It is reported that several sources confirmed the newspaper at once: information about the upcoming revival of the UBOP is not a “duck”. “A special group is already working on this issue in the Ministry of Internal Affairs, which clarifies the parameters of the new structure,” a source in the Ministry of Internal Affairs told the newspaper. “I can say that the staffing of the unit is almost ready.”
This information was confirmed to Izvestia by State Duma deputy Alexander Khinshtein. He explained: the re-creation of the RUBOP is almost an issue. “The divisions for combating organized crime will be revived as soon as possible,” said the deputy. - In the top leadership of the Ministry of Internal Affairs there are no opponents of the reconstruction of the RUBOP. Kolokoltsov himself also once headed the regional OCD.
Apparently, it was necessary to remove the lover of waltzes and yoga and appoint Kolokoltsev to the post of head of the Ministry of Internal Affairs in order to take up organized crime again.
“Organized crime in Russia has not disappeared anywhere, the difficult situation is still observed in the North Caucasus and the Far East; thieves in the law and raiders have become more active, which is why it was necessary to revive special units,” one of the staff members of the central office of the Interior Ministry . According to him, after the dismantling of the UBOP in 2008, the majority of specialists in the fight against organized crime joined the division of the police, however, these structures operate on completely different principles and this negatively affected the overall effectiveness of the fight against crime.
“The threat search works according to the scheme“ from the committed crime to the person who committed it ”, the UBOP - on the contrary: from the person who can commit the crime,” explained one former UBOP officer.
According to the interlocutor of the publication, the specialization of the work of fighters against organized crime should imply complete independence from the local authorities, but in its current form it could not be counted on.
