Germany claims radioactive contamination. "Nadul" from Russia?

In Germany, the Federal Radiation Safety Authority publishes information on "increasing radiation levels." The report says that the experts took several samples that confirmed the elevated levels of the chemical element ruthenium (radioactive isotope 106). German atomic scientists claim that the air over Germany is saturated with some volumes of this chemical substance “because of Russia”. Allegedly, in Germany, ruthenium-106 "inflated from the South Urals".
The statement of the German experts:
The level of radioactivity is slightly elevated. It is not dangerous to human life. According to our data, the source of emission of ruthenium-106 is in Russia, in the southern Urals. However, we are not talking about the accident at the nuclear power plant.
Ruthenium is a metal that was discovered in the middle of the 19th century by a professor at Kazan University, Karl Klaus. Klaus decided to name the element in honor of the country in which he was open. Ruthenium is a linguistic derivative of “Ruthenium”, which means “Russia” or “Rus” in Latin.
Earlier, the detection of the radioactive isotope ruthenium was announced in Ukraine. The State Scientific and Technical Center for Nuclear and Radiation Safety of Ukraine has published information that revealed an increase in the level of radiation measuring complexes of all Ukrainian nuclear power plants, as well as specialists of the meteorological center. It is stated that the concentration of a radioactive isotope in the form of an aerosol substance in Kiev is about 2,2 millisekquerels per cubic meter of air. The maximum allowable concentration is up to 500 milliunits per cubic meter. That is, this value is very far away, however, it is emphasized that ruthenium-106 in the air under normal conditions should not be at all.
