After the scandal over the detention of Ivan Golunov, a Medusa journalist, Russian President Vladimir Putin dismissed two Interior Ministry generals, whose application for dismissal had previously been sent to the President by Russian Interior Minister Vladimir Kolokoltsev. It is reported by the press service of the Kremlin.

Vladimir Putin fired two generals in the "Golunov case"

According to a presidential decree, Major General Devyatkin Yury Vladimirovich, Chief of the Department for Drug Trafficking Control of the Department of Internal Affairs for Moscow, and Major General of the Police Puchkov Andrei Pavlovich, were dismissed from their posts.

As the head of the MFD of the Russian Federation, Vladimir Kolokoltsev, previously reported, the materials of the internal investigation conducted by the Self-Security Service regarding the lawfulness of the actions of the police officers who detained the journalist Ivan Golunov on suspicion of selling narcotic drugs were sent to the Investigation Committee of Russia, and the police themselves were relieved of their duties . At the same time, a petition was sent to the President of Russia for the release from office of the Head of the Department of Internal Affairs of the CJSC Moscow and the Head of the Directorate of NON GU MIA of Moscow.

Recall. that the journalist "Medusa" Golunova was detained on June 6 on suspicion of drug trafficking. When they found him, they found five bundles with mefedron. Also, prohibited substances were found in the apartment of a journalist during a search. At the same time, Golunov himself denied his guilt and stated that the drugs had been planted on him.

11 of June of this year, all charges against the journalist were withdrawn due to the lack of evidence of his participation in the "illegal sale of narcotic drugs".

"Grazhdansky" most likely meant that the whole story with Golunov is a circus, a performance, a game of a bad and a good policeman, soon a direct line with the Kremlin, so a show was needed in which Putin is a good policeman, and these two dismissed generals, respectively, are bad cops ...

Thank you for clarifying)) now the version is clear)) But my opinion is purely - they wanted to hide the guy for his activities, but the misfire came out. But the straight line and other factors simply increased his chances of standing up against this attack. But this is IMHO

Not only. The EU and the State Department were excited, uncomfortable questions interrupted interest in St. Petersburg, all the media rose. The publicity went great. There will be no GDP to pull the maz for some generals and colonels!
Then you can tighten the rating, and the meeting with the press 20 could result in an uncomfortable format.

And why did you decide that it was a two-run? I now think that this is the most ordinary classic three-walker - the Kremlin’s hostile forces decided to set up the Kremlin and staged a performance in which Putin looks like he is playing an opera show about a good and bad cop on the eve of a straight line.

Unfortunately, in the current reality, "law enforcement officers" are very rarely responsible for their actions, but even so, every year they are judged for planting when they make mistakes with a client. The scale of such scams is even difficult to imagine, according to statistics, more than 228 people are imprisoned every year by 100! it has already been nicknamed the People's Article. So that you understand, the use is administrative, storage in small quantities is a condition, and only dealers should be put in prison. From which conclusion Russia is a country of dealers, well, complete nonsense.

So the answer is on the surface - stabbed his killer with a knife - you sit down for 7 years, excess of self-defense, and the bearded man will dump into the mountains and continue to graze sheep and no one will find him if he is not quite stupid, like those who were caught. If you hit a tozheressian - an extremist, navalnok, you rock the boat - go to bed, hit you with a crowd of "tozheressians", beat you and run away - crime has no nationality. The problem is known - this is a system, and until we break it, the change of presidents is a change of the baron's valets.

Only you could imagine such nonsense. It doesn't matter if the drugs were or were planted, the main thing is that Russia has once again been framed under a barrage of criticism. And if the "generals" were smarter or were not Putin's enemies, this would not have happened. Because the world media does not say - Russia, but they say - Putin's regime. So decide for yourself, if there were drugs, then the "generals" were fools, they could not beat everything so that the mosquito did not undermine the nose, would present irrefutable evidence to the court, and if they planted it, then the "generals" are Putin's enemies. Draw your own conclusions, but your brains are not rotten. Do not forget to take into account what time the performance is played. After all, the economic forum and the arrival of Comrade S.

