Almaz-Antey promises to deliver C-500 in time

The development of an air defense missile system (anti-aircraft missile system) of the new generation C-500 takes place in accordance with the deadlines specified in the State Armaments Program until the 2020 of the year. This was stated by Yuri Baikov, who is the official representative of the Almaz-Antey air defense concern.

Such a statement was made after a detailed article appeared in the Moskovsky Komsomolets newspaper, which spoke about the concern's problems associated with the development of C-500, as well as about the inevitable disruption of the State defense order for this new anti-aircraft missile system. It is planned that C-500 will be involved in the EKO (Aerospace Defense) of the Russian Federation, covering the entire territory of the country.

According to Yuri Baikov, the development of working design documentation for air defense systems and its components is being developed. Next year, prototypes of individual elements of the C-500 air defense system will be ready.

Baikov noted that this is a confirmation that all the existing obligations of the concern to the Russian Ministry of Defense under the state armament program up to 2020 of the year related to the supply of the C-500 air defense system will be completed on time and with the “necessary quality”.

On Friday, the Moskovsky Komsomolets newspaper reported that the fulfillment of election promises by the head of the Russian government, Vladimir Putin, concerning strengthening the military power of the Russian Federation by supplying a huge amount of modern weapons to the army before 2020, could be foiled. This is due to the fact that defense professionals simply have nowhere to create the latest technology: the production areas are owned by merchants who manage auto services and nightclubs.

The newspaper stated that the Concern PVO Almaz-Antey OJSC is a vivid example of the degradation of the military-industrial complex. Employees of this company complain that the process of assembling new complexes becomes impossible, since a significant part of the enterprise’s space is leased by new owners, and the assembly shops have been sold off. Today, only 152 is owned by 11 buildings.

Engineers of the plant developer do not hide the fact that the assembly of the C-500 complex is in jeopardy.

One of the company's employees, Yevgeny Nikiforov, winner of the State Prize, said that the 14 assembly workshop, where the development of samples of all air defense systems was taking place, now houses a nightclub that has the longest bar in Europe and a large concert hall.

Employees blame Igor Ashurbeyli, the former director of the Almaz-Antey enterprise, for all these troubles of the concern. While he does not comment on it. The authorities have also not responded to the complaints of workers.

Back in February, there were rumors that the delivery of C-500 ZRS missiles into service shifted from 2015 to 2017. Moreover, it was said that it was the disruption of last year's state order and significant delays in the development of C-500, which were the main reasons why Ashurbeyli lost his position.

However, the military denies information about existing problems with C-500. The other day, Colonel General Alexander Zelin, Commander-in-Chief of the Air Force of the Russian Federation, said that the development of the C-500 air defense system is proceeding exactly on schedule.

Earlier, in November last year, Army General Nikolai Makarov, who is the chief of the Russian General Staff, reported that the creation of the C-500 will take place at two new Almaz-Antey factories, which will be built within two years in Kirov and Nizhny Novgorod and will be launched in 2015 year.

    OKB Deputy Head Vladimir Selivanov: Today we are actually starting to disrupt developments in the field of aerospace defense (EKO). And first of all it concerns the Vityaz system. Our equipment was thrown into the street where it stands, covered with snow! Well, you can’t lay cables in cabs in winter - this is a violation of technology. And we were left without assembly shops! They were sold out. The one who did this did not rob us, he robbed the country!

    Laureate of the State Prize Evgeny Nikiforov: I have been working here for 60 years, since 1951 of the year. In our main 14 assembly shop, where samples of all air defense systems were born, from C-75 to C-400, there is now a huge concert hall and night club with the longest bar in Europe ...

    MK: And you only found out about it yesterday? Privatization of the “defense industry” began back in the “dashing 90”, so why did the theme of lost property so acutely arise only now?



    Chief Engineer, Deputy General Director Viktor Nichiporuk (opening a thick folder with the privatization plan): “Dashing 90-e” has nothing to do with it. In 1995, Almaz turned from a state-owned enterprise into a joint-stock company. But then everything was done legally. The state transferred to Almaz the ownership of 152 buildings - from small power substations to huge, as the main building, with an area of ​​45 000 square. m. Now from 152 left 11.

