It seems that everyone understands quite well where national security begins: not from the Security Council, but directly from the defense. And with this, everything is quite decent with Russia, but in the XNUMXst century completely different difficulties and global challenges come to the fore. The main problematic trends were global warming and the environmental burden on the planet caused by human activities.
Such a pathetic introduction will be followed by a conversation about construction, which, in fact, could be considered local. Who are you going to surprise or scare another construction site in the suburbs? Yes, somewhere not far from Zvenigorod, in the village with the characteristic name Gryazi of the Odintsovo district, another suburban quarter is planned, again without schools and clinics.
And this is far from the first time - right in one of the conservation zones. Where water is taken into the system supplying the capital with fairly clean N2A. So far, pretty clean.
But it may take only a few years, several dozen villages or blocks will still be built, which are still called “elite”, and Moscow will suddenly remain completely without sources of clean water. And all because they are building not only in zones, but also on floodplain lands. And they are the most reliable wastewater filter. The latter, and often the only one.
Corresponding Member of the Russian Academy of Sciences Viktor Danilov-Danilyan, now the head of the Academic Institute for Water Problems, noted at a briefing on Wednesday that the danger of building on floodplain lands is primarily due to the fact that floodplains are the most reliable filter from any kind of pollution entering the water. Moreover, both natural and those caused by people, up to chemical ones.
Obviously, this is precisely why floodplain lands were once turned into restricted sanitary protection zones (ZSS) for water intake for Moscow. In accordance with a series of special decrees of 1940-1974, they amounted to 18 percent of the region. In all these territories, despite the fact that since 1980 they have been cut in several passes.
As a result, the area of the WZD was reduced by six times, but until recently, they still had regular and very tight control over the environmental situation. Everything has changed recently. More precisely, on December 19, 2019, when two regional leaders (the capital and the Moscow region) adopted a resolution “On zones of sanitary protection of water sources in Moscow and the region”, numbered 1705.
By this decree, that is, a pair of pen strokes, all the normative acts of the RSFSR were declared not to be applied in the capital and the region. Until the establishment of new sanitary protection zones - zones of sanitary protection, and, in fact, also cleaning. Only the 1980 decree remained in force, the very one with which the six-fold cutback began.
And a year before the 1705th decree, Messrs. Sobyanin and Vorobyov canceled the coordination of land for construction with sanitary authorities. It was canceled at all, and they did not remember any new ZSOs. The construction boom can now only increase, and it seems that only God knows where and what they will build.
Thirst
Capital and suburban developers are drawn to the water. Thirst seems to torment. Here are just excerpts from a very short list of the largest construction projects, either already being completed or planned in the Moscow Region, which (all to one) not only flagrantly violate the Water Code, but, even indirectly, affect sanitary zones. Some of them are located directly in the ZSO.
1. Mytishchi-lite - 12 low-rise (no more than 5-7) buildings on 22,65 ha of swamps with reeds.
2. “Imperial Mytishchi” - 19 houses on 11,28 hectares, which are promised to be supplemented by a school, two kindergartens and ... oh, a miracle! - water intake unit with a filter. It’s good to take water from where.
3. "Pirogovskaya Riviera" - 27 buildings in 6-9 floors, only 80 meters from the banks of the Pirogovsky (and how else) reservoir. A territory of 51,3 hectares was illegally withdrawn from agricultural land, and the first houses have already been built without treatment facilities.
4. Boltino - more than 100 low-rise buildings and duplexes on 13 hectares without connection to treatment facilities.
5. Aphrodite residential complex with a shopping and entertainment complex and a furniture factory connected to the treatment facilities, the drains from which go directly to the Chanka River, which flows into Klyazma.
All five facilities are being built in the Wastewater Treatment Plant of the Eastern and Northern water treatment plants, from which up to 40 percent of the city’s tap water comes. At least a dozen construction sites are located in the area of the Moskvoretsky water supply source, and this is the remaining 60 percent of Moscow water. Among them, three are especially worth noting:
1. Ilyinsky meadows - 60 houses on 200 hectares, directly adjacent to the picturesque old town of the Moscow River.
2. LCD "New Riga" of 9 eight-story buildings on 37,6 hectares of protected land.
3. Finally, LCD "Laikovo" of 62 houses on 4-12 floors and 111 townhouses. The facility was half frozen after the bankruptcy of SU-155 and needs 14 billion rubles of budget financing. The salvation of the deceived equity holders was bought by Urban-Group at the cost of permitting the illegal construction of an entire city for 30 thousand inhabitants. However, it is still not as bad as it might seem from the first part of our comment. The mentioned resolution of 1705 seems to be forgotten, like a nightmare. The fact is that just two weeks ago, the president of the country signed an instruction addressed to the cabinet of ministers, which can be considered a kind of veto against two unlucky regional leaders.
