We overslept the transition of the developed countries to the third technological order. We overslept because this transition came exactly at the time of the 90, when Russia lay in ruins after perestroika fainting and liberal reforms. It went "initial capital accumulation" At that time. But we will not be about him. We only note that the following circumstances that directly affect the security of the state were the result of such a historic “dislocation”.
• Automation operating systems are owned by our strategic competitors. We buy them, and they watch our every move.
• Technologies and production of technical means of automation - ibid. And the same surveillance.
• The infrastructure of global communication networks is also there. We pay to use it, and they track our location and connections.
• Management of financial flows is also at the disposal of our Western "partners". And we pay commissions to foreign payment operators.
The current situation does not create comfortable conditions for the security of the state, since our natural geopolitical competitors, such as the United States and China, can, if they wish, penetrate into the information systems of our research organizations, any business entities, from banks to small enterprises, government bodies, first and foremost officials. persons using smartphones, tablets and personal computers.
At the current time, the advanced part of humanity is moving to a new, fourth technological order. Those countries and unions that will be able to introduce new hardware and software systems into their economies and state infrastructure will undoubtedly dominate all spheres of global relations, from economics and politics to health care and education. Why? I answer:
• Centralized management of any kind will dissolve in decentralized blockchain registries: banks, state registers of property, cadastral registration services, accounting services of enterprises, agents and real estate agencies, large technology companies, identity passports in their usual form, any intermediaries in the system of economic relations, corruption will disappear , in all its manifestations, will go into history etc.
• Especially! Intrusive advertising and the imposition of goods and services will be replaced by manufacturers' loyalty programs, and stores will become something like showrooms (show-rooms), where the required product can only be "touched";
• Items and household appliances, means of transport will acquire the status of a “person” and will be able to communicate with each other in the blockchain to achieve the goals of their useful and safe existence without the direct and daily participation of a person;
• Artificial intelligence will "bury" such professions as a driver, pilot, navigator, judge, lawyer and all others related to the management, accumulation, registration and processing of large amounts of data and decision-making based on the results of their analysis;
• Quantum technologies will radically change approaches to the security of all, without exception, control systems, design of complex structures and systems, data storage, finance, medical research and the creation of drugs for an individual human genetic code, forecasting with reliability close to 100 percent. They will provide almost absolute protection against hackers, while backward systems on modern machines can be easily hacked using quantum systems.
• Gradually, state bodies will begin to die. First of all, Rosreestr, Rospatent, Rosalkogolregulirovanie, the Federal Agency for State Property Management, FASO, the Accounts Chamber, the Central Election Commission, the MREO GAI will be asked to exit, then the turn will reach the MIFNS, the functionality of the Ministry of Economic Development will change, and will resemble the State Planning Committee of the USSR, only it will be under control artificial intelligence, and officials will be replaced by technical staff serving this phenomenon….
• The working day will be gradually reduced, possibly to four hours. Perhaps the working week will also be reduced - most of the work for people will be performed by automation systems controlled by artificial intelligence.
The main part of the upcoming events will occur during the life and active participation of high school graduates of current years. And if this does not happen within the specified time, then the price and eternal oblivion are worthless to us, there will be no more Russia!
Of course, all these changes will not happen immediately. Some of them will come to life in a revolutionary way, such as ICO1, others will be introduced gradually, evolving the existing means and complexes evolutionarily, and still others will expect the introduction of conditions for implementation.
What is the disposition of Russia regarding the transition to a new technological order?
Consider the achievements of our country and its main competitors.
At the World Economic Forum in Davos, Don Tapscott, one of the influential Canadian scientists, author of the book “The Blockchain Revolution” and expert of the technology of the distributed registry, spoke. He presented the country - the leaders in the implementation of the blockchain.
The top 14 countries include: 1.US, 2.Canada, 3.Brazil, 4.Australia, 5.Israel, 6.Dubai, 7.Gruste, 8.Estonia, 9.GoN United Kingdom, XNXX.x. 10.Sweden, 11.China, 12.Ukraine [13].
Without pretending to the ultimate truth, I note that you should pay attention to Belarus, where ideal conditions are created for the introduction of new technologies.
And what about Russia? In the e-Government Rankings 2016, compiled by Tokyo’s Waseda University and the CIO International Academy, Russia ranked 30, and the main indicators that lowered the overall score are not related to the level of digitalization, but to the poor quality of the organization of management processes, insufficient transparency and coordination of government activities [2] (I would add: “... and the competence of managerial personnel”).
Indeed, Russia is characterized by inconsistency and contradictory positions of various departments.
A. The President of the Russian Federation set the task of digitizing the economy.
B. The Central Bank stated that cryptocurrencies are monetary substitutes and should be prohibited by law.
V. Central Bank unanimously supported the relevant law enforcement agencies on the grounds of possible money laundering and the use of cryptocurrencies to finance terrorism.
G. Ministry of Finance slowly changed its position, and already by the current date there is a statement by Deputy Minister A. Moiseyev: “The Russian government intends to legalize Bitcoin and other cryptocurrencies in 2018 in the country. This will be done as part of the fight against illegal transfers and money laundering. At the moment, the Central Bank and the government are developing a joint position on this issue. ” [3].
