“Methodology Development”
9 July 2019 was held in the capital of Brazil a meeting US military attache Lorenzo Harris with representatives of the Brazilian structure CENSIPAM (SIPAM Amazon Protection Management Center), where the US military was willing to train SIPAM personnel in the United States, as well as establish cooperation between CENSIPAM and the US National Geospatial Intelligence Agency (NGA).
Officially, it was not about military intelligence, but ostensibly about "developing a methodology for automatically detecting coca and cannabis cultures using radar images with synthetic aperture (SAR)."

What was so pleased with Colonel Lorenzo Harris, who came to the meeting, accompanied by an attache of the US Coast Guard and a naval captain fleet, considering that in Brazil there is practically no coca growing, and in Amazonas (and most other states of the Amazon) there is no sea? And why weren't there a single policeman at the drug fight meeting?

Since SIPAM, although a structure of the Brazilian Ministry of Defense, has always been primarily focused on tracking illegal deforestation and solving other environmental problems in the Amazon, it makes sense to look at what is happening now in the state of Amazonas under the guise of protecting natural resources.
What's happening?
Since December 2017, the federal police of the state of Amazonas together with IBAMA (Brazilian Institute of Environment and Renewable Natural Resources) and IPAAM (Institute of Environmental Protection of Amazonia) conducted a sluggish operation to identify illegal logging called "Archimedes". As is the case in Brazil, weak police intervention contributes to progress — deforestation has actually declined, although environmentalists were still being killed (one per week, according to official data).
Everything changed. 7 February 2018, when the head of the Department of Environmental Protection and Historical Heritage of the State of Amazonas appointed Caio Cesar Cordeiro de Oliveira Silva.

Personality is sicker than remarkable. Previously head of the State Intelligence Police Center at the Federal Police, he was implicated in a number of official offenses - abuse of office, arbitrary arrests, criminal inaction (causing death), and the like. Including he was involved in large-scale anti-Venezuelan provocationswhen federal police and ultra-right media issued Interpol’s “purple warning” about illegal deforestation in the Amazon for orientation on methods of currency fraud with Venezuelan bolivars. In Russia, Cayo Cordeiro is known as the organizer and direct performer of the “cleansing of Amazonia from the Russians” - mass arbitrary arrest Russian tourists in 2016 in Manaus. According to the lawyer, the Russians who have fallen into Brazilian prisons, if not a direct participant, then the ideological inspirer of this whole farce, was the FBI, with which independent Brazilian experts agree.

