Russian arms exports. July 2018 of the year

5
July 2018 of the year brought new contracts to the Russian defense industry. For example, there was information about the conclusion of a contract between Russia and Qatar on the supply of Kornet-E anti-tank systems, grenade launchers and small weapons. India is close to buying the 48 multipurpose Mi-17В-5 helicopters, and Laos received the first batch of repaired Mi-17s. Also in July, Rosoboronexport announced the launch on the international market of unique naval equipment, including torpedoes, sea bottom and offshore mines, as well as means of delivery of divers.

Qatar acquired the Russian Kornet-E ATGM

Russian Ambassador to Qatar Nurmahmad Kholov in an interview published TASS 21 July 2018 of the year, said that the Russian Federation and Qatar signed contracts for the supply of small arms, grenade launchers and anti-tank missile systems (ATGM) "Cornet-E" to the armed forces of this Arab country. The ambassador noted that in October 2017, our countries signed an agreement on military-technical cooperation, after which work was initiated to fill this agreement with specific orders. So far, Qatar is limited to the purchase of traditional weapons.

The ambassador also commented on information about Qatar’s interest in Russian air defense systems, in particular the Triumph C-400 complex. According to him, the possibility of buying this system is being discussed, but so far there has been no further talk, there is no specifics on this deal. The deal did not acquire any specific outlines, but the ambassador does not exclude that it can be made in the future. At the same time, Saudi Arabia is categorically opposed to the possible purchase of the C-400.

Kornet-E ATGM is an export version of the anti-tank missile system developed by the Tula Instrument Design Bureau. This complex is in stable demand in the international arms market. The complex is designed to defeat tanks and other armored targets, including those having modern means of dynamic protection. ATGM “Cornet” allows you to hit targets at a distance of up to 5500 meters in the daytime and up to 3500 meters at night (maximum firing range). Among the operators of the complex are countries such as Armenia, Greece, India, Syria, Turkey and others.

India is close to buying 48 multipurpose helicopters Mi-17B-5

According to the authoritative American weekly magazine JaneThe Ministry of Defense of India is currently at the final stage of negotiations with Russian partners on the supply to the country of additional 48 multipurpose Mi-17В-5 helicopters worth 1,1 billion dollars. Of these, 38 helicopters will be required to receive the Indian Air Force, the remaining 10 will be transferred to the country's Interior Ministry. According to official Indian sources, the contract for the purchase of 48 Russian helicopters will most likely be signed during the visit of President of the Russian Federation Vladimir Putin to India. The visit is scheduled for the beginning of October 2018, it will take place within the framework of the annual bilateral summit of the leaders of the two states.

Jane's Defense Weekly writes that the Indian Defense Ministry approved the purchase of additional Russian-made Mi-48В-17 5 helicopters in September 2015, but since then negotiations have continued on this issue, the length of the negotiations has been tied up. It is planned that the proposed contract will also include Russia's offset obligations in accordance with the requirements of India. In particular, Delhi wants all suppliers to invest 30 percent of the total contract value of all military purchases worth more than 20 billion rupees (about 290 million dollars) in the Indian defense and aircraft industry.

It is worth noting that India is a major operator of Russian Mi-17 helicopters. Under two contracts with a total value of 2,87 billion, the country in the period from 2008 to 2016 received the 151 helicopter Mi-171В-5 produced by JSC Kazan Helicopter Plant (part of JSC Helicopters of Russia). The 139 Mi-17B-5 helicopters went into the armed forces, and the rest of the 12 were handed over to the Indian police, border guards and other paramilitary forces.

Despite the fact that US opposition to the implementation of CAATSA sanctions legislation against the Russian Federation could potentially adversely affect the new defense contract between Russia and India, senior Indian officials are confident that their country will be able to circumvent this embargo. 6 September 2018, the US and Indian foreign ministers are planning to meet in New York. Within this meeting, among other topics, the implementation of CAATSA and potential exceptions for Delhi may be considered.

Helicopters of Russia handed over to Laos a batch of repaired Mi-17

Russian Helicopters Holding has completed the first service contract in the interests of the Laos Ministry of Defense. As part of the ceremony, a batch of four multi-purpose Mi-17 helicopters, which were repaired by an exit team of workers of one of the holding's enterprises, was handed over to a foreign customer. Helicopter transfer ceremony took place at aviation base in the city of Vientiane. The Mi-17s repaired by Russian specialists were examined by the chief of the general staff and deputy defense minister of Laos. At the same time, as part of the celebration, the Laos Air Force crew performed a demonstration flight on a repaired vehicle, the press service of JSC “Russian Helicopters».

Holding Director General Andrey Boginsky noted that Russian Helicopters are always ready to offer the most comfortable conditions for their customers, both in the supply of various helicopters and in the provision of high-quality after-sales service for helicopters. According to him, the holding has already prepared a proposal for the repair of another batch of Lao Mi-17 helicopters, a decision on this deal may be made soon.

It is worth noting that the Laotian aviation fleet already includes more than 20 military and civilian helicopters, which are produced by the enterprises of JSC Helicopters of Russia. In addition to the multi-purpose Mi-8 / 17 helicopters, the Ka-32T medium-duty multi-purpose helicopters are actively operating in Laos. At the end of the arrangements for the transfer of four repaired Mi-17s, the sides discussed the issue of supplying new helicopter technology to Laos and continuing cooperation in the service of already delivered helicopters.

