
Mention and understand the most different aspects - economic, political, military, diplomatic. But so far no one has paid attention to the successful American experience, which 40 was successfully applied years ago in New York.

Until the middle of 80, the New York subway was a real cesspool, which was equivalent to being in a combat zone. Dirt, darkness, graffiti painted walls and trains, gangs of hooligans and robbers, drug addicts and just homeless. Not better things were on the streets of the city, which became the criminal capital of the United States. Tourists were warned: "Carry 20 dollars in your breast pocket, it will help you to pay off, enough for several doses of heroin. Do not climb into the back or inside pocket, kill you." In the evening, they could even rob on Broadway, and few people decided to walk in the dark. Every day, around 10 murders and about 2 thousands of serious crimes were committed in the city.
In general, it makes no sense to paint the horrors of the Big Apple of those years. More interesting is the experience of fighting crime, thanks to which crime has dropped several times and New York today has become the safest city in the United States.
Broken window theory
This theory was developed by political scientist James Quinn Wilson and sociologist George Kelling at the start of 80. It boils down to the fact that if around the devastation, it reduces socialization and provokes people to violate the law.
I will give two examples from personal experience. At the end of 90's, I bought an office, made repairs, and made sure that the grassy area in front of the entrance was disfigured by two paths that the locals are closer to the subway. Even the dirt did not stop the rush. Once I arranged with familiar landscapers and made a neat English lawn. Neither plates nor fences. As grandma whispered, the paths were no longer trampled.
A few years later, interfering with the construction of garages, we planted trees on an abandoned playground. The first year survived perhaps a third. They were broken and even hounded - we silently landed new ones. After 3-4, they stopped breaking and today two squares with hundreds of trees not only grow, but also attract neighbors who have followed our example.
New York practice
Similarly, they went to the subway in New York. David Gann, appointed by the director of the underground, began the struggle with mud and ruin. Every day his brigades washed off the graffiti. Each composition met and fell into the hands of sweepers and repairmen who washed away graffiti and replaced the cut seats.
In 86, the new chief of transport police of the city, William Bratton, came to his aid. Instead of loud disclosures and catching criminals, he threw all his strength to fight ticketless passengers. Which at that time was daily up to 200 thousand people. The plain-clothes agents caught the hares from the turnstiles, put them on public display, and after collecting enough, they were sent by buses to the area where they were identified.
Not only among the hares found many wanted criminals, and their number fell tenfold.
The successful experience of the subway led to the fact that in 93, the new mayor of the city, Rudolf Giuliani, transferred the “broken window theory” to practice, appointing William Bratton as the head of all the police forces of the metropolis. In the Big Apple began to radically clean the streets and catch petty offenders. For obscene abuse, hooliganism, defecating outside the toilets, the police took thousands. Minor offenses were punished as harshly as possible. Everyone sees the results - New York is the safest city in the USA today.
Theory is the opposite
A perfect embodiment of the theory of broken windows in practice in the United States led to the fact that in US foreign policy from the end of the 90-s began to pursue a completely meaningful practice of "broken windows" in the world. Of course, under the most plausible excuses in the form of tolerance, political correctness and tolerance.
All initially noble (and not so) events in the same European Union, initially aimed at stopping the persecution of dissidents, dissenters and other speakers, were brought to the point of absurdity by Washington.
Protection of the poor and the needy? Get a few million refugees.
Protection of minority rights? We legalize 5 or more genders, let's allow marriages with turtles and goats.
Religious problems? Mosques on every corner, banning pork in public catering, hijab "our everything".
Drugs? Permitted and welcome.
Do people suffer? Get color revolutions and the Arab Spring.
The list goes on and on, but it makes no sense. By applying the “broken window theory” in practice with a minus sign, Americans create havoc on previously stable territories. Well aware that the collapse, dirt and strife will attract criminals and reproduce them, despite the efforts of the police and government.
Under the guise of liberal values, systematic suffocation of competitors with their own problems is underway. After all, it was no coincidence that such a combined blow to the European Union came at a time when the EU on aggregate economic power caught up with the United States and threatened to continue growth, drawing the general economic blanket over itself.
This application of theory in practice in Asia and Africa is no less evident. The economic and military-political efforts of the United States create chaos in various states, which then reproduces itself, driving the country into ever greater discord. Libya, Iraq, Afghanistan and Ukraine are only the most vivid examples of how the United States acts.
The only thing that saved Russia from such a scenario is the refusal at the last moment to stupidly copy “European values”. But that is why we are trying to plant them. The main thing is to scatter garbage around Russia under any pretext, take out the bins and then observe the consequences, reaping dividends from the sowed storm.
