They decided to start with the fact that Singapore was not a backward country even more than half a century ago. Its economy (in terms of GDP per capita in the 60-s of the XX century) was ahead of the economies of several European countries, including Portugal and Spain.
Singapore's success in those years was largely due to the fact that Britain used it as its outpost in Southeast Asia, the largest maritime trade routes passed and continue to pass through Singapore.
