US may recognize Russia as a sponsor of terrorism
The United States may recognize Russia as a sponsor of terrorism. The relevant bill will be considered on December 11 by the US Senate Foreign Relations Committee. This is stated in a message published on Friday on the committee’s website.
Under this bill, the US Secretary of State is obliged to consider whether Russia is a sponsor of terrorism and whether Russia-sponsored armed groups should be declared foreign terrorist organizations. The official name of the bill: "On the prevention of malicious activity of Russia and (her) actions in the field of terrorism." In case of adoption of the bill, the Senate will continue to consider it.
The head of the State Department must submit a decision on the recognition or non-recognition of Russia as a sponsoring country to Russia no later than 90 days after the date of adoption of the relevant bill. Also, at the same time, he must decide on recognition by foreign terrorist organizations of armed groups operating in the Donbas and controlled by or receiving assistance from Russia, or armed groups linked or controlled by the Donetsk People’s Republic or the Luhansk People’s Republic.
To date, the United States has recognized Iran, North Korea, Syria and Sudan as sponsor countries of terrorism.
Earlier, US Under Secretary of State for Political Affairs David Hale said that, according to the State Department, Russia cannot be considered a state sponsor of terrorism because of its actions in Syria.