Vladimir Putin actually demanded that the officials “ensure amendments to the Russian legislation providing for the strengthening of the legal regime of sanitary protection zones for drinking and domestic water supply sources, including with regard to restricting the use of land within these zones for housing construction”.
Further, in the President’s instructions, there is a direct appeal not only to federal ministers, but also to the leadership of Moscow and the region - to prepare amendments to the legislation and “establish the boundaries of new sanitary protection zones (the very same sanitary protection zones. - Auth.) Of the capital’s drinking and household water supply region ". Moreover, to prepare not instead, but together with academics from the Russian Academy of Sciences.
However, what is the president’s order in our country? In the opinion of officials, it is not an order binding, but no more than an instrument to build a system. A system, as you know, for drawing funds from the budget. And a lot of funds may be needed.
This was what the corresponding member of the RAS Danilov-Danilyan, who once held the post of federal environmental minister, drew attention to. He recalled that “the load on water bodies, including sources of drinking water supply, is growing all the time due to a whole range of reasons. “The population is growing, the chemical composition of wastewater is changing, and not for the better, people are behaving worse and worse in relation to catchment areas.”
As a result, more and more money has to be spent on water treatment for Moscow and its suburbs, but soon this will not help either, the authoritative ecologist believes. Viktor Danilov-Danilyan rightly believes that in such conditions the boundaries of sanitary protection zones and laws should be even stricter and adhered to implicitly, but in life you have to take for granted the reduction in the area of Welfare, which someone really needs to extract extraordinary profits.

However, officials are doing their utmost to "blur" any presidential order that could affect their interests. Frightening the mass demolition of apartment buildings in case there is no amnesty for no less massive violations of the Water Code.
It was no coincidence that Maxim Galkin was at an environmental briefing. He reminded the writing and filming fraternity that he simply lives in a place where everyone is interested in the absence of any construction projects. Is it necessary to explain that the reserved Moscow region lands were meant, which now with a high degree of probability can be removed from state protection.
But he, too, is against draconian measures and offers to conduct a selective amnesty for objects that already exist in nature protection zones. Most residents of the Moscow Region, who turned out to be residents of nature protection zones, violated the norms of the WSS not by their own will, but by the fault of the authorities.
But from the federal and local authorities, for some reason, they are not embarrassed to say: they have not lived according to the law for decades, so there is no need to start! And this is wrong! It is necessary to build a system, adopt reasonable laws and rules and live by them.
How to “ride” academicians
Wednesday’s press conference on problems with Moscow water turned out to be perhaps the most extraordinary in many years. Only in the 90s the "lads" could arrange something similar with riding on the "Gelendvagen" and even armored personnel carriers. Environmentalists had to speak out and answer questions in the cabin of a state-of-the-art bus, which for almost two hours leisurely traveled along the streets, which were badly polluted by “winter chemistry”, and especially the embankments of the capital.
Why? Not because there are big parking problems in Moscow, which is already known in the farthest corners of the country. But because in the stationary press centers environmentalists and journalists decided not to accept. At first, the government official refused, referring to the congestion of the hall, then - it was almost official capital in the capital, once breaking all records in circulation.
There, next to the Ulitsa 1905 goda metro station, someone’s submission acted quite gracefully, answering “no” in the late evening on the eve of the briefing. In all likelihood, the environmental gathering with the participation of the media has already definitely broken. One of the almost opposition sites immediately rushed with a screaming headline: "In Moscow, a press conference was banned on a problem that the president instructed the governor of the Moscow region and the mayor of the capital."
Maybe they were forbidden, but they still could not disrupt. Academics and representatives of the environmental community, including Albina Dudareva, chairman of the environmental commission at the Public Chamber of the Russian Federation, were able to make their say.
She recalled that today, public control in the field of ecology in our country is actually prohibited.
That's why I want to finally regret that the president has not yet canceled another strange resolution with his instructions - the one from 2018, which dealt with the abolition of the need to coordinate a building permit with environmentalists. Are academics really “rolled” here? What for? In order to build up everything in such a way that nothing is not reserved - there will be no living around. Even water?