While the United States 8-9 may at its own expense instruct Brazilian judges, prosecutors and the federal police in São Paulo, Cayo Cordeiro joins forces with the Amazonas Prosecutor’s Office, which in mid-May receive a delegation from the United States in Manaus, which, according to official data consists of representatives from the US Department of Justice and the Council of the Environment, Science, Technology, and Healthcare of the United States Government.
Surprisingly, the arrival of Americans coincides with the passing of the presidential elections in Venezuela on May 20, the most likely springboard of a possible attack on which is Amazonia.
According to releases the delegation is in talks with the federal police and the Prosecutor’s Office (MPF), visits the Operations Management Center CENSIPAM, and 10 may even discuss the possibility of financing environmental projects through the Amazonia Foundation.
As the representative of the Amazonia MPF (Prosecutor's Office) noted, the meeting allowed important points for sharing information that would certainly lead to the adoption of judicial measures to bring international criminals to justice. And on May 15, the delegation allegedly discussed issues related to providing US personal data of citizens (including from cloud services) to the Brazilian federal police.
Of course, it is unlikely that the Americans were so eager to provide for the Brazilian feds the provision of personal data about US citizens, and even pay for it.
Such a sudden and strong desire of the Prosecutor's Office and the Federal Police of the State of Amazonas to cooperate with the United States allegedly in the joint identification of US-Brazilian environmental criminals is especially absurd, considering that in Amazonas (not to confuse the state with the international geographical concept of Amazonia and its Brazilian segment) only 6,5 is mined % of all commercial timber in Brazil. And in the overall structure of Brazilian wood exports, the United States occupy no more than 35%. That is, it is obvious that Amazonas supplies to the USA about 2% of all Brazilian export wood and an absolutely microscopic volume as a percentage of all wood that is cut down in Brazil.
After the elections in Venezuela, the US delegation left Amazonia. And less than a month after 2 after the end of the visit to Manaus land military transport aircraft with weapons from USA.
We will not go further into all achievements Cayo Cordeiro and the prosecutor Galliano (responsible for Operation Archimedes at MPF) in the field of environmental control (arrests of heads of state environmental organizations, deprivation of supervisory powers and the elimination of all other competitors), and dwell on further cooperation with the United States.
25 April 2019, the federal police (represented by Kayo) and the Prosecutor’s Office of Amazonia (represented by the prosecutor Galliano) announce with pomp the beginning of the second phase of Operation Archimedes - Archimedes-2.
At the subsequent press conference on this occasion, there are also Cayo (leftmost) and Galliano (second right).
In less than a month, MPF takes a curtsy to the United States, clearly hinting at the use of NGA resources:
Recall that the NGA (US National Geospatial-Intelligence Agency), with whom the Brazilian military concluded agreements at the July meeting in Brasilia and which the federal police of Amazonia (supposedly to obtain the necessary satellite images) establishes cooperation with the Department of the USA and works mostly on American intelligence. It is the NGA that owns the "merit" in the bombing of Belgrade and in the destruction of Osama bin Laden.
Here are some of the NGA features that have been removed from secrecy:
NGA can determine from a long distance what an object or building is made of.
They conduct a complex analysis of models of human characteristics, such as gait and body size.
They possess some of the most complex face recognition software in the world.
They mastered "all-weather" image analysis: hyperspectral and multispectral sensors on satellites and drones can see through thick clouds.
Professional defense and defense magazines aviation suggest that the NGA has developed sensors that can see through foliage and peep deep underwater and even underground.
Do environmentalists really need these opportunities? Most likely, the units of the Bolivarian armed forces and the operators of the Venezuelan C-300, located near the border with Amazonia, do not think so.
What has changed?
On July 7, Prosecutor Galliano (with the suggestion of the Minister of the Environment) decides to take Steps to liquidate the Amazonia Fund (Fundo Amazônia), the world's largest tropical forest protection program supported and funded by Germany and Norway. What has changed after the meeting of the federal police and the prosecutor's office with the US delegation 10 of May 2018, where investment in this fund was discussed? Amazons do not need money? Or did the investment in the personal pockets of police officers and prosecutors outweigh the investment in the largest environmental program for some mysterious services?
From 14 to 19 in July 2019, Mr. Kayo Cordeiro and Prosecutor Galliano (responsible for the operation at MPF) arrive in Washington with an “institutional cooperation mission” within the framework of Operation Archimedes.
Official report reports that the visit takes place at the invitation of the American side in order to "develop a comprehensive plan of cooperation to combat illegal logging in the Amazon."
According to the official release MPF Cayo and Galliano met in Washington with US agencies and government organizations, such as the Customs and Border Protection Service (CBP), the US Internal Security Service (HSI), the National Targeting Center (NTC), the Department of Justice, as well as environmental organizations and associations.

NTCs belong to US Customs and Border Services and perform daily operational duties to prevent terrorism by filtering preliminary information about people and goods that may be associated with potential terrorists, as well as terrorist weapons.
HSI is a division of the US Customs and Immigration Service that investigates violations of more than 400 US laws that threaten the national security of the United States, such as non-proliferation and export violations, human rights violations / war crimes, human smuggling, art theft, human trafficking, drug smuggling and trade in them, arms trafficking, document fraud, production and sale of fake immigration and identification documents, transnational gangs, finals crimes of crime, including money laundering and cash smuggling, trade-based money laundering, computer crimes, including child exploitation, intellectual property / trade rights fraud, import / export controls, trafficking in counterfeit medicines and other goods, fraud with mass marketing and international crimes in the field of cultural values and antiques.

