Mistral swam to Baltzavod
The United Shipbuilding Corporation (USC) will build hulls for Mistral at the facilities of the Baltzavod - the French STX France has given this final consent. A Kommersant source close to USC estimates the project at € 70 million. Analysts point out that Baltzavod, in essence, is the “only Russian company” capable of executing such an order and in many respects just for the sake of Mistral, USC gained control of the shipyard.
STX France has approved the construction of floating hull parts for two Mistral helicopter carriers at the facilities of the St. Petersburg Baltzavod, the press service of the Baltiysky Shipbuilding Company (BZS) said on Friday. The French side has already submitted to the plant a final statement of the order of metal for buildings, 1 June BZS will receive the remaining working documents on the project. Metal cutting for the first Mistral should start in August, and the ship will be laid on October 1. The metal for the second Mistral will begin cutting in May 2013.
The contract for the supply of two Mistral for the Defense Ministry worth € 1,2 billion was signed between Rosoboronexport and the French DCNS in June 2011 of the year. Then the parties agreed that about 40% of the ship building works would be carried out in Russia, they chose USC as a subcontractor. The corporation must build a 24 hull block, which will then be sent to the STX shipyard in Saint-Nazaire - the helicopter carrier assembly will be completed there.
USC and STX France agreed to use the capacity of the Baltzavod for the construction of Mistral at the end of 2011. But then it was assumed that the plant would become a subcontractor of the Admiralty Shipyards, which it was planned to appoint as the main contractor. Now the situation has changed, BZS has become the general contractor, Alexander Voznesensky, the company's general director, told Kommersant. According to him, the main work will be carried out at the facilities of the Baltzavod, and the Admiralty Shipyards will take part in the design and construction of individual sections. "We also expect that the BZS will receive a contract for the construction of the second pair of Mistral, the localization of which in Russia should be significantly higher than the first two ships," said Mr. Voznesensky. He refused to name the sum of the contract for the construction of the first pair of Mistral, citing a confidentiality agreement. A source from Kommersant close to USC said that the BZS contract is estimated at € 70 million.
Baltzavod was considered as one of the possible executors of the Mistral contract back in 2010, when the enterprise was under the control of the United Industrial Corporation of Sergey Pugachev. Then the sources of "Kommersant" on the market told that it was Sergei Pugachev who lobbied for the Mistral purchase deal with possible further construction of ships in Russia, hoping to load the shipyard with orders. However, in the autumn of 2010, Mezhprombank Sergey Pugachev was revoked of the license, and the controlling stakes in Baltzavod and Severnaya Verf were pledged to the Central Bank for an unpaid loan of 32 billion rubles. As a result, MSC received a subcontract to USC. In the autumn of 2011, the Central Bank transferred the shares of shipyards to the trust management of USC, and in December last year, the corporation gained operational control over the Baltzavod. At the same time, it became known that USC will transfer to Baltzavod an order for the manufacture of hulls in order to load the shipyard's power.
“Baltzavod is now, in fact, the only Russian enterprise that has the competencies and high technologies for the construction of high-tech large-tonnage vessels, such as Mistral,” says Nadezhda Malysheva, Development Director of the PortNews agency. Therefore, for USC, it was important to gain control over the plant, because the projects of the corporation for the construction of large shipyards in the Far East "Zvezda-DSME" (a joint venture with the Korean company Daewoo Shipbuilding and Marine Engineering) and a joint venture with the Singapore Yantai Raffles Shipyard ("Vostok-Raffles") They have not yet been implemented, and it is difficult to build hulls on the Admiralty Shipyards, since they are focused on the production of smaller tonnage vessels.
