Before the onset of market reforms, the famous “Slavic” employed 5 000 people, it was a city-forming enterprise of Pereslavl-Zalessky. And now there are only 18 workers stamping caps for mayonnaise sachets, and this is the most typical case not only for the Yaroslavl region, where one can study the anatomy of the current decay.

The firstborn of the domestic film industry "Slavich" earned in 1931 year, on its film were shot such masterpieces as "Chapaev", "Deputy of the Baltic", "Alexander Nevsky." And, as in our country, there is no family in which at least someone would not fight in the Great Patriotic War, and in Pereslavl, everyone was somehow connected with this plant. He built housing on 20 thousands of families, still feeds the city with hot water and heat. Over time, he switched to the production of photographic paper and industrial photographic plates, but when, under Yeltsin, import duties on raw materials soared to 100 percent, it became unprofitable to make the same plates. So our production was killed in favor of the western one.

However, Slavich, where the color of the specialists was still working, got out of this trap, having mastered the production of all kinds of packages. There was no release from consumers; in 2000, the plant became the winner of the Government Prize in the field of quality.

But then he gets into a new trap, taking the so-called non-core loan for 8 million dollars under the regional program "Phoenix" for the construction of low-rise buildings. The idea, along with the lines for the production of panels, was sold to us by the French, but in winter their houses froze to the point where pipes burst. “Slavich” managed to launch a panel workshop, but when it became clear that the project, pressed through by the region, had only the purpose of selling other illiquid assets, the workshop became, without giving a penny of profit.

And the plant has boomed into the financial pit: there is nothing to buy the same raw materials and to return the "French" loan to take working capital from nowhere. That is, the entire economic independence in our market turned out to be more illusory than under the Soviet regime, when for such “French affairs” they gave 20 years, or even a tower. And then the kickbacks scattered in their pockets - and no one was hurt because a little 8 millions pulled from the factory, and moreover filled the factory with this!

They thought, its leaders thought how to be - and they announced on the Internet an advertisement about finding a partner for financial support, to which, among others, Moscow businessman Ilya Shpurov responded.

Back in 90, he mastered the specialty of a crisis manager, becoming a kind of “industrial undertaker”: joining a crisis enterprise, bringing it to full pen and selling for pennies in “good hands”. At the sale of the Golitsyn Bus Plant, he made his initial capital, making a whole "funeral team", which included the well-known raider Edward Olevinsky.

“We have gathered a group of specialists,” Shpurov cheerfully shared in Rossiyskaya Gazeta, “they helped enterprises set up work. The principle was: to turn economic ruins into an effective business ... "

But in fact, we have gone with the word forever, it was the opposite. Another target of this group was the Moscow Research Institute of Tire Industry. "AT stories with NIISHP, wrote Kommersant, there was both a forceful seizure and manipulation of documents. Arbitration manager Olevinsky transferred the assets of the scientific research institute to his partner Shpurov’s companies, despite the ban of the Arbitration Court ... They sawed 8,5 million dollars from the sale of the NIISHP, they sawed, and the object itself in 2004 went to the British, whose intelligence was stunned upon learning that these Russians Britain passed a strategic research institute with secrets of bullet-resistant tires for armored personnel carriers and tires for SU fighters ... Olevinsky even opened his “Raider School” on the raider.ru website: “The executive branch is better than the legislature: a person can call on his territory and say how to live. But the prefect will call someone, and the prosecutor will call him: “Where are you going!” And the prosecutor will be called from the FSB ... In general, there is no single authority where you can decide everything. The most effective body is the prosecutor's office. And the courts ... before the trial and it will not come, before everything was stolen ... "There were also fees for raider services, there was also a philosophy:" Raiders fight for the real market, taking property from inefficient owners and transferring it to effective ... "

And such a market-oriented Shpurov arrived at Slavich - as a result, an agreement arose in 2003: in exchange for a controlling stake, it transfers the 300 plant to the million rubles. on financial recovery. But they barely signed the papers, as he replaces the former board of directors with his own people from Moscow. And those 300 million rubles. For which he got a hundred times more expensive object, go in an unknown direction - that is, he raped the factory for nothing! Then he even issued new shares of the plant, as a result of the shares of thousands of its employees turned into empty candy wrappers ...

Pure raider seizure - and the city authorities, and the townspeople only opened their mouths in amazement. Well, the authorities probably anointed their lips, but no one smeared them to the townspeople - so what if they were silent? After all, democracy in the country - which in translation means the power of the people, not black raiders! But in our translation, it was precisely the power of these thieves who came out: a dashing hapok stole a part of the homeland of the Pereslavlians, but they didn’t squeak in response!

But why did he need a "Slavich"? In one of the foreign trips, Shpurov is said to have found out about the German concern ORWO for the production of film and magnetic tapes, which, with a decline in demand, was allowed under the bulldozer. But the businessman who took over the liquidation of the concern left all the communications and surrendered the free space to other businessmen - making great money on it in a matter of months.

This was remembered by Shpurov, when, studying the lists of enterprises in a difficult situation, on the difficulties of which he made money, he came across a similar “Slavich”. He did not care that they hoped for a rebirth; he needed exactly liquidation - in order to start a light rental business instead of difficult production. What he did was based on the bones of the new company Slavich, which he had finished, “Pereslavsky Technopark”: the rent of workshops, warehouses, etc.