It is noteworthy that in order to create some kind of environmental interaction with the United States, Kayo and Galliano, especially for the Americans, brought and with fanfare presented a video in Washington about which the prosecutor’s office wrote in its release:

What exactly are the true purpose of the visit to Washington covered the Brazilian emissaries with such an inept bluff? This suggests that the main reason for the intensification of the “environmental” activities of the federal police and the Prosecutor’s Office of Amazonia is the creation of a screen for access to the FBI and the US military.
Record deforestation
Maybe we didn’t see all the results of the work of the Federal Police and the Prosecutor’s Office of Amazonia, the destruction of which by environmental organizations and cooperation with the military and intelligence agencies of the United States really help to prevent illegal wood mining?
Let's look at the objective indicators:
According to the Brazilian National Institute for Space Research (INPE), record deforestation was recorded in the Amazon, which stopped shrinking and began to grow rapidly after the Prosecutor’s Office and the Amazonia federal police under the leadership of Galliano and Cayo respectively took over. As they say, no comment.
But the comments are still there. From Brazilian President Zhair Bolsonar, who shocked the international scientific community, calling INPE liars, and their data unreliable and spoiling the image of Brazil. And then he added that civilians cannot be trusted at all, and all information must be passed through it and the relevant ministries in the government (that is, subjected to censorship) before being published.
Bolsonar is known to be a big fan of the military and the police, forgiving them any sins such as violations of fundamental human rights or illegal commerce. More people with weapons he loves only the United States. And least of all he likes the environmentalists, human rights activists and foreigners (except Americans).
The questioned INPE data to Bolsonar are based on satellite images of Chinese-Brazilian and Indian satellites.
But it seems that someone really needs Brazil to sign a satellite imagery contract with another country that the federal police, the MPF and the current president of Brazil like so much.
With care about integration
On July 23, in Manaus, representatives of the Center for the Defense System of the Amazon (CENSIPAM) and representatives of the armed forces (army, Navy, Air Force, military intelligence and air defense) open offices for joint interaction. Or simply capture CENSIPAM, placing the military on two floors of the center, so that they can use the potential of satellite intelligence, which previously (as we have said) was used only for environmental monitoring purposes.
According to the official communication, "the goal is to increase the integration between CENSIPAM and the operational units of the Ministry of Defense."
Two days later (July 25) Bolsonar arrives in Manaus, ostensibly to solve a number of economic issues in the state of Amazonas.
Even after 2 of the day, Bolsonar finally disavowed his intention to give Amazonia to the Americans, publicly stating that he was "looking for partners from the First World countries who would study this region" and that "hence my rapprochement with the United States."
It is becoming more and more obvious that all the power and pathos of the heavily advertised police operation "Archimedes-2" are probably aimed at hiding trade in the national interests of the country, carried out by the federal police and the Prosecutor’s Office of Amazonia, which destroys the ecology of the region, leads to mass arbitrary arrests of innocent citizens and poses a threat to the beginning of US military operations from the territory of Amazonia against Venezuela or FARC dissidents in Colombia.
Rapid militarization
This is such a “not even“ creeping ”, but rather rapid militarization of Amazonia under the strict guidance of the United States and the active partnership of the Brazilian federal police and the Prosecutor’s Office. Apparently, speaking of the fact that it is time to finish with the conservation of the Amazonia, and it is necessary to proceed to its development, Bolsonar meant its "development" by American and Brazilian environmentalists in uniform.
In conclusion, I would like to note that Europe also sees the danger of the presence of the US military on the territory of Amazonia. In particular, the Swiss (but broadcasting to a Brazilian audience) edition of “Duplo expresso” recently reported on the danger of provocation according to the scenario of the Malaysian “Boeing”. AT article under the heading "Urgent: US plans to shoot down a Brazilian plane and blame Venezuela?" An analysis is being made of a scenario in which the United States shot down a Brazilian aircraft over Amazonia, accusing it of Maduro and using this incident as a pretext for a military invasion.
With all the seemingly absurdity of this assumption from the sphere of "conspiracy theory", the very fact that such options are already seriously considered independent (and the "Duplo expresso" is not a mouthpiece of the left) makes the press think that element of truth. Or, as they say in the well-known proverb, if you are paranoid, this does not mean that you are not being watched.
