against organized crime joined the division of the police, however, these structures operate on completely different principles and this negatively affected the overall effectiveness of the fight against crime.

“The threat search works according to the scheme“ from the committed crime to the person who committed it ”, the UBOP - on the contrary: from the person who can commit the crime,” explained one former UBOP officer.

According to the interlocutor of the publication, the specialization of the work of fighters against organized crime should imply complete independence from the local authorities, but in its current form it could not be counted on.

I don’t know what will happen this time, but I have not yet seen such chaos with the "protection" and gutting of commerce, as in the past existence of the Organized Crime Control Department ...

Yes, what for strengthening, how they will restore the databases that were destroyed along with the elimination of the Organized Crime Control Department. And where are the officers fired now and who will come to replace them. There are many questions and what kind of strengthening in this case can be discussed when the structure is destroyed. To strengthen it is necessary to restore. And to build is not to break.

They were directly subordinate to the minister and were not controlled by the local, without explaining anything they could fly like any Makhnovists to any enterprise and make it work for months afterwards, and for the bank or company for several months of downtime and broken contracts. I don’t know how it will be now, but the last time the Organized Crime Control Department strongly exposed the police staff, and the pros left (salary higher, social work and work easier).

Covering was carried out not only by the Organized Crime Control Department, all divisions were engaged in this. From the roof of an individual "untouchable" to entire groups, ethnic or just criminal. By itself, the Organized Crime Control Department is needed, because in fact, there is no one to deal with criminal ethnic groups. The main thing is that the 90s are not repeated in full volume. I understand that cops are people too and they have families and hungry mouths, but the honor of the uniform for these people should come first. I would like to believe that there are still people in the Ministry of Internal Affairs for whom this is not an empty phrase.

Created, broken, revived, this is an emulation of the tumultuous reform efforts. When there are not enough brains for something worthwhile, they do this in order to sit on a chair.

And on the topic: let them create, restore. Like it or not, this is a powerful argument for any organized crime group and not only. The fact that completely new personnel will come is even good. In the sense that at least 1 time will definitely not be Werewolves.
Why disbanded? So maybe because of werewolves? Already, many were fed heavily from the hands of those whom they should plant. After all - the 90s, the beginning of the 2000s - show me a cop who would not take bribes at that time. There are - but units.

All the bandits have long been either sitting, or lying, or well standing. And those who are well worth it - they themselves solve the problems of small gangs which are much more effective than the police. Probably, the Organized Crime Control Department is needed, but, I think, it’s obviously not to the same extent as in the 90s

From whom will they create? If from the departments for combating drugs and extremism, then there is little sense, they do not possess the necessary qualifications, authority and agents. They had not a job, but a dream. All thieves and fsbeshniki collected

Well, the most favorite process in Russia. Broke ..... thought ...... Ay, in vain broke ...... began to restore ..... only worse than before.
And about the fight against organized crime .... so when to deal with it then? All the Ministry of Internal Affairs sat in a lotus position and scratched their chakras. smile

Whether the Organized Crime Control Department is necessary or not, it is necessary, without them organized crime has completely lost its fear. But there is a problem of forming a structure with "0". But everything can be solved if you work on it.

The Organized Crime Control Department was liquidated at the insistence of the former Prosecutor General of the Russian Federation V.V. Ustinov. and FSB Director Patrushev, as members of the Security Council, who believed that they constituted destructive competition with the Criminal Investigation Department and due to the fact that a significant part of the Organized Crime Control Department began to "protect" the bandits. In general, all this took place. It is difficult to say whether this was done correctly or not. Perhaps it was impossible to defeat corruption in the ranks of the Organized Crime Control Department and the decision to liquidate it was correct. Now, when a serious campaign against corruption has begun, they can be revived, but on new principles and new staff.

“The threat search works according to the scheme“ from the committed crime to the person who committed it ”, the UBOP - on the contrary: from the person who can commit the crime,” explained one former UBOP officer.
A strange statement, any operational service works from the criminal to the crimes committed by him, the task of an opera of any level is to identify the criminal and know the operational situation, to find out what is committed as the specific criminal. And for work at the scene there is an investigator and expert, of course the opera also appears there, but not as the main person. Why again scatter forces? It is necessary to strengthen the Criminal Investigation. To put things in order in our long-suffering structures of the Ministry of Internal Affairs ... When will this experiment finally end and work begin?

The Organized Crime Control Department should be. Now they have not returned to the 90s, it is necessary to close corrupt cops in the bud. This will most likely be their initial task, since now everyone and all the rotten policemen are roofing.

It is not the Organized Crime Control Department, but the SVB and SK that should be engaged in selling policemen. The Organized Crime Control Department has slightly different tasks (at least they were earlier). Well, let's see what happens from the reanimation of this unit. I think they could really help the State Drug Control Committee in its difficult struggle with the drug lords.