You believe in the version of the play, it is your right, I do not dispute it. I have my own opinion. It consists in the fact that the journalist dug up too much dirt, and not even at the Ministry of Internal Affairs, but at a more serious office. And since the professionalism of the employees of this office is far from always at a high level (at least recently), and because permissiveness began to demolish the roof, they began to act with the grace of an elephant in a china shop, initiating all this nonsense with drugs. The generals were removed simply because it was necessary to show the triumph of the law, but they simply did not dare to touch the mentioned office. This is the version I have repeatedly met on the network, and it seems to me the most believable.

The figurant has been in development for a long time, supplying nonsense to gay clubs. But the guys "on the ground" did not check all the connections, did not show proper professionalism in recording the event. And most importantly, the generals did not understand to instruct the police about the political moment. The Soviet police did not allow this. The judge is out of business - due to procedural violations he gave a house arrest. Suspected of a serious crime - you can’t leave him on the street; in a pre-trial detention center with police jambs, it’s also not comme il faut, so he did everything right.

But this is not so, house arrest is also imprisonment. And if there are "procedural" violations, a person should be released from the courtroom, and not put under arrest (albeit at home). This is a gross deliberate violation of the law on the part of the judge

If my lawyer gives the judge information that the cassette was seized without witnesses and a general order (giving evidence to this), then they will limit my freedom of movement by house arrest. And they will be released directly at the trial. However, if I am 76 years old, then no one will ban me under house arrest, but they will turn my finger at the temple with the police laughing

I outlined to you the essence of the problem with this example, not the details. The bottom line is that the law is the exact opposite of what you are saying. The more serious the accusation, the more and better the evidence should be. The person is accused of a serious accusation of drug trafficking. What. Any normal judge should ask investigators and prosecutors: where are the fingerprints on the bags? where are the fingerprints on the scales and other pots where were the drugs prepared? Where are the tracks of drugs on the clothes and body of the accused? where is the video and audio recording of his meetings with clients? where are the test purchases? ..Do you have all this? Why didn’t you do all this work for which you get paid? ... you comrades do not have evidence of accusation against this person. The person is free, but you go and bring me all this evidence and then I will arrest the person.

And your statement that a person must first be closed and only then sorted out and if something is released in court a year later is absurd. You will sit another little one in jail and understand what YOU are proposing.

A person cannot release a suspect in a serious crime, taken by police with evidence, even obviously fabricated, to freedom. Not, well, if they bring someone with a bloodied candelabra and say that he killed Tsar Pavel, then, except for a mate to the police with a subsequent call to the Investigative Committee, they will not achieve anything from the judge, but neither in Russia, nor in Italy, nor in The United States will not immediately release the suspect in a case similar to this - ask a friend of your carabinier or lawyer. Another thing is how quickly he will be released from custody.

This is not my opinion. But the opinion of the Supreme Court of the Russian Federation. Which is mandatory for execution by judges.

In accordance with Part 1 of Art. 108 of the Criminal Procedure Code of the Russian Federation, when choosing the specified preventive measure, the judge's decision must indicate the specific, factual circumstances on the basis of which the judge made this decision. Such circumstances cannot be data that have not been verified during the court session, in particular the results of operational-search activities, presented in violation of the requirements of Art. 89 of the Criminal Procedure Code of the Russian Federation. As explained by the Plenum of the Supreme Court of the Russian Federation in its Resolution of 19.12.2013 N 41 "On the practice of the courts' application of legislation on preventive measures in the form of detention, house arrest and bail", the election as a preventive measure of detention It is allowed only after the court verifies the validity of a suspicion of a person's involvement in the crime. Reasonable suspicion suggests that there is sufficient evidence that a person could have committed a crime (a person has been caught committing a crime or immediately after its commission; the victim or eyewitnesses have indicated that person as having committed a crime, etc..

and the judge, reading that they found drugs in large volumes at home, should not assume that the person could have committed a crime ??? the judge reads the data from operas and the investigator .. and I assure you of them, there will always be justifications .. I’m just saying that the judge was not at the time of arrest, was not at the time of seizure, is not involved in ORM and the quality of their execution, nor the person I studied / didn’t communicate with him, but when reading the petition’s petition everything is there so that if it is released it will be a disaster .. therefore, the investigators and the opera can often really arrest illegal actions upon arrest .. but, in fairness, do not confuse the judge to them .. the judge when the case is examined for the sentence is responsible ..

