According to the published material in the Kharkov edition under the name “Large plant near Kharkov mastered the production of unique armor”, the Ukrainian military department received from the Kharkiv design bureau of them. Morozova (KMDB), the seven first BTR-4 armored personnel carriers made from new "unique" armor of Ukrainian production. The production of armor has been mastered at the Lozovsky Forge-Mechanical Plant, it is reported that the new armor meets all the highest international standards, and besides it has passed control and acceptance at all stages of production.

In the same place, at Lozovsky KMZ, under the control of the Kharkov KBM and and the research institute of construction materials "Prometheus", the BTR-4 hulls of the new special steel "71" were made. It is reported that in production at the factory there are still about 40 BTR corps of new armor.

Earlier it was reported that for the manufacture of new hulls of Ukrainian armored personnel carriers Armstal of poor quality armor made in Poland was used, as well as attempts were made to create their own samples of armored steel. Basically, under the guise of new cases for armored vehicles, Ukrainian manufacturers used the hulls of Soviet armored personnel carriers made using Soviet technology.

But in the course of studying the documents, it turned out that the steel supplied was not military armor at all. It was a high-quality "civilian armor" - wear-resistant steel to protect important parts and assemblies of quarry and other equipment.
