In the course of reforming the Russian army, one of its priorities is to equip it with modern types of weapons and military equipment. In the field of equipping the Armed Forces with armored vehicles, the leading role is played by the vertically integrated structure of the Scientific and Production Corporation Uralvagonzavod (NPK UVZ), which unites 19 industrial enterprises, research institutes and design bureaus in five federal districts of Russia. UVZ is the country's largest diversified machine-building complex, producing more than two hundred types of military and civilian products.

Through the wilds of crisis

Initially, the creation of an integrated structure NPK UVZ was caused by the need to concentrate technological, design, research and production developments involved in the creation of armored and artillery weapons and equipment. The corporation includes well-known developers of defense products who have been working in the field of research of metals, materials, equipment and technologies for decades. High technologies inherent in the defense industry allow mobile restructuring of production to meet the challenges of the market, to create new, promising products, including civilian ones. Integration into a vertically integrated structure has repeatedly expanded the capabilities of the corporation in solving production problems. UVZ assigned the role of the locomotive to bring to a new level of development of enterprises included in the corporation. To solve this problem, the plant has the necessary potential.



According to the American edition of Defense News, Uralvagonzavod is one of the hundred largest military-industrial complexes in the world. In 2009, it was ranked 80 in terms of the volume of military products and was the third in terms of this indicator among Russian manufacturers.

At the same time, UVZ’s financial capabilities are not limitless. The leader of the corporation, investing all the profits in the development of production facilities and the implementation of various programs of priority importance for the entire CDD, had practically no financial reserves.

According to experts, last year was the hardest for UVZ for the entire existence of the plant. The company has been balancing on the verge of default. To some extent, this was due to the global financial and economic crisis, but the main knockout blow was struck by Russian Railways (RZD). The company, which owns the infrastructure of the Russian railway network, is the main buyer of civilian products from Uralvagonzavod. By adjusting their plans, Railways put the plant on the brink of collapse. Production of UVZ to a greater extent relies on the production of non-military, and civilian products, whose share in the portfolio of orders is more than 80 percent. To meet the needs of Russian Railways, UVZ facilities allow us to produce more than 20.000 (!) Sets of rolling stock annually. At the beginning of 2009, Russian Railways refused to purchase large-scale products from Uralvagonzavod. In that year, the Nizhny Tagil enterprise, by request of the railway workers, produced less 4.500 gondola cars and cisterns.

With such a meager order, some experts shamelessly asserted that all the problems allegedly lie in the organizational structure of the enterprise and the wrong financial policy pursued by the then head of the UVZ Nikolai Malykh.

However, the current CEO of the corporation, Oleg Sienko, who was appointed to this post in April 2009, understood the current situation and in fact adheres to the previous course of development of the country's largest machine-building holding of the country. The package of anti-crisis measures implemented under his management is evaluated by experts as successful.

Not left aside and the state. It provided financial assistance to the company. In September, the government allocated 2009 billion to Uralvagonzavod, 4,4, to increase its share capital. In December, 2009 was decided to increase the authorized capital by another 10 billion rubles. With the support of the government, a portfolio of orders has been formed, which allows the company to withdraw from the financial and economic crisis.

It’s still too early to say that the holding functions as a well-functioning mechanism, but nevertheless, the company's specialists are confident that the implementation of a number of projects will allow customers to offer fundamentally new products, expand the capabilities of the corporation and make its work more stable. Successfully implemented 42 investment project. Several of them finished this year and received high marks at the state level.

Armored Vector

The next step after stabilization of the situation at the UVZ UVK should be the implementation of military programs. The Russian school of tank building is rightfully considered the world leader. On this subject, in the NPK UVZ, the leading role is assigned to OJSC Ural Design Bureau of Transport Engineering. The corporation is currently carrying out modernization work. tank T-90A, which by the criterion of "efficiency - cost" surpasses all modern foreign tanks by 2-3 times.



The reorganization and re-equipment of the tank fleet of the Russian army is today considered one of the main military priorities. Simultaneously with the reduction in the number of tank forces, modernization of tanks of the old models, which will remain in combat formation, is being carried out.

At the same time, the Ministry of Defense, planning to upgrade the tank fleet, is seeking to acquire equipment that implements the latest developments of domestic tank builders. While reducing the quantitative composition of tank divisions and units in the Russian army, the new look strongly requires a significant increase in the tactical and technical characteristics of domestic tanks.



It should be noted that all samples of weapons and military equipment are developed under strict control, according to the plans, technical specifications of the Ministry of Defense of Russia and with a phased payment of work. It is important to make an informed decision on the expediency of continuing these or other developments, on their adjustment or refusal to perform.

In connection with this, funding for a number of projects in the tank industry has been frozen. The Ministry of Defense is conducting an audit of existing programs on various topics in terms of their prospects and the need to create an army of a new look.



Some delay in the implementation of the earlier plans, as well as the Defense Ministry’s unwillingness to disclose the prospects in the field of tank topics ahead of time, sometimes give rise to premature conclusions in the expert community, based on various assumptions that are far from the real situation.

In the summer of this year in Nizhny Tagil, Minister of Industry and Trade of the Russian Federation Viktor Khristenko, speaking about the development prospects of the NPC UVZ, said that 2010 will be the decisive year for the enterprise at the VI International Exhibition of Defense and Defense Equipment "Defense and Protection-2011". A long-term program is being formed for it through the Ministry of Defense of Russia.

Unification and modernization

As part of the International Forum “Technologies in Mechanical Engineering-2010” in Zhukovsky near Moscow, at the meeting of the business council of the CSTO International Commission for Military and Economic Cooperation, Head of the 46 Central Research Institute of the Russian Federation Ministry of Defense Doctor of Technical Sciences, Professor Major General Vasily Burenok spoke about the main directions of modernization of weapons and military equipment of the countries - parties to the contract.

According to the institute, when upgrading the T-72B, T-72B1, and T-80B tanks, their generalized combat potential increases by 1,23 times.

A report on the development prospects of armored vehicles in order to equip the forces and means of the collective security system of the CSTO member states was made by Vladimir Domnin, General Director - Chief Designer of Ural Design Bureau of Transport Engineering. He spoke about the proposed modernization of T-72 tanks, which are in service with the CSTO countries. Its full implementation will make it possible to increase the service life, increase the combat and technical characteristics of the T-72 to the level of modern third-generation tanks, and surpass them in a number of parameters.

In addition, UKBTM offers T-72 reworking into an armored fire support vehicle. This is realized by installing a weapon module for a tank support vehicle and equipping it with modular dynamic protection for third-generation tanks.

Here it is necessary to clarify that the fire support combat vehicle created in UKBTM has no analogues in the world. World experts are very actively discussing the prospects for its use in modern warfare. All this is due to the fact that when creating the machine a completely new concept of its application was used. Initially, it was positioned to support tanks in order to destroy enemy anti-tank weapons. Currently, its task is to fire support of motorized rifle subunits, units in the offensive or defense.
