At first it became known about the completion of the transaction for the acquisition by the Coast Guard of the USA (practically for nothing, for only $ 10 million, more expensive than they were built) of two island-type border boats. These “wonderful” boats with a displacement of 168 tons and 34 meters in length, with speed in the best years of up to 29 knots, are, in fact, ordinary border patrols armed with a 25-mm gun mount Mk38 and 2 12.7x99-mm machine guns M2. Replaced by these "islands" (most of the series was named after the American islands) a series of smaller and obsolete boats of the type "Cape" (Cape). “Islands” were built in 1985-1992. 49 pieces in two basic versions, 8–41 m long, the rest 34. The elongated 8 boats were the first to be retired from service in 2006, the reason was cracks in the elongated hulls. They were found earlier, for a long time they were looking for solutions to the problem, but in the end, having estimated financial costs, they just spat, moreover, there were enough problems there, for example, with equipment. Cracks in the hulls, they say, began to creep out on short “islands,” so they are written off without much regret. Yes, and the replacement has ripened - Sentinel type boats, 360 tons displacement, are armed, however, it is also scarce - a 25-mm cannon and 4 12,7-mm machine gun turrets. But throwing away old brooks when you can still make money is silly. And the boats were included in the program of foreign military assistance, more precisely, the transfer of surplus military property - to different fleets, fleets and coast guards. To whom it is free, and to whom - for a certain amount. However, more than 20 boats still serve in the Coast Guard, 6 of which guard the US coast for some reason in Bahrain, acting in the interests of the Navy in their confrontation with Iran, because the U.S. Navy with boats is very bad, unlike the crowds of destroyers. And Iran, as you know, the opposite.
So far, those who need secondhand katerki, it was not very much. The US Coast Guard transferred 2 boats of the Island class to the Coast Guard of Georgia in September 2016 and 2 to the Pakistan Maritime Safety Agency in December 2016. 2 handed over boats to Costa Ricans in 2017, in 2018 in the spring they had to be at the customer. And the Georgians, who were the first to formally receive boats (called, by the way, the names of the ships sunk in Russia in the five-day war), have not yet seen them. “Repair and training of crews” continues now and will end only next year, if they do not transfer again. It can be seen that the Georgians put quite decent travelers, and you don’t want to leave the United States, you can continue to portray the “stupid Avas” from the interlude in the classroom. It’s hard to say how long the epic will last with a pair of Ukrainian super-dreadnoughts, but according to plan this is the end of 2019.
The boats will most likely be transferred without armament and with a minimum of electronic equipment. So, local Ukrainian budget cutters will be able to participate in equipping boats with some semi-working local products. Again, the reason for peremoga. After all, the Americans themselves (!) Following it became known about the possible transfer to Ukraine of three decommissioned Danish modular boats of the type “Standard Flex 300”, in the version of minesweepers. Written off from the Danish fleet in 2010-2012, they were offered for the sum of 104 million. Ukraine, of course, does not have this money, and, despite the need for minesweepers, the deal probably will not take place. Free or for a penny, as Kiev would like, the Danes are not ready to give the boat, even if it did not justify itself, but it would be quite suitable for the Naval Forces Command.
Well, the most powerful blow to the language of the dominance of the Red Banner Black Sea Fleet was struck the other day, when it became known that the United States intended to feed another Peremoga weapon on a shovel to its Ukrainian non-slaves - frigates of the Oliver Hazard Perry type with 2 number. Among Ukrainian bloggers or journalists from various Observers and Dialogues, of course, the troubles are full of trousers, just like with the “saints” of the Javelin ATGM, of which simple svidomo nothing real (about the problems and shortcomings of this weapon, for example) and does not want to know. But what about the Javelins? They put a small amount - and they stored it at Yavorovo, with American instructors under supervision ... and a lock. At the parade issued, shoot sometimes. And nothing more - they don't let me go to the front. So here too, the hopes of changing the balance of the sea are vain. But for other reasons. "Javelin", with all the drawbacks, has advantages, and is quite applicable anti-tank weapons, which, of course, will not seriously affect anything (if the silhouettes of "northerners" would not loom behind the backs of the republican corps, maybe everything would be different ). But a frigate of the “Perry” type or two frigates are the same useless “white elephants” for the Naval Forces of Ukraine as the “Hetman Sagaidachny” nicknamed “Saiga Suburban”.
These URO frigates were built in a huge series in the 71 ship, of which 52 was for the US Navy, frigates were built for the Australian and Spanish fleets (the Australians built 6 in their shipyards, and the Spaniards built everything for themselves), 2 built on their shipyards Taiwanese. Currently, all American frigates are either transferred to foreign countries (8 went to the Turks, 8 to the Egyptians, 4 to Bahrain, 1 to Pakistan, 6 to Poland), or sunk as targets, or dismantled, or offered as part of military aid. Among potential customers is Thailand, but the couple destined for it has already been destroyed - one ship was drowned in the exercise, the second was removed from the list for transfer and sent for recycling (it was probably in poor condition). Similar story and with the Mexican couple - one of the frigates became a victim at the RIMPAC exercise this year, and the second is still intact. Now here are two unnamed frigates offering Ukraine. And, it seems, not free, but at a more reasonable price than the Danish minesweepers.