Section 100. Election of a preventive measure against a suspect

Article 100 of the Code of Criminal Procedure. 1. In exceptional cases, subject to the grounds provided for in Article 97 of this Code, a preventive measure may be taken against the suspect.

Article 107 of the Code of Criminal Procedure of the Russian Federation "House arrest as a measure of restraint is selected by a court decision in respect of a suspect or accused if it is impossible to apply another, milder measure of restraint and consists in finding the suspect or accused in isolation from society in the living quarters in which he lives as an owner, employer or on other legal grounds, with the imposition of prohibitions and the exercise of control over him. "
Article 108 of the Code of Criminal Procedure of the Russian Federation Detention as a measure of restraint is applied by court decision in respect of a suspect or accused of committing crimes for which the criminal law provides for punishment in the form of imprisonment for a term of more than three years if it is impossible to apply a different, milder measure of restraint. When choosing a measure of restraint in the form of detention in a judge’s order, specific, factual circumstances must be indicated on the basis of which the judge made such a decision. Such circumstances may not be data that has not been verified during the court session, in particular, the results of operational search activities,
The decision to initiate a petition sets out the motives and grounds by virtue of which it became necessary to place the suspect or accused in custody and it is not possible to select another preventive measure. Materials confirming the validity of the application are attached to the decision.

Despite the successful resolution of the history of Ivan Golunov, the question of the illegitimacy of the actions of law enforcement agencies during inspections remains. "Bill of the Daily" collected from the social networks stories about thrown substances.
My father Boris Fedorov. He was not a journalist. He was an entrepreneur who for some reason got into politics. A bag of cocaine in his car, then the police threw right at the gate of our house - 20 May 1996 of the year. They later admitted that there were no fingerprints [on the bag], but who cares.
I was 13 then, and I, as now, understood everything, but did not know how to help, so I just made tea and sandwiches for his friends who were sitting at our house and tried to get him out. Dad was released four days later. They took him straight from prison to the office where they needed to be and told him to be silent. <…> (Original post by Fedorova)

Night, waiting for public transport, another typical acquaintance with a stranger on the street, who, like many, knows me from my activities, from the Podium project (Uvarov participated in the Project Podium reality show. - Ed.) And bright shows of clothes. Quickly without details: they let me hold a pack of cigarettes while the interlocutor lights a cigarette. Then people surround me, and the worst thing in my life begins, it never was worse! There were drugs and money in a pack of cigarettes: either I am a drug addict or I am a huckster. Four hours of bullying in a city state police cell. I was tortured, beaten, humiliated, stripped naked and filmed, humiliating and despising, forcing me to agree with all their "accusations." That day I was in iron boots: they promised to crush me through my head with them, and - quote - "We will get nothing for this!" They took my phone away and forced me to enter the password [to and from] Sberbank Online in order to transfer all the money to my card. I was offered to forcibly take the blame for the murder of another person in order to stay alive and help their acquaintance avoid punishment. They needed money - "at least 200 rubles." <…> There were two goals: either to get a lot of money from me, or to gradually close the plan by the end of the year to catch drug dealers! <…> Perhaps I was lucky, but I instantly turned the liver pills in my bag into pills for an incurable, fatal disease, which I allegedly have. <…> I was taken out of the building, out of fear I ran, stumbling. Around the corner, other cops were waiting for him, already with attesting witnesses (this is also a fairly full-time profession - these fake attesting witnesses). Fortunately, my friend guessed to check his pockets right after the [first] check and threw out the bag - to the disappointment of the following cops, which they did not even try to hide. After their car left, I saw two street surveillance cameras looking at me. Those two uniformed scoundrels were just afraid to do anything under them. Then I voluntarily sit in the car - the devil only knows what would have happened. The reference is to the fact that the investigator is a procedurally independent person and himself directs the progress of the investigation, including determines what expertise to do. So, he will first refuse this examination to you, and then it makes no sense to conduct it. and then after a couple of hours I learned a lot about myself in the police report
and only after a few hours of communication in the style of “no, I didn’t take part, I didn’t do it,” was released, but at the same time robbed.

