But we are divided. Divided by income levels of social groups, by the degree of access to public goods, by clans, attached to the budget sinecure, by conviction and, what is most sad, are locked in personal worlds about the large and complex external world, which causes hardly any hostility in the course of social processes. And our common home staggered under the onslaught of external very unfriendly forces.
Our fate, the fate of the Russian people, the fate of Russian civilization in the hands of the state. The state controls all the processes of development / degradation of the country, protects us from external encroachments and collapse from the inside. With protection from external enemies, everything is more or less clear to us - in the message to the Federal Assembly of Vladimir Putin this aspect was convincingly stated.
Another thing - the danger to the country, coming from within. First of all, such dangers emanate from the state system itself. The bureaucratic evolution threatens to bring the country's socio-economic development to a standstill. And this path was chosen by the most active, but destructive part of people (political scientists call this part of society “elite”, as is customary in cynology). We will adhere to this terminology here.
Since the chosen path of development was obviously destructive, the author outlined his vision of improving the state machine in the book [2]. Then resend to [3]. In addition, an extract was made in the form of proposals for improving the public administration system in the interests of constructive socio-economic development. These proposals were put on the table to one official.
And strange events began. In all levels of government and territories, like mushrooms after a rain, public chambers and public councils at departments began to appear. These structures quickly became rooted, decent budget allocations were made for them, and “active” citizens joined the chambers and councils. A system has been created - the entourage of democracy. Sometimes these bodies are useful, for example, after the episodic intervention of Dr. Roshal in the collapse of health care, but his voice is duller.
The main essence of the proposal was to create full new, the fourth branch of government - public power. Since state administration is a system, it, like any system, must have inalienable attributes. In particular, feedback. It is impossible to control anything without knowing the true state of the control object. It is impossible to manage society without understanding what society needs, to what extent it is fooling and what can be expected from it.
In this article there will be no material about the robbers-oligarchs, thievish officials, thieves-bankers and paid "roofs" of the siloviki. There will be no corruption and incompetence, and even a betrayal of national interests, part of our glorious "elite." There will also be no pro, to put it mildly, flaws in the public administration system in all its branches. Too big and hard work.