Rosoboronexport launches unique naval equipment to the international market

The Rosoboronexport Company, which is part of the state corporation "Rosteh", Together with the concern" Marine underwater weapons - Gidropribor "begins work in the framework of the program to promote the Russian naval equipment and special equipment on the international market. “A wide range of tasks solved by the naval forces of various countries determines the need to equip them with various naval equipment, as well as with special equipment. Currently, 225 ships of Russian construction are in the naval forces of different countries. Of these, carriers of naval underwater weapons are more than 100 ships and submarines. Rosoboronexport is ready to offer its partners unique solutions that will help modernize the armament of these vessels, ”said Alexander Mikheev, who holds the post of general director of Rosoboronexport.

Among the products offered are the sea bottom mines MDM-1 and MDM-2, which are designed to destroy submarines and surface ships both underwater and above-ground when using these mines as part of minefields. The proposed mine of MDM-3 is able to hit surface ships of even a small displacement, including airborne assault vehicles of the enemy, this mine can be used as part of defensive minefields. The designated sea mines are equipped with fuses, which, in combination with the use of urgency and multiplicity devices and with the logic of the operation of anti-sweep devices, provide effective protection against erasure using modern non-contact trawls and natural interference.

Separately, you can select the marine shelf mine MSM "Shelf", which has no world analogues. This mine can be installed from the surface and submarine ships, as well as from aircraft carriers. The mine is equipped with sonar passive-active detection and targeting equipment, which allows you to detect any surface and submarine ships of the enemy, regardless of their speed and noise level. MSL "Shelf" is also protected from actuation when using non-contact trawls and natural interference. Thanks to the unique device “Shelf”, it is very difficult for the goal to evade it, and also to use various means of counteraction.

As noted by Rosoboronexport, sea mines are not firmly tied to any particular project of a warship. Interest in their purchase is shown by states whose maritime doctrine provides for the setting up of minefields, an interest in similar products from the countries of South-East Asia, Latin America and Africa is predicted.

In the segment of ship self-defense equipment from underwater weapons and anti-mine weapons, the Russian company is ready to offer customers Mayak-2014 hydroacoustic stations, small-sized self-propelled anti-torpedo protection devices, self-propelled hydroacoustic countermeasures of MG-74МE, as well as deep-water contact trawling GKT-XUMUM-XUM-XUMUM. acoustic trawl SHAT-U. The set of options for completing the GKT-3М trawl allows for the possibility of its use in a single helicopter, shipboard, paired network and bottom-floor options.

In addition, modern means of delivery for divers are considered promising for promotion in the international market at Rosoboronexport. These devices can be used from the most popular Russian submarines of the 877 and 636 projects in the world, as well as small Piranha-type submarines.

India, Vietnam and Indonesia will not be affected by US sanctions

The key intrigue associated with US attempts to convince other states to abandon military-technical cooperation with the Russian Federation may have been resolved for a long time. As the newspaper writesKommersant”, Democrats and Republicans in Congress have found a compromise solution with respect to countries that acquire Russian weapons. The version of the law on appropriations for national defense for 24 agreed on Tuesday night, 2019 July, permits not to impose restrictive measures against the three states that acquire Russian weapons and military technology - India, Indonesia and Vietnam. At the same time, for the other partners of Russia, the Americans are not going to make any concessions, and it was decided to increase the pressure on Turkey preventively.

According to the SIPRI (Stockholm Institute for the Study of Peace Problems), over the 2013-2017 years, Washington’s share in the global arms export market reached 34 percent, and Russia - 22 percent. Three of the most important buyers of Russian weapons and military equipment - India, China, Vietnam; The top three buyers of weapons and military equipment from the United States are Saudi Arabia, the United Arab Emirates and Australia.

The US authorities are obliged to impose various restrictions on the states acquiring weapons from Russia, adopted in 2017 on the initiative of Congress by the Law on Counteracting Opponents of the United States through Sanctions (CAATSA). At the same time, the administration of the American President Trump for several months tried to defend the right to independently decide who exactly to punish for deals with Russia, and who does not. Among the states whose punishment in Washington is considered counterproductive, the head of the Pentagon, James Mattis, has repeatedly called Vietnam, India and Indonesia. The American authorities themselves are trying to actively develop relations with these countries, including in the field of military-technical cooperation. Therefore, the White House is seriously worried that sanctions against these countries could significantly undermine the whole process.

In the end, the Trump administration managed to achieve some compromise. The version of the law on appropriations for national defense for the 2019 year, agreed by the relevant committees of the House of Representatives and the Senate on Tuesday night, permits not to impose any restrictions on the three countries mentioned above. At the same time, these restrictions will be temporary, they can be revised at any time, especially if the indicated states do not “reduce their dependence on the Russian military-industrial complex”.

At the same time, the approved law on appropriations, in effect, provides for punishment of Turkey, which expects to acquire the Russian Triumph C-400 anti-aircraft missile systems. Earlier, representatives of Washington have already made it clear several times that the deal between Ankara and Moscow on the C-400 complexes threatens Turkey’s receipt of the fifth-generation F-35 American fighter-bombers. In the latest version of the draft defense budget, Congress codified these threats.
