An unpleasant scandal erupted in the Leninsky district of the Republic of Crimea, where more recently, in September, the by-election to the State Council was held, and which was won by the representative of United Russia Oleg Marchenko.
Oleg Marchenko was elected to the State Council of the Republic of Crimea based on the results of the September 10 by-election of 2017. According to official data, 17 thousand people came to the polling stations in the district. Of these, 9157 was cast for United Russia. And for his closest competitor - self-promoted Vitaly Zemlyansky - 6945, that is, only two thousand people less. Thus, the victory of the candidate of "United Russia" was not easy.
Opponent Oleg Marchenko a few years ago came to Lenino from Moscow and headed the district administration of the Ministry of Internal Affairs of Russia. Zemlyansky lost the election in the district, but won the majority of votes in the two largest settlements: Lenino and Shelkino.
20 September, secretary of the Leninsky district branch of United Russia, Oleg Marchenko, received a certificate of the deputy of the Crimean parliament. The presentation took place in a solemn atmosphere: in the session hall the document was given to the Leninist speaker and head of the Crimean United Russia Party Vladimir Konstantinov.
Over the course of several days, it turned out that they hurried with solemnity, and Marchenko’s hard victory over Zemlyansky was more than justified. The locals obviously know very well what their countryman is.
The same Vladimir Konstantinov has already stated that during the by-election in the Leninsky district, “a whole series of systemic global problems were revealed, the severity of which the local authorities kept silent about and did not solve on their own.”
Among them is the excessive modesty of the re-elected Oleg Marchenko, whose declaration states that there is a land plot of 700 square. meters, five real estate with a total area of more than 1650 square. meters and eight units of vehicles, and all this with the complete absence of income for the 2016 year. At the same time, Marchenko is the only candidate for deputies who showed an income of 0 rubles 00 kopecks.
Meanwhile, it is authentically known that Marchenko is the owner of pavilions, shops, bars, boarding houses and other objects of entrepreneurial activity, managed by a certain assistant named Christina Ronzhina.
According to the operative data of the Anti-Corruption Bureau of Crimea, the lady business manager opens enterprises for a period of not more than six months, after which the firms cease their activities, not showing the revenue part in the reporting period. This scheme allows you to open new businesses and successfully evade taxes. All income from such businesses from accomplices shared cash.
Meanwhile, in accordance with the norms of the Federal legislation, the failure to provide information about incomes, expenses, property and property obligations (one’s own, spouse and minor children) entails early termination of powers of deputies of all levels.
The reason for the same is non-observance of restrictions, prohibitions, non-fulfillment of duties established by the Federal "On Combating Corruption", Federal Law 3 of December 2012 of the Year No. 230-ФЗ "On Control over the Conformity of Expenditures of Persons Replacing Government Posts".
The discrepancies that opened up and the reaction of Vladimir Konstantinov became the reason for initiating by the Anti-Corruption Bureau of Crimea verification of the completeness of the information provided on income, property and property obligations from Oleg Marchenko, пишет local portal lenino.info.
With all confidence we can say that Crimea has long become a part of the Russian Federation, which, of course, is an indisputable fact. However, as you know, you can pull a girl out of the village, but it is extremely difficult to pull the village out of the girl. No less an indisputable fact is that the Crimea continues to bear the stamp of a specific Ukrainian heritage. In particular, the “nezalezhnoy” dishonesty of the ruling elites, which are customary for Ukraine, are mainly honored by public service as a source of strengthening their own welfare, and not by a mission of creation for the benefit of their country and people.
I would very much like to hope that the activation of the Anti-Corruption Bureau will not be a formal fraud, but an objective investigation with the proper consequences of the Law. Clearing the Crimea from the Ukrainian snatches of the thieves and roars, accustomed to condoning and impunity, should be a matter of honor for anyone who wants to see Russia a prosperous and great country.
