Rogozin is entangled in the web of state defense order
However, the implementation of the state defense order-2012 is again out of the question, because they cannot bring their accounting systems to acceptable values either in the defense ministry or in production associations - according to the Government, they cannot reach an acceptable pricing formula.
Dmitry Rogozin said that the most depressing situation is observed in areas such as aircraft manufacturing and the naval complex. It turns out that the money allocated from the state budget is once again depressingly lying in the accounts of the Ministry of Defense and can in no way be used. And if so, then the situation from the time when President Medvedev promised to “dismiss bundles” for disrupting the state defense order (last fall) did not get off the ground. However, Dmitry Rogozin, who oversees this industry, says that some progress in the implementation of the rearmament of the Russian army still takes place and the state defense order-2012 is embodied "as a whole more positively" than GOZ-2011.
What, then, prevents enterprises from starting a profitable job? Maybe outdated equipment? So here it is worth recalling that for the next three years, the state sent nearly 0,5 trillion rubles out of the treasury in order to re-equip the defense enterprises themselves to increase the level of their performance. This is the first. Secondly, the state is actually directly (we will not consider the Ministry of Defense as an intermediary between the federal budget and production workers) to finance production associations, providing those with long-term orders, increasing the number of jobs and raising wages. But if so, for what purpose, do performers begin to wrangle with the Ministry about the “lack of funds”? One gets the impression that someone continues to lead Russian taxpayers by the nose, saying that the parties, you see, cannot agree with each other.
But after all, if the Ministry of Defense of the Russian Federation in fact produced full-fledged financing of production facilities and personnel employed at these facilities, then what inconvenience could we talk about? After all, it is no secret that without a state defense order, many of the enterprises with which the military department intends to enter into contracts, to put it mildly, do not have such financial potential to dictate terms to their customers. Well, no, unfortunately, we have a full-scale competition on the industrial market, when it was possible to choose a performer from a group of customers, and a customer from an army of performers. It turns out that contracts are not concluded for subjective reasons. And there can be several such subjective reasons. This is either the notorious corruption, or a banal reluctance to engage in serious work, or, which is very likely, both the first and second.
A few months ago, we were asked to clarify this option: it’s just that Defense Minister Anatoly Serdyukov cannot cope with the state defense order. This allegedly distracts him from reforming the army. To revive the situation with the signing of contracts, an entire deputy prime minister was appointed - Dmitry Rogozin. Today it turns out that for the phased implementation of plans for the rearmament of the Armed Forces, this may not be enough. Are we expecting the creation of a new ministry, which will deal exclusively with the realization of the GOZ? .. The perspective is more than doubtful.
But if neither Serdyukov nor Rogozin can move the wagon from the dead point, then either you need to add a third to them, which also cannot guarantee serious progress (judging by I.Krylov's fable), or leave one and ask only one . After all, as you know, in our country this is the case: if several people are responsible for the cause, then no one is responsible for the cause. Guilt will shift from one person to another, as long as the venture just do not give up.
Of course, one can say that Rogozin did not justify the hopes placed on him, but such conclusions are too premature. Not such a long time, he deals with this sore problem, to solve everything overnight. Yes, and having begun his way briskly in the Government, Dmitry Rogozin, obviously, did not expect that in the sphere of realization of the state defense order he would have to literally wade through sabotage and unravel openly corrupt schemes. If the system is tied up with big money, which is profitable for someone to scroll through the accounts, then even the vice-premier status may not help. Why are there vice premier? We can have presidential decrees on the brakes ... Apparently, today for Rogozin comes some hour X, when "either he or him." And it is obvious that if the epic continues with the postponement of the state defense order, then the words about 23 trillions planned for the implementation of plans for the full modernization of the Russian army to 2020 can remain words on beautiful stamp paper.
Maybe May 7 will give some impetus to the parties who, you know, are not ready to agree ...