This system did not take shape today or even yesterday, alas ... I personally don’t know how to break it down to ready-made recipes ... but I’ll say this, thank God, I found competent operas working as they should, honestly, but the final scrapping and the youngsters who came were thinking of only one thing "how to cut it down" .. it came to a ridiculous conclusion that a graduate of the Higher Police School came, but he does not know how to draw up a protocol for examining the scene of the incident correctly! a person specially trained as an investigator !!!
Pay attention, often a TV show flickers on TV, and it is obligatory for someone who needs to find something and then quiet glanders for a couple of three years, BUT people know that this person uses it and will find traces from him and so on ... and here .. .in general, even this is unprofessionalism and profanity

This system did not work out today or even yesterday, alas ... I don’t know how to personally break it.

It's easy to break, like in Singapore, but no one wants it.
Read how Singapore destroyed corruption in a year. There, in total, in my opinion, 5 points.

Everyone rushed to discuss the salvation of another liberalist. and meanwhile
In the Smolninsky District Court of St. Petersburg, the Vorontsova trial against the St. Petersburg State Department of the Ministry of the Interior on migration issues has ended. The court attached my letter in defense of the girl to the case. Attached, but ignored. The judge sided with police officials who denied temporary shelter to Irina.

And this is under the official gossip about the "importance of supporting compatriots."

Since December 2009, Vorontsova lives in St. Petersburg, works as a web designer, married to a citizen of the Russian Federation. In Ukraine, from 2006 to 2008, she was the organizer and participant of many political speeches in support of the “Russian world”. She was attacked many times by Ukrainian nationalists. In 2014, she took part in the collection of humanitarian aid for the Donbass. In 2015, she went to Donetsk as a volunteer.

Included in the base of the site "Peacemaker" as an "accomplice of terrorists." She faces up to 15 years.

In September 2018, Irina filed an application for temporary asylum in the territory of the Russian Federation. In December 2018, temporary asylum was refused. And here is the court decision.

These are ordinary people expel her. The same ones that watch TV shows in the evenings and moan over the nightmares of a neighboring country. And it was they, ordinary ones, who were sent to Lviv prison by journalist Elena Boyko, where she is still sitting. Sits, forgotten and faithful.

The ordinary ones threw out the “anti-Maidan activist” Marina Menshikova from Crimea, and it all ended in a loop in the Dnepropetrovsk prison.

It’s strange. IMHO, the system concocted such laws, according to which it is possible to remove objectionable people on the ground (to put people in their place) without much explanation of their actions. On a hunch ...

Of course, now the police, and not the police, have a moral character and all that, but there is a feeling that the slender ranks are a little poor, but a little ... very bad and I’m not talking about the need to further reduce the precincts, the fish, they say, rots from the head

It was not Putin who was fired, but Kolokoltsov. With fright or business, we will never know. Regular movements even in federal cities in the "head of department" link are ministerial. Where is the information about operas who directly violated the legislation, the constitution and the criminal code? Putin has no time for this. But everyone wants to do this before. And how many people piss off, sit and sit on the "thrown" articles? Where are the systemic changes? I liked the reaction in the Duma. Not 10, but 5. What's going on? Have we entered the stupidity zone? what's the difference how much they give if you're not guilty? Mitigation? Yes, this is not education and understanding. No, real traders will say thank you now, still not 10 years. But to hell with them with the generals. What to do systemically? Don't break through the situation. You can't put an opera performer. He most likely does not realize what he has done, fighting with whom they will indicate. A normal opera won't come close to this. And they won't ask for more. What systemically is the Ministry of Internal Affairs going to do to protect the rights of citizens of the Russian Federation? Where to ask a question? This is all about this gimmick. Not even about journalism.

But to be honest, the investigating authorities of the Ministry of Internal Affairs were extremely reasonable for me personally and only the Investigative Committee decided to violate the constitution, which broke my life. I hope that there will still be more reasonable in the Ministry of Internal Affairs and they will be cleaned without the participation of the OSB and the FSB. I just hope so. DO NOT ENEMIES me cops.