At one time, 4200-ton frigates were the backbone of escort forces, the workhorses of the late Cold War period. Were among the "Perry" and the victims. Thus, the frigate "Stark" was attacked by an Iraqi aircraft in 1987. in the Persian Gulf, successfully “overslept” the air attack, received the 2 RCC “Exochet” AM-39 into the board. According to the long-standing tradition of exosets, only one of the missiles (fuses, they say, is still not very reliable on various clones and developments of this rocket produced by the Chinese and Iranians), the second caused only a fire from spilled fuel. But one missile was enough to kill the 37 sailors and to receive great damage, which, no doubt, could be fatal, if it were not the greenhouse conditions of the Gulf, with a nearby base and their ships nearby, capable of towing the frigate. The aluminum superstructure of the ship served to spread the fire (Perry was designed before the Falklands / Malvinas war, which showed the danger of extensive use of aluminum on ships). A year later, another frigate, "Samuel Roberts", hit the Persian Gulf on an anchor mine of Iranian production, which looked very similar to our Russian mine model 1908g. The resulting extensive hole diameter of 5 m led to the flooding of the engine room. Also, two gas turbine plants exploded from the foundations with an explosion, and even the keel was partially broken. It is strange that in general part of the stern did not break off. The victims, however, was not. In general, and in this case, the greenhouse conditions in the Gulf saved the ship from drowning. Both frigates were eventually restored, perhaps from principle. In general, “Perry” proved to be quite reliable and strong, despite a number of shortcomings.
These frigates were armed with the following: 1х1 PU Mk.13 SAM Tartar with SAM "Standard" SM-1MR (range to 50-75km, canal on target - 1), with 40 ammunition for missiles. Moreover, the "Standards" could also be used as an ersatz-anti-ship missile, but also the Mk.13 could be used to launch the Harpoon anti-ship missile. In addition to the ZRK, there were 2 anti-submarine helicopters, 1x1 76mm AU "OTO Melara Rapid, 20-mm ZAK" Vulkan-Falanks ", 2X3 torpedo tubes 324 mm for anti-submarine torpedoes Mk.XNNXX
However, due to the cancellation of the Standard SAM missiles and the high cost of remaking the ship for other SAM missiles, the air defense systems were dismantled, which is why the Perry lost their anti-aircraft and anti-ship capabilities at once. With one ZALK "Phalanx" and a 1-mm gun mount against aviation and anti-ship missiles cannot be won at all, especially against supersonic anti-ship missiles. An attempt to fight with a large ship of the Russian fleet will resemble the ever-memorable characters who came to a shootout with knives, because the RCC will simply fly back in response. It is possible to fight with frontier TFRs, but with caution - the 76-mm AK-176 on our ships is more long-range and faster. And a meeting with a ship armed with at least a 100 mm artillery system, such as small artillery ships of the Buyan type, is completely contraindicated - they will drown from a convenient distance. The anti-submarine capabilities of ships in our time are also clearly insufficient (if anyone gives helicopters and torpedoes to the Ukrainians at all), although they are present, but considering who will own the ship and how they can “master” it, it is unlikely that this equipment will work as it should be.
Of course, you can, let's say, instead of cutting out an air defense system, embed a vertical Mk.41 PU into 8 missiles for an ESSM (Evolved Sea-Sparrow Missile) missile, as the Turks and Australians did to upgrade, but this is unlikely to be money. It is possible to stick the RCC separately, somewhere, but they will certainly try to deliver their seriously disfigured clone of our RCC X-35 "Uranus" - the RCC "Neptune". But no RCC, in fact, yet. There were 2 launch launches of models of rockets differing from each other externally, there were no GOS on them, because they are not yet. There is no control system and much more. In fact, there are some promises. And growing in size rocket. When there is something that grows together into a real work piece, it is not known, but obviously not soon. Promise, of course, is about, but miracles do not happen. The creation of a new anti-ship missile, even by cloning from the available documentation and with the advanced development and production of such weapons, is not a quick process. And if all this is not, then even more so.
But the operation of such ships will eat all the funds of the Naval Forces of Ukraine, as well as the purchase of spare parts and repair tools. And all this will have to be bought in the USA, for which such “charity” is being carried out. That is, Ukraine will quickly learn the truth of the saying that it is easiest to ruin a weak country by giving it a battleship. Or decommissioned frigate. And in the continuation of the tragicomedy on the Sea of Azov, Ukraine, these ships will not help - it is dangerous to go there for them, and it makes no sense.
But such ships can boost peremoga level in speeches and reports; there you can assign at least one more admiral, or even several, and go to them for exercises with "allies", as the head of the world's first self-proclaimed member of the alliance calls NATO. And work on the modernization of ships can and should be entrusted to the shipyard, belonging to one lover to walk in crumpled, crumpled costumes not in size and with a flask in his pocket. And it is not so important that there simply is no place to base these two frigates, and it is necessary to build infrastructure — one can hardly build it, but simply announce construction, mastering the money.
Therefore, a pair of more than thirty-year-old "Oliviers Perry", most likely, will join the ranks of the Navy of Ukraine, the only question is how and when and under what conditions. But Russian sailors from the appearance of these old people are neither cold nor hot - they are not opponents in their present condition. But for the Naval Forces of Ukraine, these ships can become not a lifeline, but a cast-iron yoke, pulling their budget to the bottom. But does anyone think about this?
