MIA: some old men go to battle?
Experts believe that Vladimir Kolokoltsev himself said “upstairs” that he wants to work with his own team, and not with those who sat in their chairs after the departure of the former chief. In other words, the new minister quite decisively set out to create his own group of professionals, and President Putin obviously went to meet him. Several deputy ministers and other high-ranking policemen lost their posts in a very short time. This is the head of the Investigation Department, Mr. Kozhokar, who, by the way, once studied with Dmitry Medvedev in one course. This is Alexander Smirny, who is considered one of the main ideological inspirers of the reform of the Ministry of Internal Affairs. This is Igor Aleshin, who dealt with criminal issues in the Ministry. In addition, Sergey Bulavin, who was preparing the law on the police, and Yury Draguntsov, who was in charge of the department’s own security, lost their leather seats.
An interesting fact is that Mr. Draguntsov, apparently, was too overzealous in restoring internal security, which not so long ago decided to get to Vladimir Kolokoltsev, who by that time was still far from the ministerial post. Yuri Draguntsov with enviable persistence tried to provide his leadership with materials that would have compromised Kolokoltsev, but either they stopped such activities in time, or Kolokoltsev was really out of any suspicion. It was the fact that Draguntsov enthusiastically dug under the man who was destined to become the new Minister of the Interior of the country, quarreled Kolokoltsov with him, and the decision to replace Yury Draguntsov clearly suggested itself.
After a series of layoffs, the trade union of workers of the system of the Ministry of Internal Affairs said his word Union structures have expressed their approval for the removal of some deputy ministers. Special approval was made about the change of Valery Cojocari. Representatives of the union said that Cojocar was not a professional in his business, and he also had to visit the courts too often, as employees who were dismissed not without his help about their own illegal dismissals were sued. The chairman of the trade union of the Interior Ministry workers, Mikhail Pashkin, personally demanded that Cojocari be removed from his post.
As you can see, these requirements are not left without consideration. After several dismissals, new deputy ministers appeared in the Ministry. At the same time, these new people can be called a stretch. The investigative department was replaced by Yuri Alekseev, who returned to the Ministry of Internal Affairs from the General Prosecutor’s Office instead of Cojocari. There Alekseev led the control of law enforcement.
The new deputy of Kolokoltsev, who is in charge of countering crime issues, is now Mikhail Vanichkin. It is noteworthy that Vanichkin headed GDCOC before this organization was decided to dissolve. Viktor Golovanov was appointed the comrade Vanichkin, who in Moscow is called almost the best detective. Now he is in charge of the federal criminal investigation, although only recently he had to completely leave the system of the Ministry of Internal Affairs. In 2000, Golovanov was dismissed from the ranks of the Ministry of Internal Affairs with the wording “to reduce staff”, and in 2003, he became the head of the Moscow City Directorate. Vladimir Kolokoltsev did not forget about his past achievements.
Igor Zubov, an expert on legislative activity, also became deputy minister. In 1977, Zubov graduated from the Omsk Higher School of the Ministry of Internal Affairs. His specialty is jurisprudence. Today, Igor Zubov can be called a specialist of the highest class. He is not only a doctor of law, but he also has been involved in counter-terrorism operations in the North Caucasus. By the way, Zubov is also a member of the union of journalists, therefore, we hope that the work of the ministry will now also become truly transparent, as far as this is possible.
Vladimir Kolokoltsev’s deputy for territorial issues is henceforth Arkady Gostev, who graduated from the Moscow Higher School of the Ministry of Internal Affairs in 1987. I must say that in their specialty Gostev is also a jurist, like Igor Zubov.
Even after a superficial glance at the new top of the Interior Ministry, it becomes clear that in history the era of Rashid Nurgaliyev left, who cheerfully reported on the completion of the reform of the Ministry of Internal Affairs. Apparently, President Putin has a slightly different opinion, which was expressed in helping Vladimir Kolokoltsev to create a new team. The team consists of those people with whom Kolokoltsev had the honor to work before his appointment to such a high state post.
It is obvious that the new team of Kolokoltsev, like the minister himself, at the first stage of his work will face the problems left over from past reformers.
Firstly, it will be necessary either to finish what Dmitry Medvedev started when he was in the presidency, or, as they say, to go another way. So far, only one example of a possible revival of the GDCOC seems that Kolokoltsev has a task not only to chop off past achievements in the system of the Ministry of Internal Affairs, but also to take effective tools from the pre-reform period.
Secondly, it is necessary to prove that changing the sign, which called the law enforcement officers by the police, is neither the main achievement of the reform. As before, the scourge of the entire system of the Ministry of Internal Affairs remains almost total corruption, which leads to the excess of official powers both in the center and in the regions. People still for the most part do not trust law enforcement officers. And if such a tendency continues even further, then the structure of the Ministry of Internal Affairs is generally at risk of losing touch with reality.
Thirdly, the new team will have to prove that it is really new. Prove that she is not just a group of professionals who will professionally sign documents being laid on their tables. Proving that the new team is really aimed at the realization of ambitious plans for real reforming the Ministry of Internal Affairs, and not at the usual rollback to 4 a year ago with the aim of such counter-reform.
In general, the work is more than serious. In the end, not only the prestige of the profession, but also the internal security of the country is at stake, and in Russia there were enough internal destabilization tools at different times. It remains to wait for the first results of the work of the ministry in its new composition.