In the official press this was submitted as a real science city, even the production of some kind of "nuclear emulsions" was called. The Indian citizen Alok Kumar, the largest authority on investments, became the director general under President Shpurov. In fact, this dropout from a Moscow college, hanging out more and more on Facebook on the Internet, served as a wedding general to excuse all lawsuits under the flag of friendly India. And the whole Technopark was made up of hundreds of small tenants, slapping cigarettes from Rostov tobacco, disposable dishes and other primitives. And his whole “breakthrough technology” is how to steal and ruin the whole plant, what Shpurov allegedly openly bragged to regional deputies:

- I have connections in the Presidential Administration. I will be disturbed by the deputy governor, I will take it off. The governor will interfere - I'll take it off too.

But Russia is not Germany: the natural selection of our reforms left in the business only such blasting hole, who can only bankrupt and inflate each other. And instead of the golden bottom, dug up by the smartest German in the liquidation of ORWO, a black hole appeared at the Slavich site. Our tenants in the coffin were paying for electricity, water and rent; and when the Technopark ceased to make ends meet, Shpurov, through his knurled path, moved on to a new takeover — already the whole city.

The Slavich boiler house brought the longest to Technopark, which was warmly taken by the city grid company MUE Energetik, giving it through management companies to consumers. The networks themselves, that is, the pipes under the ground, have already rotted to the point that the losses in them and the cost of their repairs did not go to any estimates. And between the Shpurov and the city there was an agreement: MUP collects as much money from consumers as it can, and the Technopark bills for this amount.

But once he exposes such that MUP could no longer pay - and stopped paying at all. The management companies, seeing such a thing, stopped paying the MUPU, and the boiler house, down the chain, to the gas companies. As a result, in 2011, the entire city was turned off heat and hot water for half a year, and the CBM became bankrupt. In 2012, Technopark buys back its debt in 12 million rubles. in front of the power engineers, on this basis it puts its external manager there - and so it eats up this MUP.

But besides him, covered with debts and thin networks, the city still had Vodokanal with a water intake in excellent condition, which local officials, as it were, were inadvertently included in the same MUP. “Well, a little broke the law,” then their glossy lips murmured, “well, it happened so that it does not happen to anyone!” And the story of a decade ago was repeated: Technopark for 12 million rubles. took the city property at the cost of a billion rubles!

All this finally infuriated the regional authorities, the governor arrived in Pereslavl and nearly kicked his mayor. For the summer of 2012, new elections were appointed there, in which the Technopark took an active part, putting forward the director of the Slavich remnant, where now mayonnaise wraps are slapping.

Why - the seizure of the entire water and heat supply of the city has not yet given him all that he desires. Firstly, arbitration found some flaws in this - and in the case of the court, its mayor would be very helpful. But the main thing is that he would help push that ballast from the barely breathing nets into the city, the cost of repairing which would kill all the profits. And then, leaving behind all the taps and latches, the invader would have got the real, on the bones of the city, a gold mine!

But the “candidate of the raiders,” whose billboards hung the whole city, suffered a crushing defeat, becoming the last of six rivals. That is, the robbed residents, at least in such a passive way, did not allow themselves to be robbed any longer - the former robber. They chose local authority - but I would not call it a victory of good forces over evil: the whole situation remained the same, under which weaning, deception, disintegration went all over the country.

No one in this election even hinted at the return of the stolen “Slavich”, the rise of production, raising the hand of the nation from the begging to the working. All just swore: I’ll definitely ask for our pipes in the field - and he will steal everything! But in order to overcome the general theft today, you need to keep at least half of all the officials - otherwise what's stopping them from continuing this whole hole-leveling?

Pereslavl in the war was not under the Nazis, but our market with democracy became more terrible for them. There are already crumbling houses, roads; Here's a conversation in a local bathhouse similar to the cesspool where unknown insects and bloodsuckers divorced: “You need to write about this in the SES!” - “Aha! They will find tubercular sticks in the mold, they will close it altogether! ”

Our invaders are not even invaders, but fighters: they grab a cash cow not to milk but to kill! In order to get enough, they need more and more new objects, on the ruin of which they are doing their business - why we don’t build anything, everything just collapses.

Simple theft for them is already yesterday; by any trickery, including an elective one, they seize whole factories and cities in order to cut their budgets. In Pereslavl, the candidate is a stranger-friend because a more fierce competitor was able to overturn his ploy. But local fitters say: there is no place to put latki on urban networks, one dust; you lift a pipe for repair, and it breaks from a body weight. The same - all over the country, where it is necessary to change the entire current network, which is not amenable to any individual patches.

But neither the authorities nor the people themselves are burning with this - which our democracy has deprived even of the poor, perhaps the tools that were before it: letters to the district committee, to the newspaper, which were still somehow understood. The people became just dust in the legs of those feudal lords who could easily take his factory and turn it into a Chinese warehouse. All the elections that went under the “black cash” are the same feudal tournaments, where only one feudal lord can land another. And the people themselves are left very often without portholes, without the right to work and life itself.

As a result, we are increasingly being replaced by Asiatic savages, whom neither dust nor radiation takes; they are increasingly in our "democratic feudalism" feel like fish in water. And we are the opposite - as freshwater in the brine for them to live. And no matter how protestants raged on top, demanding more democracy, freedom, elections, there is complete calm at the bottom of the people - and the gills affected by this salt of salt that is unbearable for us swell.

How can you fix it all? In my opinion, only one thing was sung in the anthem that was hated both by the current government and the opposition: “Labor will become the ruler of the world!” Only a coordinate system tied to creation, in which the thief has 20 years or a tower, and the worker has all the blessings of life , can lead us out of the impasse. Everything else will only be driven deeper into it.

Without this democracy, but with difficulty we will still survive, as more or less they have survived before for many centuries. But with this democracy without difficulty - no way. All over the country, communications that have not been repaired since Soviet times will be covered up - and in one winter will die out like those “French houses”.
