According to the deputy head of the General Staff of the Armed Forces of the Russian Federation Vasily Smirnov, various public organizations will be permanently included in the draft commissions, parents of conscripts will also have the opportunity to participate in commission meetings and will be able to accompany their sons to the places of service.

Also, according to V. Smirnov, the experience of introducing the so-called method of territorial recruitment of the army, which allows young people to serve in the regions of residence, started in order to humanize this spring, will continue. First of all, recruits will serve in their “own” regions and have sick people, elderly people, immediate relatives, and also married military personnel.

In general, it can be noted that the principle of a mixed configuration of military units deployed in the country is beginning to be quite successfully implemented in Russia. They talk about the humanization of the army and representatives of the Chief Military Prosecutor's Office. In particular, according to Major-General A. Nikitin, Chief of the Main Military Unit, recently, the Russian Ministry of Defense has done a lot to improve the quality and prestige of military service. The autumn military conscription 2010, at the direction of the Prosecutor General of the Russian Federation and the Chief Military Prosecutor, was taken under the special control of military prosecutors and prosecutors of all subjects of the Russian Federation.

Before the start of the current draft, a procuratorial check was conducted to determine the readiness for holding a draft company of all military offices, medical and draft commissions, as well as transshipment and collection points. According to the results of which, from the legislative point of view, the readiness or non-readiness of these institutions to conduct the conscription was confirmed.

In addition, Nikitin said that such prosecution checks are bearing fruit. For example, according to the results of the spring draft, 12 initiated criminal cases against officials and more than 200 people were brought to various types of responsibility. The conscripts themselves did not stand aside, about 17 of thousands of young people, were also brought to administrative responsibility. On the facts of evasion 87 people have already been convicted and 200 are waiting for their fate. There is a struggle with the offices that offer their services on the slope from the army.

According to the Defense Ministry at the spring draft, 6 thousands of recruits did not appear after serving the summons, more than 10 thousands did not notify the military commissariats about relocation and more than 100 thousands declined to receive the summons.

The quality of the recruiting contingent also leaves much to be desired, although the “demographic hole” still does not have a great effect on the number of recruits, it seriously affects the health and physical development of young people and causes serious concern among military officials. According to the same Smirnov, 65% of young people sent to the troops for service have “good health", but cannot serve in sensitive units for any restrictions, and the remaining 35% are generally released from service or receive deferments. The Ministry of Defense annually spend about 100 millions of your own money on special diets for underweight soldiers.

Mental diseases, diseases of the digestive organs and the musculoskeletal system are at the top of the rating of diseases of people of military age. According to the military, an unhealthy family climate and poor schooling in schools cause such health problems among young people of military age.