It should be noted that the issue of the need to introduce the blockchain was vigorously discussed at last year’s St. Petersburg International Economic Forum [4], but not all words were translated into deeds. And even the performance of our brilliant 20-year-old compatriot Vitalik Buterin, the author of the ethereum blockchain platform, on the basis of which smart contracts can be implemented2“elite” was not inspired by the present: the Central Bank continued to develop its own Masterchain platform, and the Ministry of Finance determined its position for almost a year (apparently, until the Administration of the President of the Russian Federation didn’t press it).
In addition, the main obstacle for the further active development of the Masterchain platform is the lack of a regulatory framework governing the use of blockchain-based solutions, as well as the uncertain legal status of cryptocurrencies [5].
Masterchine also has questions. And the main one is whether the development of this domestic platform is provided in accordance with the ideology of the blockchain, in which banks do not need banks at all for making money transfers? Also, there is no need for guarantees and letters of credit - all this is implemented by smart contracts.
It is positive that Masterchain will join the international system KYC3. Let's hope that all financial scammers get into the database and can no longer deceive citizens and organizations.
As for integration with Masterchain with the Interledger international protocol, it should be noted that this protocol is created as new global payment standard, as a worldwide network that will combine not only various blockchains (respectively, cryptocurrencies), but also ensure their connection with traditional interbank exchange systems (goodbye, SWIFT!). Therefore, it will take efforts to join this system, or use it, as we now use someone else's SWIFT. Unfortunately, there is no new data in the public domain about the possible accession of Masterchain to Interledger.
Nevertheless, in Russia at all the forums held, and there have been so many of them lately that you do not have time to follow the organizers - from Russian Island to St. Petersburg and Sochi, plans for the country's transition to a digital economy are being vigorously discussed. However, on closer examination of the speakers, it turns out that they basically understand automation as digitalization. This, of course, is commendable, but the attitude to digitalization is remote. Therefore, forums are hardly promoting progress.
To an inexperienced reader, it became clear that people will be given true digitalization on the blockchain, consider a few examples. Suppose we already live in the times of digitalization.
Example 1. You are the owner of the property and you want to sell it. To do this, you need to log in through any access device, for example, a smartphone and make a few clicks ... In 5-10 seconds, the object will be sold, registered to the new owner, and money will come to your account.
Example 2. You are a composer and created a new work. Again, go to the system, publish the work and automatically get copyright on it (if the artificial intelligence of the system does not detect plagiarism). If someone likes your work and wants to broadcast it in public access, then the author's fee will be credited to your account automatically from each broadcast in accordance with the terms of the Smart Contract in which you are registered as an author.
Example 3. You stand in front of the supermarket shelf and choose chicken eggs. Get the smartphone and direct the camera to the QR code. On the screen you will see a portrait of a hen that laid an egg, the whole chicken coop, the owner of the chicken farm, the bird house, a message about the ecological situation in the area, used poultry food when the egg left the chicken, when it was packed and when it was delivered to the store, etc. Such labeling will eliminate any smuggling and tax evasion, as well as falsification of anything, starch will not be added to sausages, and palm oil and gypsum will not be added to sour cream, if this is not provided by technology.
Example 4. Presidential Election Day. You turned 18 years. You automatically get the right to vote in elections. We vote: we get a smartphone or sit down on our PC, or Smart TV, choose the candidate you like and click on his portrait. Your vote will be taken into account correctly, protocols will be generated automatically using encryption (this is why Gostov cryptography is not suitable!), The results of the voting will not be possible either to fake or change (never!), And the final election results will be published in 3-5 seconds after the expiration of the time allotted to the vote.
At the same time, it will not be necessary to register at another polling station (they will not be) if you are on a journey - you can vote without any additional actions from any corner of the planet, and even from space.
Example 5. You live near the park. An initiative group of residents suggested laying a new path through this park to make it easier to walk. The group publishes its proposal on the blockchain and receives approval of the percentage of residents required by (future) law. A special application of the local blockchain segment launches ICO and issues a token (cryptocurrency). Tokens are bought by anyone for fiat money. Potential contractors submit applications for work (the same few clicks), after which the Smart contract automatically selects the contractor, he performs the work that the initiative group accepts (or residents vote on the acceptance of work), after which the contractor receives tokens for their work. No kickbacks and bribes!
For the attention of future legislators! You understand why we need tokens (cryptocurrency) in Example 5? But why: the owners of tokens will exchange them for the cancellation of obligations to pay taxes for the amount spent on the purchase of tokens - what kind of taxes, as well as within what allowable limits - install, you know what part of the taxes would go to the improvement in the local government. We add that after the completion of the project, all issued tokens are “burned”.
It turns out that the deputies of local government in the era of the embodied blockchain will become an unnecessary link! “Deputy”, in its digital sense, can be any enterprising citizen or group of citizens. And this is true self-government. An active citizen will do for the sake of the common good, and not go to the deputies to arrange his own life. In addition, you can reduce taxes, because you do not need to maintain an army of municipal deputies and related infrastructure.
Sedition? Wait and see.
At the same time, we note that in the digital world it will be impossible to imperceptibly either give a bribe or receive a rollback, including in cryptocurrency. Therefore, the new recommendations of the Ministry of Labor on the non-obligation of officials declaring their cryptocurrency [7] are simply a manifestation of the illiteracy of the developers who substituted their own minister. I do not want to think that they are already preparing to receive kickbacks in cryptocurrency from ICO members. By the way, ordinary citizens will pay taxes on the purchase of cryptocurrency, i.e. they will declare them, unlike the officials. And where is the Anti-Corruption Act?