    MK: And you have not seen how such volumes of property “float away”? I personally remember well how in 2002, having visited Almaz, I was surprised at the huge number of companies that were then sitting on its squares. They explained to me: the state budget does not give money, there is nothing to live, and if it weren’t for Igor Ashurbeyli, then the general director of Almaz, who, at the expense of the tenants, had actually saved the enterprise, Almaz would have sunk into oblivion long ago.

    The chief designer of the Center MNIIRE "Altair" Arkady Yezhov: Not true! Almaz survived only thanks to a Chinese order! If not for this trade ... But even then, despite the fact that rabid grandmothers appeared, the entire infrastructure was destroyed. And the price that the Chinese paid for our weapons, and the salaries that we got here, were absolutely incommensurable.

    General Director of GSKB Almaz-Antey Vitaly Neskorodov: Supplies to China on the subject of air defense in the 2000's really allowed us to survive those sad times, otherwise now there would be solid night clubs everywhere.

    Victor Nichiporuk: I still can’t refuse Ashurbeyli that Almaz was saved by his energy and efficiency. But this coin has two sides. After all, Almaz leased premises to Ashurbeyli. But did not sell. But it was under him that the sale of diamond property acquired a large-scale character. And I am firmly convinced that he used his official position for personal purposes, since indirectly he was in charge of the bulk of the property of the enterprise. In one of the interviews, he himself says: "The VPK holding owned by me." This is where the companies that are now endowed with the former property of Almaz enter. The very same "Diamond" has only 14% of its former property.

    MK: How did the board of directors allow it, which included government officials of the highest rank?

    Victor Nichiporuk: I am sure that all transactions with property are legally clean.

    MK: And the enterprise team didn’t know about them?

    GSKB General Director Vitaly Neskorodov: The team is not an entity that participates in such decisions. Moreover, initially this was not connected with the purchase of shares. Their controlling stake has always been owned by the state. Metamorphoses with property are things of a different plan. The main transactions, as a result of which Almaz lost its production facilities, took place in 2001. The owner changed only on paper: yesterday the certificate had one face, and today it is different. At the same time, the property seemed to go nowhere, but was sold to the subsidiary KB-1, founded by Almaz in 1998 and owning 51% of the shares in it. It was later that all 100% of KB-1 shares through a number of firms ended up with Ashurbeyli.

    Engineer from the Council of Young Specialists: For the time being, no one knew anything, because the new owner didn’t touch anyone, didn’t drive anyone, I think for some time he didn’t even take rent. Everything surfaced only now, when the general director was replaced.

    MK: But is it possible to conduct such transactions, bypassing the meeting of shareholders? Given the specifics of your enterprise, the main shareholder of Almaz is the state ...

    Neskorodov: ... represented by a specific representative, for example, the Ministry of Property. He voted “for” - the deal was completed.

    MK: Do you see a corruption component here?

    Neskorodov: If you look at the prices at which the property was disposed of, I can’t suggest another. For example, on April 27 of the 2001 of the year, Almaz transferred to KB-1 a real estate with an area of ​​more than 85 800 sq. m for 69 910 000 rub., that is, at the average price of 814 rub. per sq. m. At that time, the minimum value of transactions in the market for such real estate was 10 200 rubles. per sq. m. And now we are forced to rent from "KB-1" more than 13 000 square. m square. In the 2011 year, it cost us 40 million rubles.

    MK: Why did Almaz need to establish KB-1? Does this seem to be a historical brand? When the Moscow Air Defense was created in the 50's, the design bureau of the same name was headed by Lavrenty Beria. It then received a special status ...

    Vladimir Selivanov: ... And now too. The current KB-1 was formed in such a way that when the Almaz-Antey concern was formed, it continued to remain an independent structure. And part of the intellectual property on C-400 was to belong not to the concern, but to KB-1.

    Chief Engineer: Inaccurate expressions ... The Ministry of Defense is the owner of the documentation for the C-400 command post (CP).

    Vladimir Selivanov: Yes, but Igor Raufovich and I spent 8 years dealing with issues of individual property - he was very interested in them. So: what is an individual property for our systems? The software we invest in them. And one of the tasks was: to make sure that this property, or at least part of it, did not belong to either the Ministry of Defense or the concern. But it turned out to be difficult ...
