And as soon as the state stops paying tribute to the oilmen, the flow of hydrocarbons for the Russians will dry up.

I wonder how the president in the greeting will explain this tribute? But just recently, the Ministry of Energy, on behalf of Deputy Prime Minister Dmitry Kozak, sent a request to the government to increase the "poverty allowance" for oilmen to 200 billion rubles!
And they will give this subsidy to the poor! Or the government will allocate from what we have earned for the state. Or oilmen will pull this money straight from our pockets at gas stations. Also, through the retail chains, they will get a "little thing".
Do not think that we will get rid of such "trifle" from all these Lukoil, Gazpromneft, Rosneft and others. The grip of these guys is iron. Your shirt is also closer to the body. And on the shirt pocket. And not one. And they are used to rustling paper, not wooden bills.

Even to a person far from scientific institutions, it is clear that tying the domestic market to exports will never create the conditions for a painless cohabitation of the domestic and foreign markets. Never!
So maybe it's time to stop treating oilmen as currency miners? Maybe it's time to make them the same not privileged market participants as companies in other areas?
Moreover, today Russia’s aspiration to withdraw from settlements in dollars or other currencies is already visible. Well, we still believe that we see this desire. In approximately the same way as Nord Stream-2 and Turkish Stream will remove Russia from the oil and gas needle in terms of earnings.
