At the same time, the agency notes that Russia objects that the IAEA may, by agreement, verify this activity. The US mission also noted media reports that Russia "does not believe that these inspections fall under the mandate of the IAEA."

If an agreement on Iran has any meaning, the parties should have a common understanding of its terms. Iranian officials have already said they refuse to allow inspections at military sites, even if the IAEA says that there should be no difference between military and non-military facilities.
