Regarding the short-term actions of the Russian warships, Chirkov said the following: when the current campaign of the combined group to the Mediterranean was planned, no one could tell what would be the situation in Syria. The fact is that this campaign was previously included in the combat training plan for 2012 year. Accordingly, all statements regarding Russia's intentions to scare Europe and America look like ridiculous speculation. Similarly, the situation is with the intended entry of the ship group in the port of Tartus. Ships of the Northern, Baltic and Black Sea fleets will not enter the Syrian territorial waters. At the same time, this does not mean Russia's refusal from the logistics base (MTO), located in Tartus. MTO base will continue to supply Russian ships with everything they need. The presence of such a facility is currently mainly due to the threat to shipping in the Gulf of Aden. It is convenient for Russian warships to enter Tartus to replenish their fuel and provisions and from there go to the patrol area.
With the provision of ships at a great distance from their native shores is connected another news. At present, during long trips to areas where there are no ITO bases, it is necessary to include in the composition of the ship groups the supply vessels, which carry the stock of everything necessary. With the presence of foreign MTO facilities, the issue of supplying ships becomes simpler. In addition, Chirkov said that maintaining a base abroad is cheaper than equipping and sending individual ships with the necessary cargo. It is obvious that with an increase in the number of patrols, the maintenance of the MTO bases will be even more profitable. Also, Vice-Admiral Chirkov mentioned that negotiations are underway regarding the re-establishment of Russian bases in Vietnam and Cuba. In addition, the location of another similar object can be Seychelles. Thus, in the area of the pirate-dangerous Gulf of Aden there will be two logistic support bases at once.

It is hardly possible to imagine overseas support bases that will remain idle for years. Plans to create such facilities should be supported by intentions for regular hikes. It seems that those will be. In any case, the figures of renewal of the material part of the Navy, voiced by the Commander-in-Chief, give hope for this. By the end of this year - for the remaining five months - 10-15 of ships of various classes and projects will be introduced into the Russian Navy. For comparison, the following should be said: since 2008, and up to the first half of the current 2012, inclusive, the Russian Navy has been supplemented by a dozen warships. Before 2008, the same amount was put into operation in several years. It seems that the State rearmament program before 2020 (GW-2020) really turned out to be the right step. General quantitative and qualitative plans for the construction and adoption of new equipment have been repeatedly voiced, so we’ll dwell only on those ships that will go to serve this year.
First of all, the first two nuclear submarines of the Borey 955 project should be noted. The head boat of the project "Yuri Dolgoruky" will be introduced into the fleet in the fall. A solemn ceremony in honor of the beginning of the service of “Alexander Nevsky” will take place a bit later. Next Monday, the 30 of July will mark the fourth submarine of the Borey project. The next item in the update program are multipurpose submarines. The Severodvinsk boat, the leading ship of the 885 Ash project, can also make it to service before the end of the current year. Finally, work continues on improving the 677 Lada project. In the near future, the lead diesel-electric submarine of the project called “Saint Petersburg” will become a platform for testing the latest design changes. The following diesel-electric submarines of the 677 project will be built according to the updated version of the technical documentation.
The pace of construction and commissioning of submarines can not but rejoice, but in the area of surface ships, things are even better. According to Vice-Admiral Chirkov, by the end of July, the tests of the Dagestan patrol belonging to the 11661 project will be completed. Among other things, "Dagestan" is interesting in that it is the first domestic ship that is armed with the Kaliber-NK universal missile system. The characteristics of these missiles, namely, their range in 300 kilometers, allow the carrier ship to operate confidently throughout the entire Caspian Sea — Dagestan will serve in the Caspian Flotilla. In addition to the above-mentioned submarines and the outrigger, the plans for the end of the year include the commissioning of nine more surface ships and eight auxiliary vessels. This is the main frigate of the 22350 “Admiral Gorshkov” project, the 20380 corvettes, minesweepers, landing and anti-diversion boats, etc.
More than ten surface ships, submarines and support vessels are currently in high readiness on the slipways of shipyards. At the same time, work to upgrade the material part of the fleet is not limited only to the construction of new ships. Several new projects are being developed. At a July 26 press conference, it was announced that the Ministry of Defense had found ways to finance the development of the look of a promising aircraft carrier. Preliminary documentation for the new project will be ready by the end of 2012, and construction will begin in a couple of years. Obviously, views on the allocation of funds were revised and previous statements regarding the construction of a new aircraft carrier after 2020 turned out to be erroneous. Until the time the Russian Navy receives a new aircraft carrier, the only representative of this class will undergo modernization. Currently, design work is underway to improve the electronic equipment and weapons of Admiral Kuznetsov. Details of the upgrade have not yet been announced, with the exception of the new aviation technicians. According to V. Chirkov, a new version of the MiG-33K will be added to Su-29 fighters.
Another project involves the creation of a new destroyer with a displacement of the order of 14 thousand tons. The technical side of the new destroyer is still classified information. However, the commander-in-chief of the fleet was encouraged by the public, saying that in the very near future the first information and approximate plans for construction would be published.
Simultaneously with the above-mentioned modernization of “Admiral Kuznetsov”, another similar program will be conducted. This time, the object of modernization will be heavy rocket cruisers of the 1144 "Orlan" project. The cruiser “Admiral Nakhimov” will be the first to go for repairs and improvements. This ship was incorporated into the Northern Fleet back in the 1988 year. After 11 years, he was sent for repairs, which, in fact, still lasts. Soon, the ship modernization project will be completed, during which it will receive new equipment and weapons. Five years have been allocated for all the work on updating Admiral Nakhimov. Regarding the two other cruisers of the 1144 project, the Kirov and Admiral Lazarev, the commander-in-chief of the Navy said nothing. It is worth noting that rumors have been circulating for several years about the planned modernization of these ships and returning to the fleets.
Simultaneously with the construction and modernization of large ships, the Navy will also lead to the modernization of infrastructure. According to Vice-Admiral Chirkov, in the near future a unified system of submarines and surface ships will be created in Primorye and on Kamchatka. Thus, two new amphibious ships of the Mistral project will serve in such improved conditions. A little later, the rest of the ports of the Navy will be modified accordingly. First of all, approaches to the piers will be deepened and moorings of sufficient length will be built. Thanks to these changes, any ship of the Russian Navy will be able to moor at any mooring wall and receive all the necessary cargoes, fuel, etc. Until now, some large ships, instead of mooring to the pier, are forced to stand on the barrels at a considerable distance from the coast. Convenience service and loading it clearly does not add.
Now one “transformation” of the structure of the Russian Navy is coming to an end: The headquarters of the fleet moves from Moscow to St. Petersburg. The transfer of the fleet command was begun five years ago, after which it went with varying success. Chirkov noted that the translation of the entire leadership of the Russian Navy will be completed at the end of this summer. The commander-in-chief of the fleet and a number of his colleagues have already moved to the Northern capital and are fully prepared for work. To ensure the living conditions of officers and admirals, the Navy Headquarters received more than a hundred apartments. Thanks to the translation of the Headquarters in St. Petersburg, all the leading organizations of the fleet and enterprises and the shipbuilding industry will be assembled. On the territory of one city-subject of the federation are actually the headquarters of the Navy, design offices "Malachite" and "Rubin", the company "Baltic Plant" and "Northern Shipyard", as well as the Naval Academy. As we see, the development and renewal of the navy continues to gain momentum. A striking example of this is the pace of building new ships. The projects being developed are also encouraging.
