Detained the mayor of Orenburg. They say: for a bribe in 400 thousands

57
The investigative committee published a video of the detention of the mayor of Orenburg, Yevgeny Arapov. The chief city official was detained on suspicion of receiving a bribe in part 5 of Article 290 of the Criminal Code of the Russian Federation. Besides Arapov, the deputy head of Orenburg, Gennady Borisov, was also detained. He is also suspected of having committed a crime of a corruption nature. The criminal cases of Arapov and Borisov, as reported by the press service of the RF IC, are combined into one clerical work.

From the material of the press service of the Ministry:
According to the investigators, 19 in May 2018, Borisov, acting as part of a group of persons by prior agreement with the head of the city of Orenburg, Arapov, personally received from the general director of one of the commercial organizations a bribe in the amount of 600 rubles, which is large, for general patronage and conniving at work in the construction and sale of real estate in the city.

Of these 600 thousand rubles 400 thousand, Borisov handed over to his boss, Yevgeny Arapov.

Now, the investigation is petitioning that imprisonment should be chosen as a preventive measure for the mayor of Orenburg.
It was added that during a search in the office of Arapov, a large amount of money in the amount of 4,2 million rubles was discovered in the mayor’s office. Now, law enforcement officers find out the origin of this amount, which was at the disposal of the Orenburg mayor.

At the time of detention, the mayor of Orenburg was treated in a railway hospital. Local media reported that Yevgeny Arapov was diagnosed with an exacerbation of a gastric ulcer. Militiamen left him in the clinic, putting a guard to the ward.

Earlier, Yevgeny Arapov stated that corruption must be prevented, and when a corruption offense has already been committed, "it is too late to fight it." However, when his deputy was detained, Arapov urged to wait for the results of the investigation. Now, these results will have to wait for him, and already as an accused.

Party affiliation "United Russia" - that is, is the local "elite". If there were some communist "Zyuganovites", "Mironovets" or "Zhirinovites", then yes, it could be attributed to inter-party showdown on the eve of the September elections, but here it is somehow non-standard. Nabiulina private banks crushes one after another. It is said that when the big banking purge is over, only 300 private banks will remain. Even 10 years ago there were 1100 of them. The banking system is becoming more and more controlled by the state. Foreign media often write that the Russian Federation in fact nationalizes most of the banking sector. All money laundering, offshore transfers and any major transactions always go through banks. Now the remaining banks really do not want to substitute and risk closing. Hence the large amounts of cash for all the detention of officials. It just became much harder to wash and transfer. request
For example, the money found from Zakharchenko, according to the available info, was just withdrawn from one of the banks before Nabiulina slammed him. They were cashed out and hid from the one whom they thought they would not come to - the head of the anti-corruption department. But they came. fellow
Including large amounts of cash on detention - this is not an exception, but a sign of time.

A deputy sitting out of his pants in the Duma, doing nothing, receives 300 thousand rubles per month, and an ambulance doctor, driving around the city for days, saving people, lacking sleep, risking running into inadequate every day, miserable 20 thousand ... and then not everywhere.

As stated in the Ministry of Internal Affairs of the Russian Federation, in 2017, Russian officials demanded kickbacks and bribes one and a half times larger than in 2016. So, last year, the average size of a bribe and commercial bribery amounted to 357 thousand rubles in the country. In 2016 - 247 thousand rubles.
According to Dmitry Abzalov, vice president of the Center for Strategic Communications, the increase in the average amount of bribes is associated with the crisis.
    Source: https://zelv.ru/obshchestvo/66990-krizis-bet-po-karmanu-razmer-vzyatok-v-rf-uvelichilsya.html

    What do we see:
    1. The amount of the bribe is mediocre.