I. MAIN FUNCTIONS OF PUBLIC POWER AS A FEEDBACK IN THE SYSTEM OF STATE ADMINISTRATION

III. TECHNOLOGY
Since the creation of any governing bodies always entails bureaucracy, and the bureaucracy tends to multiply uncontrollably, mimic and devour uncontrollably all available resources, there is a proposal to establish public authority on modern technologies. How to prevent the rebirth of a man who “killed the dragon and turns into the same dragon,” as happened in an Indian tale? How to prevent informal agreements between self-serving people and the creation of interest groups that any power will turn to their advantage? How to eradicate the bureaucracy in general?
There were people who also thought about it and invented the DAO. The following, to some extent, edited, are the positions from [4].
DAO is a decentralized autonomous organization based on the blockchain technology and without owners in the traditional sense, as well as controlling and governing bodies like the board of directors. A characteristic feature of such companies is the absence of any hierarchy in principle.
The “command and control” structure is not applicable in the formal association of a group of people in this case. Such an approach, when we first met, leads to a misunderstanding and non-acceptance of the concept by business, society, since this model is rather unusual and incomprehensible to many.
It should be noted that when introducing DAO, the first pancake was a lump that had a negative impact on the activity of its development. So, the first large DAO during the crowdfunding campaign was able to attract $ 150 million of investments, but immediately after the start of the project, the company was hacked. The fraudsters discovered vulnerabilities in the system and were able to withdraw Ethereum coins in the amount of $ 50 million. Despite the fact that the developers suggested ways to fix the problems, the development of DAO to some extent lost activity.
Of course, this experience should be thoroughly taken into account and duplicate decision-making systems in the event of the detection of contradictions between real public opinion and the result obtained in the execution of a smart contract. Duplication can be adjusted at least within the framework of thematic groups in social networks. And vulnerabilities in the program code should be eliminated until the hacking of the system becomes economically inexpedient.
A DAO is a group of people in a decentralized network in technological connection with “smart contracts” (smart contracts). The basis of the companies are stakeholders who are of value to society, people who can benefit him, but, most importantly, are active in the cause of public benefit. For the implementation of "smart contracts", if necessary expertise, requiring processing of large amounts of data, it is advisable to use artificial intelligence. Get faster and better. At first, competitive examinations can be organized with the participation of competent experts and artificial intelligence.
Let's apply DAO technology to public administration. In this case, the basic principles of management within public authority can be the following basic provisions:
• the absence of governing bodies, when management is carried out by active members of society by voting "For" or "Against" on any topical issue relating to the activities of public power;
• a public asset does not have to be permanent – it is easy to form a voluntary initiative group of competent people on a specific issue that requires certain knowledge of the essence of a topical public problem;
• instead of the traditional hiring of personnel for the civil service, an active citizen registers on a resource of the appropriate profile and level, certifies his professional competence and receives an appropriate smart contract;
• after that, the members of the formed public group organize a discussion of the problem on the scale of the territory that the problem affects, register proposals coming from any person in this territory and vote. For the initiatives that received support, the people who put forward them receive some bonuses, points, tokens, in other words, public authoritymathematically expressed;
• after the decision is made, the work of the executor (s), who have assumed obligations to solve a social problem, begins;
• in the event that during the execution of a smart contract, any of the executors will execute it improperly, i.e. not in public, but in personal or group interests, any citizen can initiate the recall of such a performer;
• the decision to remove such a performer is made by the public by direct vote throughout the region, with the participation of those citizens who chose the team or approved its composition from among the initiators. Thus, in DAO excluded possible conflicts due to lobbying the interests of certain individuals and groups;
• a retired performer is downgraded in the rankings, and the biographical mark will never be removed, or it may be removed by popular vote if there are other merits to society;
• in order to prevent abuses by any members of society trying to harm the performer, for example, by slander, in case of rejection of the proposal to remove a member of the team of initiators, its author also receives a corresponding mark in his authority - public rating (authority).
• in the proposed technology society is not organized around people, but around the values they createwhich are taken into account by smart contracts without arbitrariness of the official. In a horizontal management organization, a community can quickly come together and adopt the best and most promising idea.
• Another feature of the proposed technology is the absence of the need for offices, buildings, secretaries, endless meetings and even "business" meetings, which is typical of the modern bureaucratic system of public administration.
In the article, the author did not set the task to decompose the system and develop everything to the smallest detail. There is no place or time for this. However, if you take the idea, but put it on the traditional form of government, it will be, as it happened with the system of public chambers: now they are used to lobby the controlled or allied structures, extension of their people to warm places, where there is neither real work, nor responsibility.
Another advantage in the implementation of the idea of public power is the fact that any protest can be translated in a constructive way - the problem is solved purely technologically and, including, by the initiators of the protest, as a public need.
By this we will be protected from crowd management technologiesthat has just been demonstrated by our enemies during the Kemerovo tragedy. It is not the case when public opinion, excited by a terrible tragedy, can be sent to the mainstream of social unrest by some prank from abroad. In addition, the president is not enough for personal intervention in all such situations. Manual control must be supported by modern technology. And they have such capabilities.
If the idea of public authority is not accepted, but rejected, as harmful to the “elite”, then the Accounting Chamber should at least check the effectiveness of countless public chambers and councils on the criterion of public benefit / cost of maintenance.
It is important to note: the introduction of a public branch into the public administration system is not able to completely solve the problem of reforms in order to eliminate the prerequisites for the collapse of the country as a whole. This is the competence of the Head of State who can recruit a team for this purpose, free from the shortcomings of the existing “elite”. And the public authority can serve as the “fourth leg of the chair” of the state power as a whole - it is difficult to sit on a three-legged stool. In addition, the introduction of public authority is advisable to carry out evolutionarily, starting with pilot project in any region of Russia. Considering the “childhood diseases” revealed during the pilot project, after their elimination, it is possible to expand the scope of implementation to other prepared regions.

• the separation of powers is enshrined in the constitution;
• the constitution establishes the presence in the state of the following branches of power: legislative, executive and judicial powers, which are formed as public authorities;
